Barron Cab Company Mayor Woodward announced that this was the time and place set for, a hearing on. the application of the Barron Cab Company contained in a letter dated April 26, 1965, to increase the number of cabs per- mitted under its Certificate of Public Convenience and Necessity from five to .nine. He reported that Section 11.4 of the Palo Alto Municipal - Code required that the applicant have the burden of proving to the Coun- cil (1) that there is a public. demand for additional service, (2) .the in- adequacy of existing. service, (3) that applicant has sufficient moral. and financial responsibility and experience to properly conduct such a business, and (4) that traffic conditions or hazards will not be appre- ciably increased or parking problems made worse. Notice of this hearing had been given as required by law and the affidavit of publi- cation is on file with the City Clerk. The public hearingwas declared open. When no one in the audience wished to address the Council, the Mayor declared the public hearing closed: Councilman Rohrs moved that the application from the Barron Cab' Company be consolidated with the staff review of the application re- ceived earlier from the Yellow Cab Company and that the staff re- port backto the Council. The motion was seconded by Dias and car- ried unanimously on a voice vote. Foothills.Annexation No. 3 1317777\i";73 Mayor Woodward announced that this was the time and place set when the Council would co .sider making changes and modifications in Foot- hills .Annexation .Anne'cation No. 3 - Project No. 62-8; that all protests and per-` sons interested 'would b&. heard; that the notice of the hearing had been given as required by law and the affidavit of publication is on file with the .City Clerk. The ;Assista;it;City Manager reviewed the situation (as contained in the minutes of May 3, 1965, page 324) wherein one parcel was erro- neously,assessed more than an adjoining parcel; that both parcels belong to one owner; and that the hearing was necessary to adjust the assessment to each parcel. Mayor Woodward invited the audience to speak. When no one came forward, the public hearing. was declared closed. Councilman Comstock introduced Resolution No. 3324 entitled ''A Resolution Ordering` Changes and Modifications - Foothills Annexa- tion No. 3 - Project No. 62-8" and moved its adoption. 'rhe motion was seconded by Arnold and the resolution was passed unanimously on a"voic.evote. 3;4.9 5/.24/65' Pacific Gas am E3ectri ("am.n At its May 17 meeting, the Corn:a-�ittee of the Whole reviewed the re- quest of Pacific Gas. sand'Electric Company for a substation site arid;. easements ,n the b,a 1ards .and returned the matter to the Council without recoxnn erdation. Councilman Comstock r,ioved, seconded by Dias, that the .Council deny the request Richard Stock, .3560 -:Bryant Street, speaking for United Palo Altans, read a statement unanimously adopted by their executive board May 18 which opposed PG&E's rwgvest for easements and for land to expand their ,substations.' Tom Kavanaugh, 1589 Bay Road, East Palo Alto, said it was his: understanding that when the golf course, airport and yacht harbor were taken out of the Jurisdiction of San Mateo County and given to Santa Clara County that there was.a promise t, in San Mateo �Ga hat the remaining Land unty would be developed industrially; that it was this promise which prompted the Ravenswood School District to'agree ',to allow the transfer; of land from their ,jurisdiction. In response to question, Mr. Kavanaugh replied he believed this promise was Made :- by the committee which negotiated with the County; also, that a letter was written by the City to Carl Aritschgi (Assemblyman from the ;. 26th Assembly District) outlining the land which would be developed industrially., The Assistant City Manager said he knew of no such commitment :or, statement, that to have given: one would have been totally valuele».s_ because the future development or use of this City -owned land out- side the boundaries of the City would be a Council policy determi- nation. Gordon Tandy, representing PG&E, pointed out that the City has only one metering station which limits where PG&E can deliver power. He said they would be happy to discuss other locations if : the City plans to build another station at another location. He noted that the City is presently taking 60 per cent of the power, out the existing substation needs to be expanded because by 1969 the City of Palo Alto will be taking its full capacity. He agreed that perhaps. the acreage request might be .reduced and they would be willing to discuss this. As to acquiring industrial .and to the ve44t, he was of the opinion that this would be "extremely awkward, " and it would bye neither good engineering nor good operating procedure. The rights-' of -way requested, would only. serve the City of Palo Alto, he ex- • plained and that PG&E was trying to give the City the service they would need: that hehad discussed with the legal department the problem of holding -an electior. and they agreed with the City Attor- ney that an election' would be ^ equired; that he had been irdcrmed. by PG&E n anageme'nt'that if the City so desired, they would offer 150 /24/65 to enter into friendly condemnation in order to avoid an expensive.: election, butthey would not file such an action until they had assur- ance this'was : the direction the. Council would like them to take. Mr. H. Hoexter of: the Engineering Department answered questions about the insulators and capacity of the present towers. Councilman Debs suggested they increase their present pole capacity and also said he would like to see other sites investigated. Mr. Tandy re- plied that even if they increased the line to 110 KV capacity, the City's metering, station would need to be changed; that a different lo- be was possible but probably a lot more transmission line would be involved. Councilman Zweng moved an amendment, seconded by Arnold, to den; the request of. PG&E without prejudice, and directed PG&E, in con sultation with the City Engineer, to prepare alternate proposals. The Zweng amendment carried on a majority voice vote. The original motion as amended then carried unanimously on a voice vote. Naminn of a.Cul-de-Sac The Planning Commission considered the matter at its April 28 meet- ing and unanimously recommended that the cul-de-sac easterly from El Ca.rnino Way near Meadow Drive be named "Valmonte Way." The Planning Officer reported that the name had been cleared with the Fire Department and the postal officials. Councilman Dias moved, seconded by Flint, that the matter be con- tinued and consolidated with the staff report on Project 62-5. This report had been requested when the Council considered the matter at their meeting May 3 1965. The cul-de-sac is designated' "Diablo Way" in this improvement project. Mr. Paul Hardy, 801 Garland Drive, said he thought that when street; names were being considered, the property owners should be notified. Vice Mayor Arnold suggested that the people who live on the cul-de-. >' Fac send their recommendation for a street name to the. City Council. The motion carried on a majority` voice vote. Civic Center The. Report of the Civic Center Site Study Committee was presented to the Council by Councilman. Byxbee, who chaired the committee.
