Palmieri to review, their assessment under Project 62-5 be discussed later in the agenda when the report was received from the staff on the subject. The motion carried on a majority voice vote. National League of Cities Mayor Woodward noted that the Council had received an invitation to the National League of Cities Congress of Cities to be held in Detroit, Michigan, July 24-28, 1965, and, directed that the letter be filed. Barron Park Citizens for Annexation The Council received a letter dated May 6 from the Chairman of the Barron Park Citizens for Annexation requesting permission from the Council to discuss preliminary details with the City's administrative staff. Mayor Woodward asked if a representative from the citizens organization was in the audience. Mike Golick, 792 Bncina. Garden Drive, reiterated th,e details con- tained in their letter. In response to inquiry, Mr. Golick replied they were not asking to have the City pay for the brochures nor the pastage on :the postal card opinion sampler which they intend to send to'the residents of Barron Park. On motion';made, seconded and carried unanimously, the Council au- thorized the staff to enter into preliminary discussions with this citizens organization. Cultural Center The Council received a letter dated May 10 from the Civic Cultural Chairman of the Nation League of American Pen Women indicating their interest and help in promoting a cultural center in Palo Alto. Councilman Dias moved, seconded by Cooley, that the Rus motion be divided into two parts ;.4etermining (1) additional responsibility of the assessment district andd:(2) the placement of the site of the civic cen- ter. After discussion, the Mayor ruled the motion in order. Council- man Comstock appealed the. decision of the Chair. The Chair's ruling was sustained by a majority voice vote. On the suggestion of Councilman Debs, Councilman Rus agreed to add the following words to his motion?: "and that acceptance of this site is dependent upon the i'orrnation of such ..cssessment district." 1. f:: Dias motion fai:L d on a majority voice vote. Councilman Zweng moved an amendment, seconded by Beahrs, that the present City Hall building be put to recreational, library and cul- tural uses. After further discussion, Councilman Rus moved the previous question. The motion was seconded by Byxbee and carried on a two-thirds show - of -hands vote. The Zweng a:nendrnent lost on the following roll call vote: Ayes: • Arbuckle, Beahrs, Byxbee, Comstock, Flint, Rohrs, Zweng. Noes: Arnold, Cooley, Debs, Dias, Porter, Rodgers, Rus, Woodward. Couicilrnan Zweng moved an amendment, seconded by Byxbee, that the City Hall include an appropriate downtowr, library. After discussion, Councilman .`Rodgers moved the previous question.
