Councilman Cooley reported that the Committee of the Whole had,r.e-
ceived. i report from the City Manager on the Page Mill Road prob-
lems from.':Junipero Serra Expressway to Skyline Boulevard and that
no action, was necessary, at this time.
Clark Park Proposal
Councilman Cooley reported that the Committee of the Whole had r -
viewed the Clark property as a possible park site at its April 19
meeting. At that meeting the City Manager reported that Dr. Clark
was no..v asking the City ,to pay her $10,000 plus $32, 000 the first
year and $10, 000 a year thereafter for the rest of her life for the,
property..
Mr. 'Keithley reviewed two possibleannuity programs which had
been prepared by the"Czty, Controller. One plan would provide
life -term a irauiYy.`.�or:;Dr. ;C?a,rk:and in the event of her death would
return the unused?''pr nelpzl portion of the purchase price to the Cite.

19.65 and called attention to:the changes which are now incorporated
in. the State Highwaylrecornmendations. She said the snap which ac-
companied the recommendations was the approved 1960 Trafficways
map with 19.65 amendments; that the projects scheduled for after 1970
all relate to, Willow Rciad; that Page Mill Road has been designated a.
"recreation" road, me4r ing two lanes, low speed; that she attempted
to delete the Bayfront or Shoreline Freeway from the Master Plan ard.

by the State legislature, the motion was defeated by an 8 to 5 vote.
Councilman Dias moved that the Council approve the Joint County
Trafficways-Charnber of Commerce Highway recommendations.

approve the map with the exclusion of the Bayfront Freeway shown
on the map. After discussion, the motion carried unanimously on
a voice vote.

Expressway be deleted from San Antonio to the northerly limits of
the City. After discussion', the motion lost on the following roll cell

(2) for the third year in a.Tow, Palo Alto has a representative on
the Committee for International Cooperation of the National League
of Cities; and (3) ten students, from Palo Alto will go to Oaxaca on
the 16th .of July 't o spendsix weeks living with Oaxacan families.
Mrs. Dias mentioned that Dr. Tenorio was anxious to obtain an ele-
phant train for a park in Oaxaca; that through the generosity Of the
Palo Alto -Medical Clinic, a cart would be donated; that Neighbors -
Abroad will refurbish it and send it to Oaxaca.
Palo Alto Human;,. Relations Council
Councilman Zweng reminded the Council that when they passed Reso
lution_No.. 3818 it was with the stipulation that Section 2 of the reso-
lution would be revised to reflect the change from a three to a five -
member Palo Alto Human Relations Council; and that the terms of
office would be revised accordingly. The revised section had been
transmitted to the. Council for their review.. Accordingly, Council-
man Zweng moved that Section 2 of Resolution No. 3818 be amended
as outlined.: The motion Was: dulyseconded and carried unanimously.

On Motion of :Corristock, "seconded, by Byxbee, Ordinance No. 2231.
entitled ;'Ordinanc"e of the Council of the City of Palo Alto Amending
Chapter 37 of the, Pala Alto Municipal Code Regulating Utilities and
Establishing Underground Regulations" was passed unanimously on
a voice vote` with the corrections as delineated in the City Attorney's
memorandum of April 21.

the Zoning. of Certain Property Bounded Generally by Laguna Avenue,,
Los Robles: Avenue, Amaranta Avenue and the Loma Vista Elementary
School fro R-1 to R-1: B-10 ' which had been introduced for first
reading April 12, 1965, was passed unanimously or a voice vote.

Councilman. bebs� pointed out that the agenda item relating to the
truck trafficr on;Colorado Avenue should also be continued to the
meeting when the Chief of 'Police could be present.
Bonnie Rapp, 2410 Bryant Street, et, reported she had observed trucks
on Oregon E+,piessway'. t illegal hours; that her house has been darn --
aged by the truck traffic; that the Police Department admits the truck
ordinance is. not being.enforced because the Police.. Department told
her they did not have enough officers to erforce they regulation.
Mayor Woodward moved_that both matters be continued to the next
meeting of the Council Councilman Beahrs questioned whether the
E:nbarcadero Road: truck: survey could also be discussed at that'time.
The City. Manager replied they would have the report ready for that
meeting.
Mrs. Ethel Ander':s:on;.-360'C'olorado Avenue, amplified the contents
of her letter of April. 28 and'accon-parsing petition from. Colorado -
Aven.ue residents which had been transmitted to the Council.
Additional residents of=Colorado Avenue signed a letter dated .April 14
which questioned the night truck traffic on Colorado Avenue to the
Midtownstores.
3. P. Swartz, 730 Bryant Street, asked about the traffic problem at
Page Mill.Road, and ElCamino. The City Manager said the report
on this intersection would be presented. as soon as it was ready.

Claim for Damages = 3ulie Sachs
The City Attorney reported that on February 23, 1965, Julie Sachs,;
of 2727 Midtown Court, filed a claim for $863, 59 for personal in-'
jur. ies sustained in a fall at the westerly terminus of Midtown Court
on January 3 1965. `'Mr. Michalski concluded that on the basisof
his investigation,the claim was not a proper charge against the City
and should be rejected in its entirety.
On motion duly seconded and carried unanimously, the Council de-
nied the claim in its entirety.
Claim for Marna&es W. M. Rurnbold
The City Attorney,reported that on October 26, 1964, W. M. Rumbold
of 1187. Nilda Avenue, Mountain View, filed a claim for $32.50 for
damage to his car due to tar from road resurfacing near Alrna Street
on October' 15, 1964.' The City Attorney concluded from his investi-
gation that the claim was not a proper charge against the City and
that the Council should reject the claim in its entirety.
On rnotion, of Byxbee, seconded. by Comstock, and carried unanimously,
the claim was denied in its entirety.
Claim for Darn ees - Stuart T. Spence _ F ,
The City Attorney reported that on February 10, 1965, Stuart T.
Spence of 824 Seale Avenue .fixed a claim for $23.50 for damage to
his car when it'ran'into and stuck in a hole near 610 Chirt alus Drive
on October 28, 1.964. On the basis of investigation., the City Attorney
concluded the claim was ,not a proper charge against the City and
recoxnm,endedthat the Council reject the claim in its entirety.
On motion of Byxbee, seconded by Comstock, and carried unani-
mously the Council deniedthe claim of Stuart T. Spence in its en-
tirety.
Liquor License St. Michael's Alley
The City Attorney reported that on April 6, 1965, an application for
an on -sale beer and Wine license was filed for St. Michael's Alley
located at 436 University Avenue; that the premises are presently'.
licensed for the sale of beer; that the Police Department recommends
that the;Cityprotest the issuance as being contrary to public morals_
and welfare: a.nd more specifically that issuance of the license will
aggravate existing .police problems. lie therefore recommended that
a protest be filed against the issuance of the license.
Councilman Comstock moved that the Council authorize the City
Attorney to file a"protest against the issuance of the wine license and
that the City Attorney also be instructed to file for revocation of the
present license for the sale of beer. The ,motion was seconded by
Cooley and carried unanimously.
General Plan Baylands Study
Councilman Flint proposed that certain improvements be made to
the marshlands area in accordance with the Audubon Society plan;
and that improved landscaping and picnic facilities should be pro-
vided at the duck pond. The City Manager reminded him of the
earlier report on the improvements presently underway to the duck
pond.
Councilman :Byxbee.moved, seconded by Dias, that the proposal be
deferred until the citizens' committee on the baylands has made
their recommendation.
After discussion, Councilman Rus moved, seconded by Dias, the
previous question When Councilman Flint objected to the proce-
dure, Byxbee withdrew' his motion,.
Councilman Flint moved that the Council instruct the staff to sta.xt
a feasibility studyon the proposed facilities and to report to the
citizens' committee on the baylands as soon as it is established;
that the study include adequate landscaping and picnic facilities at
the duck pond. ;Councilman Rodgers said he wculd second the mo-
tion if he.s'ould withdraw the portion relating to the duck pond.
Councilman"Debs'seconded the motion intact.
Afterdiscussion, ="Councilman ,Arbuckle moved, seconded by Rus,
the previous' question. The motion carried on a two-thirds show -
of -hands vote.
Councilman Flint amended` his motion to delete the portion relating
to the duck pond,.` The motion was seconded by Rodgers, but failed
to carry on the following roll call vote:

Palo Alto Hospital
The Councilhad considered names for the newly renovated Palo Alto
Hospital at its meeting April 12,: 1965 and had continued the matter.
Councilman Dias referred: to the letter the Mayor had sent to the
Council suggesting a number of names. She moved, seconded by
Rohrs, that the hospital. be named Arboretum Pavilion.
Councilman Zweng moved, , seconded by Rodgers, that the matter be
continued to the next meeting. The motion carried unanimously on.:
a voice vote.'
Palo Alto -Sta nf'ord Hospital
Revisions to Mas,Eer Agreement
Drafts of, proposed revisions to the basic organizational and operat-
ing documents of the Palo Alto -Stanford Hospital Center had been
transmittedto the Cou-_icil. The drafts included changes in the
"Articles of Incorporation," the "By -Laws" and "Operating Agree
anent" in order to conform with the joint actions and intent of the
City Council ano the Stanford University Board of Trustees.
Councilman Zweng, moved, seconded by Beahrs, that the matter be
discussed by the Committee of the Whole. Councilman Cooley sug--
gested'adding to the motion that the staff report on the drafts at the
Committee of the Whole meeting. The motion then carried unani-
mously on a voice vote.

Vine Mayor Arno reported that as an alternate he had attended a
meeting of the mayors of the sixteen cities which comprise the
Santa Clara Inter -City Council; that a general study was made; to
assure an adequate level of mutual local government assistance in
day-to-day emergency services; and that a resolution had been
drafted which would provide mutual aid under a Master Mutual Aid
Agreemen`in cases of local peril or emergency.
