The Council of the City of Palo Alto met in regular
session on this: date at 7:30 p.m., Vice Mayor Woodward presiding.

erritory. frorn Los Altos Fire Protection District
The City Attorney explained a proposed resolution
which would permit the withdrawal from the Los Altos Fire Protec-
tion .District of territory which had been recently annexed to the
City:: of Palo Alto'.
Resolution No. 3710 entitled "Resolution of the Counc,l
of the City of. Palo, Alto Petitioning the Board of Supervisors of the
County of Santa Clara to Withdraw from the Los Altos Fire Protec-
tioz. District Certain Territory Recently Ann.exed to the City of:`Pa.o
Alto" was introduced andon motion by Zweng, seconded byRohrs,
was adopted by a unanimous vote.
Gas Tax. Allocation for Engineering .Funds
The City' Manager explained that an annual budget pro-
posal. of.gas `ta:x funds, int'he sum of $7500, for engineering costs
and administrative expenses had been received from the Division
of Highways
Resolution No. 3711 entitled "Resolution of the City
Council of the City of Palo Alto Adopting and Submitting a Budget
for :Expenditure of State Allocated (Engineering) Funds" was intro-
duced and onmotion by Arnold, seconded by Beahrs, was adopted
by a. unanirnousvote
Gas. Tax Allocation for Street Maintenance

The City Manager advised that the first amended budget
approval for expenditure of State allocated funds for maintenance
of major city streets and secondary streets for the fiscal year 1963-64..
had been received from the Division of Highways; that the amended
budget approvaLincreased the amoont allocated to the sum of
$89.,936.69, based on Section 2107 of the Collier -Unruh Local
Transportation Development Act. He recommended that the Council
approve and accept this allocation.
A motion was made by Arnold, seconded by Beahrs. to
accept the amended budget proposal as outlined by the City Manager.
After a discussion Resolution No. 3712 entitled
"Resolution of the City Council of the City of Palo Alto Adopting
Budget for. Expenditure of Funds; Allocated from the State Highway.
Fund. to Cities" was introduced and on Arnold's motion, was adopted
by a` unanimous. vote
Arastradero-Maybell Neighborhood Park Site
The City Manager reported on four sites which had been.
investigated by the staff as possible neighborhood park sites in the
Arastradero.Maybelt area and displayed slides showing some of the
areas. He suggested that, at the close of the meeting, the Council
meet in executive session, t' discuss comparatives costs.
The various sites were discussed briefly by the Council,
and Vice Mayor Woodward announced that immediately after adjourn-
ment of this meeting, ' the Council would meet in executive session to
hear a further report from: the staff of price ranges on the sites
Willow Road Freeway
The City. Manager reminded the Council that the Division
of Highways has set a public hearing in Woodside on February 6, 1964
for discussion of alternate routes for the Willow Road Freeway beyond
Junipero Serra; that the General Plan designates and locates the ex-
tension of this particular route (Route "A71), He stated that if the
routeof the: freeway was proposed to be as designated in the General
Plan, the staff should receive, authority to reiterate the City's position
at the time of the public hearing. The Planning Officer briefly ex-
plained the alternates being considered by the Division of Highways.
Councilman. Arnold advised that at Mayor Cresap's re-
quest he would represent the City at the public hearing and he sug-
gested that Planning Officer Fourcroy should also attend. A motion
was z- ade`by Rohrs that the Council authorize the City's representa-
tives (Mr. Arnold and Mr. Fourcroy) to recommend Route "A" as
designated in the General Plan as the first choice of the City of Palo.
Alto on the extension of Willow Road Freeway beyond Junipero Serra
at the public hearing. The motion was seconded by Beahrs and after
discussion, was carried by the following roll call vote:

The City Manager adeised that the Council has already
instructed the City .Attorney and staff to work on proposed legisla-
tion in regard to tax exempt institutions, specifically Charming House
After discussion, Debs restated his motion that the Council
direct the Mayor to request from the Board of Trustees of the School
District -a copy of the committee's findings and deliberations in re-
gardto this matter The motion was seconded and carried by a unani-
mous vote.
Citizens' Committees
A request was made by Councilman Debs that the Council.
consider a change of policy, to the effect that no Councilman or staff
official should normally serve as chairman of a citizens' committee
appointed by the Council, acting through the Mayor, and he moved
that such a policy; be adopted by the Council. The motion was
seconded by Flint.
The motion was considered and at the close of discussion
a motion made by Rus, duly' seconded, to table the matter was carried
by the following roil call vote:

Rus, Woodward.
Noes: Arnold, Comstock, Debs, Flint, Zweng.

Palo Alto Sta-ford Hospital Center (Bed Space Priority)
A motion was made by Councilman Cooley that the
Council authorize the City Manager to request the Hospital Board:.
of Directors to work out a plan whereby bed space priority would
be given to Palo Alto citizens and report this plan to the Council`;
at its next meeting.
After a considerable discussion, the motion was defeated
by the following roll call` vote:

The Vice` Mayor acknowledged a petition of Southgate
Annex residents to close Castilleja Avenue at its intersection with
Park Boulevard, and also a.cknowledged a letter from Mrs. Peseta
M. Rasmussen in opposition to such closing.

Mr. •Lowell Smith;; 1601 Mariposa, and Mr. .Douglas
Barnes, 1588 C:astilleja .Avenue, addressed the Council in behalf of
the ;petitioners and calledattention to the excessive traffic flow ..
through the Southgate Ani.ne.x residential area, particularly on Cass-.
tilleja axad„Mariposa. Avenues which are one-way streets. Mr. Smith
filets with the City, Clerk an additional petition, representing about
72% of, the residents in the area, requesting that the Council take
action to close the section of Castilleja Avenue fronting on Peers;
Park, specifically the section bounded by the intersection of Castilieja
with Park Boulevard and Mariposa Avenue.
A motion Was made by Zweng to refer the request of the
petitioners to the City Traffic Department for presentation and re-
port to the Committee of the Whole after completion of the staff_ sur-
vey of this matter:
Dr. Eugene F. Poncelet, 1560 Mariposa Avenue, and
Mrs Margaret`Newcornb, 1540 Mariposa, spoke of the difficulty,.
of getting into their own driveways because of excessive traffic.
Mrs. Helen G. Hayden, 450 Miramonte, and Mrs. Robert
Muldoon, 1545 Escobita, also urged that the street be closed
Councilman Zweng, with the consent of his second,
changed his motion that this request be referred to the City Traffic
Department for presentation and report to the Committee of the :<
Whole and that a high priority be assigned for returr. of the report.
After, discussion, the motion was carried by a unanimous vote.'
Street Name Chan e. (Forest Avenue to Kennedy Avenue)
Or, motion by Rodgers, seconded by Beahrs and carried
by a majority vote, a petition from residents on Forest Avenue
opposing any action to change the street name to "Kennedy Avenue"'
was ordered filed.
Committees - League of California Cities
The Vice Mayor announced that the president of the
League of California Cities had made the following appointments of
City officials to League Committees:
H. M. Witbeck, City Engineer, to the Committee on
Building Regulations:
Mayor Dean R. Cresap, Chairman of Committee on
the Future';
Robert E. Michalski, City Attorney, to the Committee
on Governmental Immunity;
Jerome Keithley, City Manager, to the Committee on
Streets and Highways.

On motion by Zweng, seconded and unanimously carried;
notices of public hearings from the Local Agency Formation Com-
mission on proposed annexations of territory designated as. San
Fr. anci,squuito,, City.;of Sao Alto,, and Centre No, 3, Stier lin No:;, 25
and Almal�i o. 4, City of .. ountain View,' were acknow iedged and
orderedfiled.
