Present: Arnold, Beahrs, Byxbee, Cooley, Cresap, Debs, Dias, Flint, Rodgers, Rohrs, Pus, Woodward, Zwerg . (Councilman Porter arrived at 7:35 prior to the transaction of any business and was counted as present.) Absent: Comstock, The ;minutes of the meeting of February 10, 1964 were approved as distributed. Recommendations of Mayor's` Charter Review Committee VMPRA _ - - - A report was received from the Committee of the Whole recommending to the Council that Proposition 1, as drafted by the City Attorney implementing the recommendations of the Mayor's Charter Review Committee, not be placed on the June 2, 1964 ballot A recornurnendaton was also received from the Committee of the Whole that Proposition 2, as drafted by the City Attorney, to provide 'for repeal' of Articles V and VIII relating to establishment a;police ; court and use and sale of alconclic liquors, and to provide for deletion of the words "and police judge" in Section 9 of Article III and Section 1 of Article IV, of the Palo Alto City Charter, be sub- mitted to the electorate at the June 2, 1964 election. A motion was ,made. by Woodward, seconded by Byxbee, to adopt the recornrnendations of the Committee of the Whole. Councilman r)ebs stated that he intends to present at least one argument against the propositions, Street Closing, Casti le,ja Avenue A recommendation was received front the Committee of the Whole that Castilleja Avenue be closed at its intersection with Park Boulevard, A :motion was wade by Woodward and seconded by Beahrs that the recornrtndation br approved and the street closed. The Mayor acknowledged setters opposing the closing of Ca tiiteja from. Meredith and Herbert Bryan, Z36 Sequoia Avenue; California Avenue Area. Development Association, Inc. ; and Con- sumers` Cooperative Society. He requested persons wishing to speak: in opposition to the measure to address, the Council. Mr : GilbertSpencer, General Manager and Assistant Secretary -Treasurer of Consumers' Cooperative stated that its Board of Directors event on record at its regular meeting on Feb- ruary 19, 1964 unani:rnbuely opposing this closing, Mr . Lloyd. Quayle, 1656 Madrono Avenue, protested the closing' of the street until such time as the Oregon Avenue Ex- pressway ,was `.completed which, he believed, might help consider- ably' in clearing the traffic congestion on Castilleja and Mariposa. for proponents to speak, At the Mayor's request; the following persons addressed: the Council. in> support of the closing of Castilleja Avenue: Douglas a Brnes, 1588 Castille a; Mr. Lowell Smith, 1601 Mariposa; Dr Eugene Poncelet, 1560 Mariposa; Mr. W. ieslie Heald, 151.1 Mariposa.; Cornelis Vonk, 1895 P.a.rk Boulevard; Mr. Alfred Lou - chard, . 154.4 Madrono Avenue. During the discussion which followed, the Traffic En- gineer .explained alternatives to closing the street which, in his opinion, would reduce greatly the traffic congestion in this area and Councilman Porter suggested: trying an alternative for a period. 5f time before` closing the street. The Traffic Engineer answered` various questions: and after further discussion, a substitute motion was made' by Woodward, seconded by Cooley, to adopt the staff's recommendation on the,Castiileja Avenue -Park Boulevard inter- section for a six-month trill period. The substitute motion was defeated by the following roli call vote Ayes: Arnold, Cooley, Cresap, Porter, Rus, Woodward. Noes; Baahrs, •Byxbee, Debs, Dias, Flint, Rodgers, Rohrs, Zweng. A copy of the staff's report had been :supplied to each Councilman. Mr. -William; K. Kelley. 530 University Avenue, advis.e 1 the Council that the- staff had -provided the company with a copy of its report, He advised.tha,t the illegal lot. separation referred to in t.r,e report no longer exists; that property formerly owned by the Pa.lo Alto Clinic and the pr.operty' owned by Kelley is now in one common. ownership; that deeds. are on record and the parcel is now in con- formity with zoning regiAlaticsis of the. He stated that if the pro- posal was approved, the firm would :.till be appearing before the - Criuncil and the Planning Commission in regard to landscaping, use permit, etc. He advised that hid firm would accept the Engineer's recommendation on the proposed design of the intersection as shown on Page 18 of the staff report. In answer to question by Mayor Cresap, Mr. Kelley stated the proposal would be to permit right turns onto San Antonio from the center, right turns from San Antonio into the center, left turns from San Antonio into the center together with a storage lane to handle the left turns, and with no signalization at the intersection, Discussion followed on the safety hazard at the inter - section if.left turns were perrnetted off San Antonio Road, and a :motion was made by Debs. seconded by Flint, to deny the applica- tion for left turns from San Antonio, The proposal was again discussed at length and the Traffic Engineer answered various questions concerning closing of the:: median strip, increase in traffic and s.igralization of the int,r - SeCtion. On motion. by Woodward, duly seconded and unanimously carried, the staff was directed to investigate the feasibility of a signal which would provide left turns from San Antonio Avenue onto Alma Street. A motion was made by Zweng that right turn traffic be allowed from the proposed shopping center, onto San Antonio and .a right turn from San Antoniointo the center. Electric Substation Expansion and -" jcirzc'Switching; Station < The Assistant City Manager explained that two proposed resolutions before the Council would authorize the City Manager to acquire certain property in the City for necessary future expansion of the electric substation and the electric switching station. A motion was made by Byxbee, seconded by Beahrs, that the Council adopt resolutions as explained by the Assistant. Claim for Darnages ow:�r o an crger) :The h*' City Attorney reported on, a claim tiled by Howard Schonberg;er 60 Atarirzah Court, Palo Alto, in the sum of $5'.. 24 for damage to his automobile when a tree blew down on, his car on' October 10 1963 in the vicinity of 100 block of Byron. He advised that after investigation, it was concluded the claim is not a proper' charge against the City and he recommended that the Council so find and reject the claim in its entirety. On motion by Byxbee, seconded by Arnold, and un.ani- rnous'ly carried, the recommendation of the City Attorney was approved and the claim of Mr. Schonberger denied in its ent:re"ty. Bay Fill, Moratorium A copy of the proposed resolution on bay fill moratorium, which the Council had requested Councilman Dias to prepare, had been placed before the members at the meeting. Councilman Dias stated the document incorporated: all the statements she had pre- sented at the Comrriittee of the Whole meeting :and she suggested its adopti.onby the Council in order that she could, present it at the meeting of ABAG oti February 28, 1964. A motion was made by Byxbee that the Council adopt the resolution as presented. In answer to his suggestion in regard to garbage disposal, Councilman Dias advised that ABAG had referred this riaatter to a. committee about a year ago and she would investi- gate to see what, had beenaccomplished in this regard, Resolution No. 3723 entitled "Resolution of the Council of the City of Palo Alto to the. Association of Bay Area Governments Supporting ,a State Moratorium on the Filling of the Bay" was intro duced and on Byxbee's motion, duly seconded, was -adopted by a :majority vote, Rus voting no.
