tee members for their time, a.nd for the effort and thought which
went into the report, and gave special thanks to Councilman Zweng
who served as Chairman • of the committee.

Citizens' ,Advisory Committee
on Human Relations
Ori February 8 "1965. the Council had considered the recommendation
of the Citizens' Advisory Committee on Human Relations to establish
a Palo Alto Hurnan':Relations Council under the auspices of the Fair
Employment Practices 'Commission. The matter was continued (see
Council Minutes., Volume _16, page 237) to allow the staff time to
pursue the feasibility: of the recommendation with the FEPC.
Councilman.. Zweng again thankedthe members who had served with
him on the committee. He referred to the meetings subsequently
held with the FEPC and noted that their official reply to the recom-
mendation'.was`received April 9; that he would introduce a resolution
entitled "Resolution of the Council of the City of Palo Alto Requesting
the Fair Employment Practices Commission of the State of California
to Establish a Local Conciliation Council in the City of Palo Alto"
which, was distributed to tl'e Council at the meeting; that he would
not .move its ;acceptanc:euntil the next meeting which would give the.
Council tirrie to familiarize themselves with its contents. He then_
read the proposed resolution and answered questions from, the Coun-
cil.
Councilman Zweng moved, : seconded by Byxbee, that the matter be
continued' to the next meeting.
In response to question, City Attorney Michalski replied that he had
no objection to the resolution as drafted. City Manager Keitnlcy
agreed to report at the next meeting on the staffing aspects of the
Conciliation ` Council.
The motion: to continue the matter to the April 26 meeting carried

Committee of the -Whole Procedure

Councilman Beahrs rnoved that the Committee of the Whole return
to its ola practice of takirtg advisory action by vote. The motion
was seconded by Byxbee and after'.; discussion failed on the following-

Councilman Zweng moved that the Council continue to discuss matters.

Councilman Debs moved to amend the motion to continue the present:
procedure until, the first of July when the new Council could review
it. The motion died f'or tack of a second.
The. Zweng motion was declared carried on a majority voice vote. -
Proposed OrdinanceRegulating Work on Motor Vehicles,

A report wa.s received from the Planning Commission that they had
considered -the a oposed ordinance in a series of five meetings; that
on a vote of' 3 to' 2, they were recommending adoption of the proposed
ordinance'. Letters had been transrnitted to the Council from Ralph'
Madison, 3312 ,Waverley':Street, and from Walter Str.orn,quist 3418
Thomas Drive,, which are on file in the office of the Clerk.
Councilman Cooley moved that the matter be tabled. The motion was
seconded;. by Rus but lost on the following roll call vote:
Ayes: Byxbee, Cooley, Rus, Woodward.
Noes: Arbuckle, Arnold; Beahrs, Comstock, Debs, Dias;
Flint, Rodgers, Rohrs, Zweng.
Planning Officer Fourcroy reviewed the proposed ordinance and noted
there' were three basic pasts; that each part could stand alone; that
the first section prohibited working on motor vehicles and storing of
parts over a period of 72 hours; that the second section related to
mobile homes, campers, trailers and boats on vacant lots in "R"
districts, and the third section relates to the same vehicles on de-
veloped lots in. ''R" districts.,

The Mayor nvxted the audience to present their suggestions,
Guy Wathen, 3951 Sutherland`Dirave, s}ecifi.cally protested Sec. 22.12
of 'the proposed s ordinance He felt the ordinance was discriminatory,
unwarrented, unrealistic: and unenforceable, particularly where
"campers'' were concerned: He cited a section of the Vehicle Code
defining structure and suggested all such vehicles have an inventory
posted outside the vehicle listing; what was contained inside.

and "camp car" from the proposed ordinance would remove much- of

denial, by a rote of 5 to. 1, of. the lot division application of :Elvina

A letter from, Peter R. Hughes representing Mrs. Bartle, had
been transmitted to the Council. Mr. Hughes requested that the

Wilbur" F. Martin
City. Attorney Michalski reviewed the claim of $30. 17 filed by Wilbur
F. Martina, of 7344 Seneca Street, for damage due to a plugged sewer
on November 22, 1964, • at the same address. He stated that from
his investigation, with the ass.istance of the Water -Gas -Sewer Depart-
ment. the claim was not a proper charge against the City. He rec-
ommended. that the Council reject the claim.
On motion ofArnold, duly seconded and carried unanimously; the
Council denied the claim in its entirety.
Claim for Damages
Mary "L: Iverson.
The City Attorney referred to the minutes oft e adjourned meeting;
of the City Council on March 1, 1ri65, and to the Superior Court
order of ,March 24, =1965, granting, leave to present a late claim.
He reiterated 'his opinion, as stated in his letter to the Council, of
February 11, 1965;: that the: clam was not a proper charge against
the City. He recommended that the Council reject the claim in its

Palo Alto Hospital
Each Council member received a copy of the letter of April L, 1965,
from the President of the Board of Directors of the Path Alto -Stanford
Hospital Center reporting on the renovation of the Palo Alto Hospital.
In addition, the Board asked the, Council for their advice on a name,
for the PaloAlto Hospital since the present name could easily be -con-
fused with the Palo Alto -Stanford Hospital Center.
Councilman: Ereahrs moved that the Palo Alto Hospital be renamed the
Z1 Camino Pavilion. Mayor Woodward seconded the motion and after
a. short discussion, it lost onthe follcwing roll call vote:

Councilman Beahrs requested a study, similar to the truck survey

A complaint;was received.from David E. Reeves, 770 Allen Court,
about the noisy operations of the Untied Parcel Service which is lo-
cated next to his home.
