The City Clerk advised that no communications with respect to the General Plan and addr'essedto the Council have been received in her office in connection with this hearingand the Mayor stated that individual Councilmen have received communications. The public hearing was declared open and the Mayor re- quested those in the audience wishing to make oral presentations with respect to the General Plan to address the Council in regard to the public facilities, more specifically, suc'n things as the site of a City Hall,` changes in the fire station arrangement, and location'. of a public safety building. The following persons addressed the Council protesting against inclusion of Police and Fire Headquarters at the Newell- Erzibarcadero site: Mr. Mortimer Srr..ith, 1525 Walnut Drive. Mr. William Stewart, 1524 Walnut Drive. Mr. John MacKenzie, 1564 Walnut Drive. Mr. Frank J. Rack, 186 Walter Hays Drive. Mrs. Jeans Slocum, 550 N. California Avenue, who read a resolution passed by Central Palo Alto Residents Association. Mr. Ed . Welch of. Ebasco Services, who was present at the rneeting, answered interrogations directed to him by Mr. Smith and also answered several questions asked by different Councilmen. There being no other persons present wishing to speak on thee matter, the hearing was declared closed by the Mayor. A motion was made by Porter that consideration of the matter of placing the Civic Center Complex at Newell and Embar_- cadero Roads be taken under advisement for further study by the Council and brought up ata subsequent Council meeting. The motion was seconded by Zweng. After a short discussion, Porter's motion, with the consent of his second, was withdrawn. call vote: A motion was made by Byxbee that Fire Station No. I be relocated in the vicinity of Alma Street and Everett Avenue as recom- mended by the Planning Commission. The motion was seconded by Woodward and .after a considerable discussion, was carried unani- mously. The Planning Officer explained the changes in travel distance, standards of fire station locations in accordance with re- cent changes made by the NationalBoard of Fire Underwriters, wisieh had been. recommended to the Council by the Planning Com- mission. The travel .distance standards were discussed and a.motion was made by Debs,: seconded by Flint, that the recommendation of the Planning Commission be rejected in amending the General Plan regarding travel distance between fire station areas. Further re- ports on the travel distance standards were made by the City Manager and the Assistant City Manager and general discussion was held. A motion by Cooley, seconded by Cresap, to move the previous question was carried by a two-thirds vote on a show of hands.; The notion by Debs was defeated by the following roll Ayes: Comstock, Debs, Flint. Noes: Arnold, Beahrs, Byxbee, Cooley, Cresap, Dias, Porter, Rodgers, Rohrs, Rus, Woodward, Zweng. Woodward moved that the Council adopt the recommen- dation o;; the Planning Commission to amend the General Plan by changing thetravel • distance standards in accordance with the re- cent changes made by the National Board of Fire Underwriters. The motion was seconded by Rus. A motion by Rodgers, duly seconded, to move the pre- vious qu.stion`was carried by a two-thirds vote on a show of hands:. The motion by Woodward to approve the Pianring Corn- mission's recommendation was then carried by the following roll call vote:'. Safety locations. Councilman Zweng requested clarification and Porter restated the motion. that the matter of.loca- tion of the Public Safety facilities and the City Hall be considered by the staff at other locations than the present City Hall site, the staff to report back to the Council. 'y he motion was seconded by. Beahrs. A substitute motion was made by Flint that the matter of location of City Hall and Public Safety facilities be continued' by the Council rather than referring it to the staff. A general discussion was held on Porters motion and at the request of Councilman Cooley, .Porte.: again restated his. motion that the matter of location of the Public Safety facilities and possibly some departments of the present City Hall be referred to the staff: £ox.further study along the lines of recommending other possible locations of Public Safety facilities and certain City Hall functions. The: motion to refer to the staff was defeated by the following roll .call vote: Ayes: Beahrs, Cresap, Porter, Rohrs, Rus, Woodward, Zweng, Noes: Arnold, Byxbee, Comstock, Cooley, Debs, Dias, Flint, Rodgers. A motion by Zweng, seconded by Beahrs, to continue this matter until the next Council meeting was, after discussion, carried by the following roll call vote: Ayes: Noe:;: Beahxs, Cooley, Cresap, Porter, Rohrs, Rus, Woodward, Zweng. Arnold, Byxbee, Comstock, Debs, Dias, Flint, Rodgers. Mayor Cresap stated it: would b1' necessary to adopt a resolution. to combine actio:.s of the Council in amending the General Plan. Resolution No. 3709 entitled "Resolution of the Council of the City of Palo'Ato Making Additions and Amendments to the General Plan as Certified to the City Council by the Planning Corn - mission on November 13, 1963 and as Reported on by the Planning Commission on December 11, 1963" was introduced and on motion by Rohr::, seconded Vy Beahrs, was adopted by a majority vote. Report .of Citizens' Advisory Committee on Parks and Recreation A"motion was made by Woodward, seconded by Rodgers, to refer the report of the Citizens= Advisory Committee on Parks and Recreation to the Planning Commission for its consideration_ and comments, in accordance with Ordinance No. 2090, Section; 2.251..3, Palo Alto Municipal Code, as recommended by the Com- mittee of the Whole to the Council. After discussion, the ;notion was carried unanimously. Foothills" :Park: A report was received from the Committee of the Whole recommending that the staff be instructed to proceed with develop- ment of a'9 -acne lake, in Foothills Park on the site recommended by the Master Site Planner, Kenneth R. Anderson. A.:motion .';was made by Woodward, seconded by Rohrs, that the recommendation of the Committee of the Whole be approved and that the sum of $141,500 be appropriated from the Capital Xm provemert Fund to carry out this development. After discussion, the motion was carried by a unanimous vote. Committee of the 'Whole- Standing Committees The following recommendations were received from the Committee of the Whole: that standing committees be reactivated and regular meetings of the Committee of the Whole be discon- tinued; thatonly committee members be allowed to par- ticipate and vote in committee meetings; that scheduling' of standing committee meetings be determined by the chairman, in consultation with committee rnernbers; that the Mayor be authorized to recommend the number of standing committees and the subject matter to be handled by each. Non -Conforming Uses Councilman Comstock made a motion that the Council direct the Planning Commission to review non -conforming uses in the City with the view• to rcdornmending changes or improvements whereby a time element might be established 3.gainst which non- conforming uses could, no longer exist.
