'4 4 City Halt, Palo Alto, California June 22, 1964 The Council of the City of Palo Alto: met in regular session on this date at 7:30 p.m. , Mayor Cresap presiding. Arnold, Beahrs. Byxbee, Cooley, Cresap, Debs, Dias, Flint, Porter, Rodgers, Rohrs, Woodward. Absent: Comstock, Rus, Zweng. Vice Mayor Woodward assureed the Chair at the request. f Mayor Cresap and called the meeting to order. Minutes'of Meeting of "J"une 8, 1964 Councilms.n Dias .requested that the minutes in regard to the ordina.nc;e designating the new County Expressway as Page Mill. Road be corrected to show'th.at the motion was :3econded by Cooley. Councilman .Dias also requested that the :minutes be amender in: the following details: That the words "of. the Joint County Study Committee'' be added at the end of the first paragraph pertaining to San Francisquito' Flood Control. That ° the: words. "a chiropractic doctor" be inserted after the name of Dr. Donald 1-1. .Budd. Councilman Flint requested that his no vote be recorded on the resolution pertaining to the International. Association of Fire Fighters, Distirigaishe d;.Service 'Awards. C.it zPns':-AdYisory.Conrraattee on Capital Improvements amended and corrected were then approved Vice=Malror Woodward announced that Mayor Cresap would .make the presentations of Distinguished Service Awards to members of the Citizens' Advisory Committee on Capital Improve- ments. (Councilman Zweng arrived at the meeting at 7:40) Mayor fCre,sap' stated -that the Committee's report has - been received hjr the Council and these have been many favorable comments: about it. He co`nzricr_ded the Committee for its work and stated it was a;..gr' at' honor ,and privilege to make presentations of Distinguished Service Awards to each of the following: Robert W.:Byxbee, Chairman Wilbert Cox John- A `Gilbert Hill $. A..`J ird Arthur. Morse William Ober. Frank H. Roberts W, Hoyt Rohrer' David J. Stone Leonard Ware Mayor-- Cresap`then took over the Chair. Weed:Ab'atemert' The Mayor announced this was the time and place se.t for a public hearing on a resolution confirming the Engineer's re- port and. Assessment List for weed abatement. It was stated for: the rec d that notice of this hearing and the report and assessment. list have beer published and posted by the City Clerk as provided; in Chapter 32 of the Palo Alto Municipal Code. The City Clerk ad- vised that ' a written protest had been received from Mr. L. M. Van Eaton, 112 Kingsley Avenue, copies of which had been distributed to the Council. Mr. Van Eaton addressed the Council in support of his protest and displayed two snapshots of the subject area. (Councilman Comstock arrived at 7:45 and Councilman Rus at 7:46.) ?vie:`: Paul .Coster, 103 Melville, advised the Council. that the spraying ;of weeds did not appear to have, he sped in his particu:lar.case, Councilman Byxbee commented that he too had received a bili'fov weed;spxaying; ;:.nd questioned the present method of opera-. Lion. on ;weed abatein-ent, ieCi'ty Manager explained that the program was initiated at the instigation of the City Council; that it provides'for_ abatement of Weeds'between the, sidewalk and curb; and that to set up a notificatzon`progr.am' would about double the cost of the assess- rent. The City,Engineer also presented an explanation of the present pr ogr.ani On,.weed. abatement, -2- There being no other persons appearing in protest, the hearing was decla4eedclosed. '' Ire answer to inquiry, the City Manager advised that he would direct a member of the staff to prepare a bulletin on the weed abatement to go out in the. ''News Notes" enclosed with utility bills, Resolution:No. 3744 entitled "Resolution of the Council oz the City'of Palo Alto Confirming the Report and Assessment, for Weed Abatement' was introduced and on motion by Porter, seconded by Zweng, was_. adopted by a unanimous vote. A report was received from. the Committee of the Whole referring the matte; of the Hospital Center budget for the fiscal year 1964-65 to the :'Council without recommendation. A motion was made by Zweng, duly seconded, that the Council adopt the Palo Alto portion of the proposed 1964-65 hospital budget as presented. An amendment to the motion was moved by Cooley that the rates for Palo Alto residents be reduced by $3.00 and rates for non-residents be incr-eased by $3.00 from the room rate schedule shown on page v of the budget: The motion to amend was seconded by.;Rodgers Councilman Cooley added that his rxotion was based on present rates rather •than the proposed rates. 'A substitute motion by Flint that the Council return to the old budget system dieti'for lack of a second. The matter of. a differential in room rates was discussed with members .:of the Hospital'Bo.ard and administrative staff in re.- , lation to` individtual,s' insnrance coverage and in relation to its effect on hospital •revenuer. .:>.A.motion. was made by Zweng that the possible'. differential in r..00m;rates -and poesible rebates for Palo Alto rein - dents be returned to. the Committee of the Whole for further study`,,, The motion was seconded by Beahrs, but after discussion was lost on the followii g,roi,l call: Noes Arnold,; Beahrs, Cresap, Porter, Rohrs, Wood- ward,' Zweng. Incorporating.suggestions of Councilmen Comstock and Zweng, Cooley restated his amendment to the motion, that the Council, establish a basic rooms rate and then a surcharge for non- residents, and that the breakdown of rates be as follows: Residents Non -Residents Private :room $36.00 $42.00, Serrn-private room 29.50 35.50 Ward- room 25.00 31.00 Pediatrics . unit 25.00 31.00 Nursery unit 10.00 16.00 i. substitute motion 'was made by Debs, seconded' by Flintthat the Council` adopt a sense resolution that the Hospital Board: begranted one or two months' operating funds, until the. time that the Council has considered both hospital committee re- ports and made a. pohcy'determination. Zweng clarified his' original motion on adoption of the budget to provide that only: thedollars and cents figures of income and ex- penditures contained in it,ber arsproved. Upon such clarification, the Chair ruled Comstock's notion out of order, and on challenge, the Chair was sustained in its ruling on motion by Porter, seconded day Beahxs by a -majority voice vote. He 'advised that after investigation, it was con- cluded .the -claim is,not a proper charge against the City and recorn- mended that the Council so find and reject the claim in its entirety.
