The Council of the City of Palo Alto met on this date in an adjourned
meeting from December 6, continued from December 13, 1965. Ma-
yor Arnold convened the meeting at 7:32 p.m.
Present: Arnold, Beahrs, Comstock, Cooley (7:34 p.m.),
Debs, Dias, Flint, Pearso:1, Rohrs, Rue, Sher,.
Woodward, Worthington (7:37 p. m.).
Absent: None.

Mayor Arnold thanked Councilman Dias and all the host families and
members of Neighbors Abroad for the privilege of being able to ex-
tend official greetings on behalf of the City of Palo Alto.
School Board -City Council Liaison Committee

Vice Mayor Debs moved that the meetings of the School Board -City
Council Liaiaoe, Committee be listed on the Schedule of Meetings.
The motion was seconded -by Comstock and carried on a majority
voice vote.
Vice Mayor Debs moved that a brief report by the representatives
of the School Board -City Council Liaison Committee be distributed
to the Council in writing prior to the Council ,meeting at w►hiich
matters are to be presented. The motion was seconded by Perrson
and carried on a majority voice vote.

Introduction
Mayor Arnold introduced Edward Agyemang to the Council. Mr.
Agyemang is a feature reporter for the Accra, Ghana, Daily Graphic,
who is spendit.g three weeks in Palo Alto on a State Department -
sponsored exchange program.
Study on Crime
The Council received a report dated November 26, 1965 from the
City Manager supplementing his special report on crimes :ommitted
in Palo Alto dated September 22, 1965. Councilman Flint referred to the supplemental report and questioned whether an additional po-
lice beat was needed at this time to cover residential areas.
Councilman Comstock moved, seconded by Rohrs, that the subject
of the strength of the Police Department and crime incidence in Palo
Alto be referred to the Committee on Planning and Procedures for
review.
After discussion, Councilman Flint moved an amendment, seconded
by Debs, to al3o refer the matter to the Committee on Finance. The
amendment was declared lost on a majority voice vote.
The motion to refer carried on the following roll call vote:
Ayes: Beahrs, Comstock, Debs, Flint, Pearson, Russ Sher,
Woodward, Worthington.
Noes: Arnold, Cooley, Dias, Rohrs.

Councilman Pearson referred to her memorandum dated November 30,
1965 to the Council and moved that the review of the present Palo Alto
park policy be referred to the Committee on Planning and Procedures
and to the Planning Commission. The motion was seconded by Rohrs
and after discussion was declared carried on a majority voice vote.

Councilman Pearson moved, seconded by Debs, that the need for a
tree ordinance be studied by the Planning and Procedures Committee
and also by the Planning Corntnission.
After discussion, Councilman Dias moved an amendment, seconded
by Beahrs, that they ptudy the model tree ordinance drawn up by the
Area Beautification Committee of the Chamber of Comnnerce. The
amendment was declared carried on a majority voice vote.
Councilman Cooley inoved an amendment, seconded by Flint, that
the committee at dm same time examine the policy of the City in its

planting of trees on City -owned propertie.; or easements. The amend-
ment carried on the following roll call vote.
Ayes: Arnold, Beahrs, Comstock, Cooley, Dias, Flint,
Pearson, Rohrs, fins, Sher, Woodward.
Noes: Debs, Worthington.
The main motion as amended then carried unanimously on a voice
vote.
Interchan a at Pa a Mill Road-
unipero . c�rra reeway
Councilman Pearson referred to her memorandum to the Council da-
ted November 30 which attached a copy of a letter from the State Di-
vision of Highways regarding the interchange at Page Mill Road-
Junipero Serra Freeway. Displayed on the Council chamber wall was
a "bird's-eye" sketcn of a proposed "safe pedestrian -hikers -bikers -
access" at the interchange, which had also been sent to the Council,
Councilman Pearsrin moved, seconded by Comstock, (1) that the Coun-
cil go on record favoring the formation of a temporary committee to
investigate the need for a safe pedestrian -hikers -bikers -access at
Page Mill and Junipero Serra intersection; (2) that the Mayor, or au-
thorized deputy, be empowered to approach each of the jurisdictions
involved (Los Altos Hills, Portola Valley, Santa Clara and San Mateo
Counties, State Division of Highways, Palo Alto School Board, Stan-
ford University and the Page Mill Road Coordinating Committee) and
any other bodies the Mayor deems appropriate to set up such a com-
mittee as soon as possible; (3) that the Mayor be empowered to ap-
point two council members to this committee; and (4) that the objec-
tive of this committee be to investigate the possibility of achieving
either state financing, or cooperative financing from the jurisdictions
involved, to insure that he safe nonvehicular traffic access be pro-
vided.
After discussion, Councilman Cooley moved, seconded by Beahrs,
that the matter be referred to the Committee on Public Works for
investigation and return to the Council. After discussion, the motion
to refer was declared lost on a majority voice vote.
The main motion then carried unanimously on a voice vote. Ma,
Arnold announced he would appoint Councilmen Comstock and Pearson
as the Council representatives on the proposed temporary committee
ar%1 would authorise either or both of them to write a letter to the
other jurisdictions for him to sign.
Civic Center
The Clouncil received a letter dated November 29, 1945 from Edward
Durell Stone. the architect for the Civic Center, which requested
policy direction from th,0 Council regarding the Civic Center plans.

Mr. John C. Hill, representing Mr. Stone, answered questions from
the Council regarding their plans for the expansion r.f the Newell Road
site which had been referended.
After lengthy discussion, Councilman Comstock moved, seconded by
Rohrs, that the Council direct the architect to develop plans for the
Communication Center, the Print Shop and the Civic Defense offices
See Page 97 in the Newell Road site. After discussion, the motion carried on the
following roll call vote:
Ayes: Comstock, Debs, Dias, Pearson, Rohrs, Sher,
Woodward, Worthington.
Noes: Arnold, Beahrs, Cooley, Flint, Rus.
Councilman Comstock moved, seconded by Rohrs, that the Council
direct Mr. Hill to ::add 5, 500 gross square footage to the Newell-
Embarcadero Road site. The motion carried on the following roll
call vote:
Ayes: Arnold, Comstock, Cooley, Dias, Rohrs, Rus,
Woodward.
Noes: Beahrs, Debs, Flint, Pearson, Sher, Worthigton.
Mayor Arnold moved, seconded by Beahrs, that the size of the Coun-
cil chamber be set at 150 seats. The motion carried on the following
roll call vote:
'Ayes: Arnold. Beahrs, Cooley, Debs, Dias, Pearson, Rohrs,
Rus, Sher, Woodward, Worthington.
Noes: Comstock, Flint.
Councilman Worthington moved, seconded by Comstock,_ that the
Council direct Mr. Hill not to add 1, 207 square feet to the figure
previoubly given. The motion lost on the following roil call vote:
Ayes: Debs, rias, Pearson, Sher, Worthington.
Noes: Arnold, Beahrs, Comstock, Cooley, Flint, Rohrs,
Rus, Woodward.
On motion of Woodward, seconded by Rohrs, the Council approved
the addition of 1, 207 square feet as requested by ;the architect on the
following roll- call vote:
Ayes: Arnold, Beahrs, Comstock, Cooley, Dias, Flint,
Rohrs, Rus, Woodward.
Noes: Debs, Pearson, Sher, Worthington.
Oral .0ommunications
Mr. Richard Stock. representing United Palo Altans, asked two
questions about the space plans for the proposed civic center which
were answered by Mr. Sohn Hill, the architect.

Mr. Make Golick, 2363 Birch Street, distributed to the C..)uncil a
copy of his letter to the editor of the Palo Alto Times dated De-
cember 20, 1965. and reiterated the points presented in that letter,
He urged the Council to reconsider their action oi-December 13,1965
which selected Site A (firehouse site) as the proposed location for
the public safety building. He answered questions frorrf the Council.
Mr. Robert A. Chalmers, 450 Adobe Place, said he represented
the Greenmeadow Community Association, : and they urged the City
to acquire the property adjacent to Mitchell Park which is available
for the expansion of the library, construction of a branch Junior
Museum and other possible uses. He answered questions from the
Council.
On motion of Sher, seconded by Beaters and carried unanimously,
the meeting of December 6 was adjourned at 9:30 p. m, December 20,
1965.
