City Hall, Palo Alto, California August 10, 1964 • The Crouncit,of the City of Palo Alto met in regular session on this date at 7:30 p.m; , Mayor Woodward presiding. Present: Arnold, Beahrs Byxbee, Comstock. Cooley, Cresap, Debs, Dias, Flint, Rodgers, Rohrs, Rus, Woodward. Absent; Porter, Zweng. The minutes of the meetings of July 13 ac;cl July 20, 1964 were approved:as distributed. General. Plan Additions and ;Amendments Mayor; Woodward announced that this was the time and place set for a public hearing on additions and amendments to the General Plan of the. City of Palo Alto. At the- suggestion of Councilmen Comstock and Debs, the Council agreed to change the order of the agenda, and to consider after the 'public hearing the, Eichler proposal on the ba?lpark property (Item 10), the Tan pr,opo'sal„on the corporation yard property (Itern- 11), and a proposed lease with Youritan Construction Company (Item 36) The Mavor stated for the record that the General Plan additions and amendments' have been certified to the City Council by Resolution -of the Planning ti'ornmission dated June 17, 1964; that notice of the' time and place of this hearing had beenpublished and given in the manner ,Provided by the law. Beckett; Chairman of Santa Clara County, Mass Transpormtion'-Cornmittee, stated he was interested in the El Camino properties as a.possible> site for a major station facility in, the public transportation program. The motion was seconded by Byxbee.; Councilman Cooley, with the consent of his second, agreed to dividehis motion into. two parts to be voted on separately: 1) ro amend the General Plan to show high density apart- ments instead ofcommercial on the corporation yard property; and To"returri to the Planning Commissionits recornmenda Lion on:the ballpark site with a request for reconsidera tion of this property under parks or recreation designation. Following, further discussion a substitute motion was made by Beahrs that, the entire problem be considered by a special study committee of the Council. During further deba.te Vice Mayor Arnold made .anothe'r substitute motion that the entire matter be referred to the Committee of the Whole for consideration in about three weeks, thus; permitting individuals and groups to gather and submit in `exiting their information. Councilman Beahrs seconded Arnold's motion and at the same time withdrew his substitute motion. •A motion to move. a two-thirds majority vote on refer the entire matter to the the following roll call:. After, further discussion, the first part of Cootey's motion to amend the General Plan by changing the designation from commercial to high density residential on the corporation yard prop;. erty wa.s carried by the following, roll calf vote: Ayes: Arnold, Beahrs, Byxbee, Cooley, Cresap, Rodgers, Rus, Woodward. Noes: CornStock, Dens, Dias, Flint, Rohrs. Noes : None.`` The, Council then considered the Planning Commission's recommendation to approve, a change of district from P -F to P -C for the corporation yardproperty at 625 El Camino Real and the proposal of S. T. Tan for development of the property, Receipt was acknowledged of.:several letters opposing the zone change as well as numerous other lettersendorsing the proposal. A motion was made by Byxbee, seconded by Arnold,. to, approve the change of district from P -F to P -C, subject to the con- ditions contained in the Planning Commission's recommendation Discussion followed on the height of the development and the proposed density of 894 units. Mr. Colin Peters, repre- senting Mr. Tan, inquired about the number of units the Council would not consider excessive and commented that Mr. Tan wished to be receptive to the Council's wishes. A; motion by Cresap, seconded by Arnold, to refer the Tan proposal to the _Committee of the Whole was carried by the following`°ro11'calt vote: Arnold, Beahrs, Byxbee, Cooley, Cresap, Di Rodgers, Rohrs, Rus, Woodward. With reference to the: proposal of .Eichler Homes and the change: of district: from F -F to P -C of the ballpark property on' El Camino Real, -a rnotior was made by Rodgers and seconded to deny the change of district in accordance with the recommendation of the Planning= Cornrnission'. Councilman Cresap moved a substitute: motion, seconded by Woodward, that in view of the fact that Mr. Eichler had withdraw his pr000sat, the item be stricken from the agenda. Bicycle and Pedestrian Traffic Overpass ( l caderti-_Averslie " —,----: A report- was received from the Committee of the Whole recommending to the Council that the staff be instructed to install protective fencing and railing at the Embarcadero overpass over Bayshore Freeway. A motion was made by Arnold, seconded by Rodgers, to approve the recommendation and authorize the staff to proceed with installation. The City Manager explained the plan for installation of the protective fencing and railing. He agreed with Councilman Beahrs that it would be desirable for bicyclists to walk rather than ride their, vehicles on the overpass. After discussion, themotion was carried by a maority vote, Debs voting no: Amendment to Palo Alto Municipal Code Parking of Certain„Vehicle>'s Pursuant'to a recommendation from the Committee of the Whole, an ordinance entitled "Ordinance of the Council of the City, of Palo Alto Arxtending Sections 19.94 and 19.116 of the Palo Alto Municipal Code Prohibiting the Parking of Certain Vehicles was introduced and on motion by Arnold, seconded by Rodgers, was accepted for first: reading by; a unanimous vote. Adjournment of~Meetin Councilman Cresap suggested that after consideration of iterris or the agenda which should rot be delayed, the meeting be adjourned -to Monday, August 17, 1964 at which time the balance of items on the agenda could be acted upon. Resolution Nc: 3759 sets the time of hearing for Monday, September 14, 1964. The City Manager:reported that seven bids had been; re- ceived on Project No. 6.3.9; Foothill Park darn, roadways and lake-, ranging .from a high bid of $363,577.80 to a low bid of $216.202,36 submitted by Bellic tti.and Peilicciotti Construction Company. He advised that thelow bid was $47,075.79 below the Engineer's esti- mate a.nd recommended the contract be awarded to this firm. On motion by Dias, seconded and carried unanimously, the low bid of: Bellicitti and Pellrcciott:i. Construction Co. was accented in accord- ance with the City Manager's recommendation and the Mayor was authorized and directed to execute a contract with this firrn. The City. Manager also reported that the lowest bid re- ceived for furnishing and installing the Underground Electric Duct. System, Substation 13, was submitted by Underground Construction Company and recommended acceptance of their bid in the sum of $7,686.00. On motion by Byxbee, seconded and carried unanimously, the low bid was accepted as recommended by the City Manager and the Mayor authorized and directed to execute a contract for this work with Underground Construction Company. Project No 64-1 -' E'1 Camino Real Street Widening The City lvlanager reported that the Board of Super - visors of Santa Clara County had forwarded a resolution granting, consent to the City to acquire and construct public improvements" in connection, with widening El Camino Real from Matadero Creek to the southerly City limits. He stated that this is a program on which the staff has been; workingfor many years and recommended that a resolution of Preliminary Determination and Intention be adopted. Resolution..
