I 7 8 11/9/64 During the ensuing discussion, the City Manager read the latest traffic estimates compiled by the traffic engineer for. Hopkins, Parkinson, Pine and Cedar :Streets which showed that the totals would`. be very small . comparison to the average residential street in Palo Alto. In response to query, the City Manager reviewed the results of a meeting with State and ,Federal representatives which indicated the lower level of the proposed public safety building could be made to qualify as a Civil Defense project and be eligible for Federal funds up to 50% of 90 of the cost; that the centralized communication plan was extremely valuable in any application which the City might submit; and that rnoney fcr communications equipment might also be eligible. Mr. Keithiey also read the list of charges, which were given to Mr. Stone at the time the contract was executed and which was also sent to each member of the Council in April of, 1964. After lengthy discussion, Cornstock's substitute motion failed on the following roll call vote: Ayes: Comstock, Debs, Flint. Noes: Arnold, Beahrs, Byxbee, Cooley, Cresap, Dias, Porter, Rodgers,' Rohrs, Rus, Woodward, Zweng.. Councilman Debs .Moved.that the matter be referred to the Committee of,tne Whole,;via the Planning Commission with in- structions that the architect be asked to give preliminary site plans and costs for the following sites: (1) the public safety building of the same'elevation,to be contained between Hopkins and Embarcadero, and to contain the present fire station to replace the fire station there; (Z) public safety building on City Hall -site; (3) public safety building in area north. of County court- house; (4) public safety building on the bayl.ands adjacent or on the corporation yard fill. Councilman Flirt seconded the ;notion after ascertaining that the motion included that the staff would in struct the architect to bring' preliminary plans before the Planning Commission.. Councilman Rus moved that the City Manager be authorized to ac- quire the properties known as 1265 Pine, 1405 Hopkins and 1415 Hopkins and that the sum of $75,000 be appropriated from the Capital Improvement Fund for such purpose. The motion was seconded by Cresap and carried on the following roll. call: Ayes: Arnold, Beahrs, Byxbee, Cooley, Cresap, Dias, Porter, Rodgers, Rohrs, Rus, Woodward, Zweng, Noes: Comstock, Debs, Flint, Councilman Comstock moved, seconded by Flint, that the architect be directed to prepare a design for the Council chamber with a seating capacity of 350 seats. After discussion, Comstock modi-• fled the motion to state that these plans would be presented to the Council` for discussion before final approval, Councilman Beahrs suggested that in order to keep the costs down and the size reason- able, the architect be instructed to provide an expandable Council chamber throughuse of"adjoini:ng; library or conference .. ooms. After a discussion about designing the Council chamber so the Council and public were in a rnore intimate relationship, Flint asked if Comstock would amend the motion to set a lower limit as well of 250 minimum to 350 maximum seating capacity, to which Comstock agreed.
