Councilman Comstock; requested additional identification ,relative to a road or the Traff'icway.. General Plan Map. Mayor Woodward stated that Councilman Arbuckle, as the City's new delegate to the Trafficways Com:rnittee, would obtain the information for the Council. Councilma : Comstock moved that the Council direct the delegate to the'Trafficways Cornmittee to delete the interchange proposed; at Charleston and, Alma, Streets. The motion was seconded 'oy Debs, but after, discussion; Comstock withdrew his motion. Councilman Comstock moved, seconded by Debs, that the Council reuifir zri its previous actions opposing the Central Expressway 282 3122/65 Interchange, aan•ii the interchange. at Charleston and Alma Street. Councilman Dias explained the, map on the wall was obsolete, that a. new map' would soon be presented to the Council and when it was. p.:esented ,that would be the time for the Council to indicate their wishes as they relate to Palo Alto. Councilman Comstock, with the consent of his second, withdrew the motion. Councilman Zwerig moved, and it was duly seconded, that the CO= - ci1 refer the matter of,an interchange at Charleston and Alma Street to the Planning Cornrnission for reconsideration. The delegate to the Trafficways Committee was instructed to relay the Council's action to the Committee. The motion then carried unanimously' 911 a voice vote. Baylands Study:` A report wa's received frorn the Planning Commission unanimously recommending • that -the -General Plan be amended to reflect the basic concepts contained in the Palo Alto Baylands Study; that the Com- mission had held .a public hearing March 10, 1965 adopting a Reso- lution entitled A:Resoluta'on;of the Palo Alto Planning Commission. Amending and Adding to the General Plan of the City of Palo Alto"•' which had,been transmitted to the Council and which incorporated the appropriate changes. Councilman Flint`' moved,- and it was duly seconded, that the Council hold a public hearing on the Baylands Study April 12, 1965. Councilman Rus moved,' and it was duly seconded, a substitute mo- tion that the matter be referred to the Committee of the Whole for, farther discussion.`. After hearing Harriet Mundy, 757 Tennyson, speak in behalf of the Audubon Society, Councilman Rus restated his motion to have the Committee of the Whole discuss the Baylands Study April 5, and• that a public hearingbe:'.heid by the Council April 26, 1965. The motion was seconded by Arnold. After discussion, the previous question was moved, and duly seconded, but was lost when. ,it failed to carry a 2/3rds majority show -of -hands vote. Councilman Debs movedan amendment, seconded by Rodgers, that the dumping. of -harbor spoils be discussed at the same time as the Baylands Study Plan: Ned Shapker, 1845 Guinda, complimented the Planning Department on the comprehensive Baylands Study, but said he felt that since it did not show a'spoils area for immediate and future dredging, that the Council set aside` 13'acres.for spoils immediately across from the present Palo, Alto Yacht Club site. He stated that this would `not interferewith the Audubon Society's plans since he had consulted with the Society and they had expressed no objection to the use of this 13 -acre island.. Assistant City Manager Morgan advised the Council that the State Division of Highways lig.submitted two utilities agreements, copies of which had been transmitted to the Council, covering the relocation of the City's sanitarysewer and water mains in the construction area of -the Page Milt.-Junipero Serra Interchange; and that the State would assume full cost responsibility'forrelocation of the utilities.
