After. discussion, Councilman Rus moved, seconded by Rodgers, that the Mayor _appoint a committee consisting of six Councilman, three membersof the Planning Commission and six private citizens, who in turn could.eniist assistance from the staff, the architect,. and and/one else they deemed necessary, to study again the location for an entire City HakU complex; that they report back to the Coun- cil within 60` days; and that a public hearing be held where the people could discuss their recommendations. Vice Mayor Arnold questioned the propriety of the substitute motion Vv'hen the Chair ruled the -motion in order, Rohrs moved to challenge the Chair's ruling The motion was seconded .and the Mayor was reversed on a show -of -hands vote. A' discussion followed on whether, in view of the election results, it was necessary, to rescind the entire action of the Council of .7anuary 27, 196.4.- Mayor Woodward opened the meeting to the public and inyit.ed the audience to give :he Council their views. Harriet Mundy;7,57 Tennyson Avenue, suggested a silent show -of - hands ',.rote he. taken of,the, audience's feelings about the meaning- of the refer.endurn election in order to save time listening to all the a.r u:n.ents 'so that -the building program could progress. 'Thomas Lawrence, 12.50'Parki:zson, speaking on, behalf of the Community Center, Neighborhood Association, said they felt the overwhelrriing majority,in the City were voting against the location of the.publie, safety building,so the c removal of that building satis� fled the referendura; tha.t„in his opinion, this was what the people voted against; but the CCNA Board felt it would be wise and prudere. to consider the entire;relocation of the Civic Center, or a phased relocation as time and money would permit. Jean Slocu:n , 550 North California Avenue, indicated she felt the vote•was to remove the public safety building from the site and stated' her :association has voted as a board to suggest moving it to the downtown area, specifically, to the old corporation yard site. Charlene Davis, 1405 Hopkins, urged that the entire Civic Center be moved to another site. Joseph Ehrlich, 4225 Park Bo:.levard, urges' the Council to have a committee screen the:bossibilities of separating the facilities.. Jerry Dunn supported Mr' Ehrlich's comments about appointing a committee to consider; new site possbilities. Cal Larsen, 3343 Saint Michaels Drive, recommended that the Civic Center, public safety building, and a new civic cultural center be relocated, on the baylands near the new Municipal Service Center, and listed the advantages in such a location. Fred Glanville, :903.Lorna ,Verde, said he was formerly with the. Palo Alto police department and was told 25 years ago that a new public safety':: building' was planned, He objected to locating such a facility in the baylarnds :pointing out that the Bayshore Highway isolated the baylands from the City. Paul Cook, representing the California Avenue Area Development Association, Inc., had; distributed to the Council a memorandum dated March 8 which suggested locating the public safety building in the California Avenue area.
