Report of Citizens` Advisory Committee on Public_ Information.
Councilman Dias, on recognition from n the Chair, read
to the Council the 'charge` made to the Citizens' Advisory Committee
on Public..Informationa "to,examine various techniques and rnethode
by which the City government might better and more fully inform •
citizens -of its activities; and by which the channeling of public
opinion, to the City C:ounc,il might be facilitated:" She added that
she was :very proud of the -Work done by thecommittee and repeated
the statement Contained in the letter of transmittal to the Council,-
"Exercising the privilege of tne;chair which 1 have occupied during
the past ten months: I wishto close by saying that the men and
women .who have' served as regular members of this Committee -
have rende-red an outstanding service to Palo Alto. Their talents

Parks and Recreation Report
A report :was/received:`from the Committee of the Whole
recommending that the Council' accept and endorse as presented the
program outlined by the City staff in its report dated April 15, 1964,
on file:in the office ,of the City Clerk, ir. its interpretation of the'
recommendations rra,ade by the Citizens' Advisory Committee on Parks
and Recreation, with the following changes in priority;
Park and''Recreation Improvements (page 17)
No. ,2 priority be given to baseball facilities in
the baylands area.
Park Buildings and Special Facilities (page 18)
No. 1 priority be given to Mitchell, Park Recreation
Center Building;
No. a priority be given to Junior Museum, con-
struction of natural science center at Community
Center.to provide expanded facilities;
Nor 3. priority be given to Downtown Library and
Recreation Center.
A rnotzo _was made by Arnold to adopt the recommenda-
tion
of the Committee of the Whole with the suggested changes. It
was, poi 'ted out that further consideration would be given to other
recreational facilities in the baaylands area and after discussion;
the motion was carried by a majority voice vote.
Special Study Committee. A report was received from the'`
Committeeof: the Whole, in conjunction with accepting in principle
the Parks and Recreation proposals as amended, recori nendirg-,to
the. Council that a Special St,idy Committee of five (5) members' be
appointed to meat as necessary with the staff to explore the feasi-
bility of;and insofar as possible determine the measure of public
interest in, .a bond issue:, the committee thereafter to report to the
Council in full detail on such a bond issue.

on was made by Arnold, seconded by Beahrs. to
authorize the Mayon co appoint the specialstudy committee as
recommended.
In discussion, it was agreed that the Mayor was author
ized to appoint five councilmen to the special study committee and
also on an advisory ba�;is the chairr.nan of the Citizens' Advisory
Comer ittet on: Park' and R,ec.reation and such other people o.ss appears
appropriate. The rrlotion was then carried by a unanimous vote.

A recommendation was received from the Planning.
Commissionn that the Zoning Ordinance be amended to. add Sec. 4.76
"Usable Open Space'' (definition), and to add Sections 6A. 13, 20,,
8.21, :8A,19, 8B..20, 8C. 21. and Sec. 9.21 requiring 'Usable Open
Space" in Zone'Dist:cicts R-Dup (500 sq. ft. per dwelling unit),
R-2 (450 sq. ft., per dwelling unit), R -3-G (450 sq. ft. per dwell-
ing twit), R-3 (400 seq. ft. per dwelling unit), R -3-P 1;400 sq. ft.
per .dwelling unit), • R-5 (300 sq. ft. per dwelling unit), and R-4
(300 sq. ft per dwelling unit).
After an explanation by the Planning Officer, a motion
was made by Rodgers, seconded by Byxbee, to amene the Zoning.;
Ordinance in accordance with the Planning Commission's recom-
mendation.
An.ordinance entitled. "Ordinance of the Council of the
City of Palo Alto Adding Sections 4.76, 6A. 13, 7.20, 'S. 21, 8A. 19,.
8B.20, 8.C.21 and 9.21 to Ordinance No. 1324, the Zoning Ordinance
Requiring Usable Open Space in Certain Zone Di.}tricks" was then
introduced and accepted for first reading by a unanir_inus vote.
A further recommendation was received f?ore the Plan-
ning Commission: that the Zoning Ordinance be aznenci.7d to add

as set forth in the Planning Commission minutes of May 27. 1964:
The Planning Officer explained in detail tl-:e proposed

The Planning Commission reports it has reviewed the
zoning of the area bounded generally by Alma Street, San Francis•-
quito Creek, Middlefield Road and Lytton Avenue and recommends -
R-3 zoning_for,the W.avertey-San Francisquito-Middlefield-Lytton
area; and R-5 zoning for the 'Waver, ley -Lytton-Alma-San Francis -
quito Creek area-(with'the exception of all commercially zoned;.
P'-C,,P-F, arid HD.A,zoned areas). The Commission also recorn-
=lends that all property located in the recommended R-3 zone and.
presently zoned R-5�,retain its R-5 designation. In ;;addition, the
Planning. Commission recommends that when Article 19A becomes'
effective, the suffix ":L-12" beadded to the R-3 zone: and the
suffix ":L-9" be added to the R-5 zone as recommended above.
The Planning Officer explained the recommended re-
zoning and indicated the changes on a map.
After discussion, a motion was rZade by Cooley,
seconded by Debs, to refer this matter to the Cornmititee of the
Whole forfurther study.

City of Palo:. Alta Amending Section 3.02 of Ordinance No: 1324.,
the Zoning Ordinance; Changing the Zoning of Certain Property
:.nown'as 180' Bryant Street from R-5 and HDA to P -C" and the
ordinance was accepted forfirst reading by the following roll call
vote:

A report was received from the Planning C;:ommnission
that it has considered, in accordance with the City Council's re
quest, ,the extenson of the Midtown Arley and approves such ex-

tension. the interests of better circulation of traffic.
A motion ° was made by Cooley that the Planning Com-
znissoon's; recozxamexidation be approved with the stipulation that a
barrier be established so that through traffic would not use the
alley.. The motion was seconded by Beahrs.
e..:City Manager advised there is no urgency about
this particular project:and suggested that the matter be referred
to the staff in -order to develop a number of alternatives for the
Council.
Councilman Cooley, with the approval of his second,
changed his motion to providethat the matter be referred to the
staff as recomxxendeed by'the '.City Manager: the staff to report
back ;tothe Committee of the Whole.
A.lvie,Hartsog 730 Moreno Avenue, one of the
property owners zn.:this-vic•ini,ty, advised' the Council he had pre -.
pared.a scale drawing which, indicated egress and ingress .of var ousa
parking lots and wished to,con-kn-,ent briefly on it. Mayor Woodward
advised Mr. ;Hartsog it might be more advisable to discuss hiss draw
ings with the stiff before presenting it to the Council.
,After further'.diseussion by the Council and staff, Rohrs
moved a substitt.,te rnotion sieconded by Byxbee, that the Midtowni
Alley .extension„ oe contin led.:•to a future Council meeting as an open
item until the:staff-has etudied,.and reported alternatives in regard
to extension or irnproveyxent of the alley.
A motion to=arnend the substitute motion was made by
Debs that information be developed to show the height of the grade
involved, protection :possible for the residents, and other alterna-
tives 'relating to the alley extension, The motion died for lack -.of
a second.
It was again suggested to Mr. Hartsog that he and other:
property owners in; the:`area conferr with the staff relative; to his
ideas and the substitute motion was then carried by a unanimous
vote,

A report was received from the Planning Commission
that slight changes were made in the Site and Design C:ontr. o1 plans
submitted.by,Roward, L. Vasey on property located at 159 Oregon
Avenue. 'The Original plans; were approved by the Council in:March
1.964 The. ComrrLzs:Sion.considers the changes insignificant and
recommends approval of the latest plans.
