City Hall, Palo Alto, California August 17, 1964 The Council of the City of Palo Alto met on this date in an adjourned meeting of August 10, 1964, Mayor Woodward presiding. Present: Absent: Arnold, Byxbee, Comstock, Cooley, Cresap,. Dias, Flint, Rodgers, Rohrs, Rus, Woodward, Beahrs, Zweng. Debs, Porter. Zone Change 24 Palo Alto Avenue A report, was received from the Planning Commission recommending on its own, initiative approval of a change of district from HDA to:R -5 of property located at 246 Palo Alto Avenue (otherwise known as Block 16, University Park Tract), in order to conform 'to`adjacent property. After explanation by the Planning Officer, an ordinance entitled "Ordinance of the Council of the City of Palo Alto Amending Section 3.02 of Ordinance No. 1324, the Zoning Ordinance, Changing the Zoning of Certain Property KLxown as 246 Palo Alto Avenue from RDA to R-5'' was introduced and on motion by Byxbee, seconded by Arnold, was accepted for first reading by a unanimous vote. Zone Change Portions- o •Bloc'ks. 47 and 4S - Middlefield Road A report; was received from the Planning Commission recommending on its own initiative a change of district from R -3:P (Residential -Professional District Regulations) to R -1:R (Single Family Residence -Restricted Multiple Family District Regulations) of property known as 101, ,125, 133, 201, 211, 225, 235, 245, 251, 305, 311, 319, 325, ;329,: 335, 343 and 351 Middlefield Road (other- wise known .as Lots ,1,;;2,' '3,' 4, 5, 6, 7, 8, 9, 10, 11 and 12 and a portion of 22 of Block 47, and Lots 2, 3, 4, 5, 6, 7 and. 8 of Block 48). Improvement and dedication of a cul-de-sac. 3. Payment of all assessments in full. Correcting easements as required. Furnishing evidence of payment of all payable city and county taxes. Filing a record of survey map with the County Recorder. Installing electrical system extension underground to street construction. Receipt was acknowledged of a letter from the appli- cant requesting continuance of this item to September 14, 1964 because of his absence from Palo Alto. On motion made, seconded and carried by a unanimous vote, the apphcationof Mr. Ditz was continued to September 14, 1964: Lot Division Elton F. Martial m - 7 Park ':Bou, evaz A report was received from the Planning Commission recommending approval ofthe application of Elton F. Martinfor a lot division of property at 4031 and 4037 Park Boulevard (other- wise known as Lots 13 and 14, Walnut Gardens), subject to -4- relocating the existing building at 4031 Park Boulevard, together with its water service, to providing sewer service to the new lot,`, and to furnishing •evidence of payment of all payable city and county taxes. In addition, the Planning Officer recommended that any approval of the application be also subject to obtaining a valid house moving. perznit, It v.as moved by Rodgers, seconded by Cresap and after d:s.:ussion carried by a majority vote, to approve the appli- cation with conditions recommended by the Planning Commission and also subject to obtaining a house moving permit. Lot Division - Wallace E. Campbell, 4-60 Ma!n el`a ;Avenue A report was received from the Planning Commission,-= recornn',ending approval of the application of Mr, and Mrs. Wallace' E. Campbell for a lot division of property at 4260 Manueta Avenue (otherwise known- as Lot 8, Portion of Mesa Tract, Juana Briones de Miranda, Partition No. 1), subject to the conditions contained in Engineering Bulletin No. 64-45 and subject further to develop- ment of an adequate street to serve this property and the property behind it, with` thi s improvement to be included in the next improve- ment assessment district. The Council also acknowledged a letter from Mrs, Campbell asking for further consideration by the Council of the conditions relative to the street improvement, The Planning Officer indicated the location of this, property on a map and explained various details, particularly in relation to driveways and road patterns. Mrs,. Campbell explained to the Council their reasons. for objecting to the condition relative to development of at; adequate street. After discussion, of the matter, a motior, was made by Flint, seconded by.Rocigers, to uphold the Manning Commission's recommendation including the requirements made by it and the Zoning Administrator. Councilman Byxbee spoke of the need to review the entire area in which this property is located its far as road patterns were concerned and •he znoved that the application be referred back to the staff for a general review of an over -all road pattern which, would meet the requirements of the area including other parcels (Items. . 5, 9 and .19 of the agenda). The motion was seconded by Zweng and was carried by a unanimous vote. Lot Division Mrs. Katherine Sheridan 444 Seneca Stieef ,The Planning Officer explained a Planning Commission recommendation" to deny the application of William E. Rellar on `behalf of the owner, Mrs. Katherine Sheridan, for a lot division of, property- at 449 Seneca Street (otherwise known as a portion of Lot 1, Block 52, University Park Tract) and showed the location of the property on a neap. The Planning Officer added that the Commission did not feelthe narrow lot was desirable and he recom- mended that if the Council granted approval., the property line should be straightened. Mr. John Paul. Hanna, 610 University Avenue, speaking on behalf of the applicant, exhibited to the Council a scale drawing of the lot and the division as applied for He urged that the Council grant the'apptication and permit Mrs. Sheridan to divide the lot.' In answer to question, Mr. Hanna advised that there had been no objections to the lot division from adjacent property owners. After further explanation by the Planning Officer, a motion was made by Zweng, seconded by Flint, to deny the appli cation as recommended by the Planning Commission. The motion was declared lost by a majority voice vote. A motion. by Cresap, seconded by Rodgers, to approve the lot division of the property subject to specific delineation of the property line by the staff was carried by a majority voice vote. (Council recessed at 9:25 and reconvened at 9:35.) Lot Division - A. L. Hawley, Jr. 4232 lvfa.nuela Avenue On motion 1)y Zweng, seconded and carried by a unani- mous vote, the Planning Commission's recommendation to deny the application of Riley Ez Floyd, on behalf of the owners, A. L. Hawley, Jr for a lot div sion of property at 4232 Manueia Avenue (otherwise known as a portion of Lot 7, Mesa Tract) was referred to the staff for its review; of road patterns which would meet the requirements of the neighborhood, Final Subdivision Map... Stephen G. Moore Charleston -and Middlefield: Roads A report was received from the Planning Commission recommending approval, of the Final Subdivision Map for a condo:- mini m. "subdivision of duplexes at Charleston and Middlefield Roads. (portion -of the Rancho Rincon de San Francisquito), subrnitted by Stephen G. Moore, subject to inclusion of the dedication of ease- ments in the owner's certificate. Following explanation by the Planning Officer, Resolu- tion No. 3761 entitled. "Resolution of the Council of the City of Palo Alto Approving the Final Subdivision Map of Tract No. 3797 Conclo•- minium Project:.' wasintroduced and on motion by Byxbee, seconded` by Dias, was adopted by a majority vote, Flint voting no. San Antonio Proposed Tunnel and Median Opening (Councilman Rohrs left the Council chambers and was not present for any discussion or the vote on this item, ) A report w,as received from the Planning Commission in answer to the Councils request for consideration of traffic patterns in relation to the San Antonio underpass to the proposed Penney's,Sboppang',Center :.:recommending (1) that San Antonio Way be a.two-way street,' and (2) right-hand turns be allowed frozn San Antonio Way into the proposed tunnel. A further: recommendation was received from the Planning Commission that the median opening on San Antonio Road be ;left in its' present locution in order to provide U-turns only, and the driveway design for the entrance into the shopping center allow only `right-hand turns with no access to the median opening. The Planning. Officer and the Traffic Engineer referred to maps comparing the recommendations of the Planning Commission and the' staff in relation to access to the proposed tunnel. it was pointed'` out by Mr. Parker that the staff recommended against allowing left -turn southbound traffic on Alma as an access to the shopping' center;.. Mr. Parker stated that the Planning Commis- sion's recommendation' and, the staff's recommendation in regard to the opening in the median stripwere the same. :-Ie indicated on the map the flow of traffic in and out of the proposed tunnel, and advised that if a right turn into the proposed tunnel were allowed eastbound San Antonio Way traffic, he believed it would necessitate installation of a traffic signal. on Alrna at San Antonio Way. He advised that after in- vestigation, it was concluded the claim is not a proper charge against the City and he recommended that the Council so find and reject the claim in, its entirety.
