Ma iel.d Fire Station Site (,Pro'ect 63-7)

In compliance with City Council policy to acquire rather than ':olease
land, the City Manager recommended the appropriation of $48, 000
from the Capital Improvement Fund for land acquisition for the Mayfield
Fire 'Station site (Project 63-7) .
Vice Mayor Arnold moved, and it was seconded by Beahrs, that the
funds be appropriated. , After a discussion of land costs, the r,;iotion
carried unanimously by a voice vote.
Li uor License - Safeway Stores

A report was received from the City Attorney that Safeway Stores
had requested an -off -sale beer and wine license at their new rrarket-
at 2811 Middlefield Road. He reviewed the neighborhood and advised
that on the -.basis of the City's experience on past decisions of the
Department of Alcoholic Beverage Control, he could see no va;iid
reason for. 'filing a protest; and he, therefore, recommended that
the application be filed.
Councilman Flint moved, seconded by Debs, that the City Council
protest -,the issuance of the liquor license to Safeway Stores. Council-
man Rodgers pointedout that there were no legal grounds on waic1-i
to base the protest. After discussion, Councilman Flint stated he
would withdraw his motion but, as his second, Debs did not agree
to the withdrawal. After further discussion on how to accornpl:.sh:
tighter control over liquor licenses, the motion was declared lest
or: a majority voice vote.
Vice Mayor Arnold moved,seconded by Byxbee, that the letter be
filed.. The motion carried by voice vote.

Mayor Woodward stated he had appointed Vice Mayor Arnold, Council-'
men•(:.•resap and Zweng' to represent the Council at a joint meeting
with the County Parks';and Recreation Commission to discuss ti:e
desirability and£easibi,lity of a north county park in Palo Alto, and
he called upon Arnold for a report on that meeting.
Vice Mayor Arnold explained the meeting was preliminary in nature
to discuss (1) a park should be in the lower foothills and (2) the park:
should be' design'ed: for relatively intensive use as contrasted wi1:h
a wilderness -type park. He asked resi-lents of the area to contact
the County °if they had land wh: ch they thought would be of interest
to the County for a'possible park site.

Citizens' Advisory Corrimittee,
on Public Inforrnation
Councilman: Cooley referred to the report of the Citizens' .Advisory
Commriittee;-on Public Information and suggested that the section dealing
with the newspapers was extre:nely important; that newspapers are the
key to better communication. ; He moved that copies of Section I[I
"City' Comrnunicatiorn and Newspapers" be sent to all news media for
distribution to all. members of their staff working with Council news
so they will be informed of the report. The motion was seconded` by
Dias and carried unanimously by a voice vote.

street sign program would be presented at the next meeting of the. Council.
Proposed Bond on Use Permits
Councilman Beahrs called attention to the use permit appeal (64 -UP -7)
which the Council had discussed the pre: eding Monday and moved
that the staff be asked to study the possibility of requiring that one;
of the conditions of the issuance of a use permit would be that a
bond be posted which would be forfeited if the applicant did not comply'
with the conditions of the use permit within a specified periodof time. .
The motion was seconded by Councilman Flint and it carried unarui-
mously on a voice vote.
Parking Lot Improvement
Councilman Debs introduced an ordinance entitled "Ordinance of
the. Council of the City of Palo Alto Amending Ordinance No. 13;:4.
the Zoning Ordinance; by Adding Section 21. 13 Establishing Require-
ments for the Improvement and Maintenance of Parking Areas aid
Repealing Sections 21.05 and 21.06 of Said Ordinance" which he had
requested the. City Attorney to draft. The City Attorney reviewed th,e
details of the proposed ordinance and recommended that it be sent
to the Planning Commission for their consideration and report
back to the Council.
The motion by Councilman Byxbee, seconded by Comstock, to send
the proposed ordinance to the Planning Comrnissiorn, for review carried
unanimously on'•a voice vote.

Easements, Abandoned
A letter from Title risurance and Trust Company requesting the
.abandonment of certain easements was received by the Council,
Councilman Byxbee, seconded by Comstock, moved that the matter
be referred to the staff. The motion carried by a unanimous voice_
vote.
Radio Stations
A letter was received from thedirector of;KZSU, the Stanford U'rdversity_
FM station, announcing they were extending their news coverage by
assigning a reporter to cover Council meetings as a community. service.
Mayor Woodward welcomed this additional news media and invited
the reporter to stand:
Oral Communication
Mrs. Elizabeth Allyn of Bowdoin Street read a statement appealing for
positive leadership: with patience and respect for the individual.
