After discussion, Councilman Rus moved, se:corxded by Beahrs, a substitute :notion that the Council approve the applica.tion with a reduction of two floors in height, with an improvement of the pent- house::machincry on.rthe top store; and with the parking situation left basically the same as presently proposed. In the discussion. that followed, the Chair's ruling that the substitute motion was in order,' was challenged. Councilman Rus, with the consent of his second, withdrew his motion.
