Mayor Woodward also welcomed Girl Scout Troop 799, 16 students from the second grade of Escondido Elementary School, who, were working on their government merit badge.: Report of the Citizens' Advisor Committee on uman e-ations As Chairman of the Committee of the Whole meeting which discussed the Report ()lithe Citizens' Advisory Committee on Human Relations, Cocnci,lrnan•Zweng reported thatthe first two sections of the report: which dealt with "Racial Discrimination in Employment" and "Racial Discrimination in Housing had been reviewed oy the Cornrnittee:; that the third part on "Low Cost Housing" would be discussed at the time- the final report was received from the Community Council on their Senior Citizens' Study. He reporte.3 on the meeting he and Mr. Hildebrand had with the State Fair `•Employment Practices Commission in San Francisco regarding the possibility of tieeir establishing a Palo Alto Human Relations Council, which was one of the recommends tions of.the'C,tizens' Advisory Committee. Since the FEPC'ha.d-requested additional meetings with their chief` counsel and staff, "'Councilman`Zwe;r,g moved that the Council continue their discussion of the recommendation to establish a conciliation council' untx;.,;3 later date. The 'motion was seconded by Arnold, and after discussion was declared carried by a majority voice vote. Councilman 'Zweng'moved, seconded by Comstock, that it be the policy of the Council that a three-rr,an panel of public members be impaneled by the Council for, selection by the City Manager to sit in on oral interviews for the purpos"e of giving the Council the assur- ance of fairness:and impartiality in the interview board proceedings; that the reports' of the public member be sent directly to the City Manager; and that the City Manager report to the, Council. A number of Councilmen spoke against the motion stating that it waz unusual to havea per:sonn,;•:. selection committee monitored by a citizen';; 'that it always has been Council policy to hire and promote highly qualified people available, and it was a staff responsibility; tc� implement the policy to the fullest extent. It was also pointed out that the: City: Manager had utilized t'e a services of a member of the public on examination'ooards'since last September, and there was no evidence of any discriirsination. Zweng moved, seconder:, by A ,au1U, chat the recruitment techniques of the City of Palo Alto be reviewed, and a more positive program of wider contact with available sources of qualified personnel be instituted in order to assure the City of Palo Alto of obtaining the .best talent available, as well as to more fully use the resources and skills' of all of its citazen.s, including nor. -Caucasians and Negroes; and that,the City should widely publi'tize that it is an Equal Opportunity Employer. Councilman Flint moved to amend the motion to ask the staff for a report :;n three months on what step: were being taken to implement. the recommendation: Councilman Debs said he would second the amendment if the time limit were changed to six months, to which Flint agreed, The amendment carried on the following roll call vote: Ayes: Arnold, Comstock, Cooley, Debs, Dias, Flint, Rus, 2�xeilg: Noes: Beahrs, B'yxbee, Rodger,, Rohrs, Woodward. Abstaining: Dias Councilman Zweng moved, seconded by Comstock, that the City of Pak) Alto' 'review its promotion procedures to remove to the greatest extent practicable any lack of assurance of fw.irriess; and that the City of Palo Alto make certain that s;pec.ial consideration is given • to training its less skilled personnel to irnprove their opportunities for upgrading. City Manager Keithley stated that the City of Palo Alto's policy is to recruit, hire; train ana:promote the most qualified personnel available, and practices for recruitment and selection are gear.:d to meet this objective; that long before fair employment practice laws were enacted by the State of California, the City of Palo Alto had a policy of equal opportunity and :aondi, s crirninati.on. He also pointed out that in fifteen years he had not had one individual indicate there was unfairness in relation to promotion and that the City has promoted whenever possible from wihin. He further stated that Palo Alto -has a nondi s crimator y record superior to any other city in the area:. that insofar as recruitment was concerned, the .City .will continue to search for the niost qual.ified personnel; and. that it will,launcha more aggressive recruitment program and report on it to the Council.' 239 2/8/65 A substitute :TIotion was: made by Councilman Cooley that :,he Council .reaffirm e:stabiished. The motion died for lack of a second, -Conrad Mazer, 4030 Orme Street, speaking In behalf of the Loma Vista;Fiomeowier's Association; said their was to preserve the residential character -of the neighborhood and the Association voted to oppose.the application because a. gas station would establish a precedent to rezone Arastradero to commercial uses. Grant Spaeth, 620 Los Trancos Woods Road, Portola Valley, counsel for- the applicants, spoke of the isolation of the property by the school expressway and'cemetery.: He said it was unsuitable as a residence; that in addition:to the approval of the Planning Department, the - Traffic. Departrraent`of the City staff considered the traffic flow as not presenting a significant :problem. She objected to a gas station across from the high. school when many stationswereavailable on nearby El Camino Rea:;'. and to the traffic 'patterns ,established for ingress and egress to the station. .She said she felt the station was not necessary and that s•he would like to: see the area•left rural. Mrs. R. C. Logan, 4259 Pomona, reported that since speaking before the Planning Commission about tht traffic, the brightlights and the likelihood the service station world become a student "hangout;" she had gone ^o the Board of Education; that, although it was true the Board had not opposed the application, it also followed they were not in favor ef'.the :.application either. 5, R. Addicott, 4.151. Old Trace Road, expr es red concern about future developmentof the area and suggested this property would be an ideal place for a roadside park, Aflen Reid, .88.0 Mi:rand.a Green, :referred to the petitions presented earlier frorri the residents of Miranda .Avenue. He displayed a docu- ment on'"Commercial Land Needs" prepared by the County Planning Department and said there was apps oxirna.t'ely twenty per cent more cornmercial•zoning.it the County than is needed. He submitted the real issue was one of perspective and displayed a traffic map depicting State :and County freeways. He said that this interchange would be the South entrance to Palo Alto; that other entrances to Palo Alto were attractive and this entrance should not be a commercial area. He referred to an engineering drawing of the interchange showing green open spaces and suggested the Tanaka, property should also be a green area: that the land- should be:' sav'ec'and beautified. William Shaw, 42.02 Maeuela Avenue, protested that a gasoline station would destroy the"residential character of the neighborhood and; stig gested the property could be better used fora community service type development suh as a branch library, or for a medical -dental building. William Or'i wein, ;890 Miranda Green, spoke of the traffic congestion at the'cornee ar 'D.rastradeeo and Miranda Avenue; of the possibility; of accidents as traffic would: slow from the freeway with cars turning.i.� and out of the.. proposed gasoline station; and of the difficult angle in making a right-hand turn into the station. If the land were used for anything other than a park, Mr. Orthwein suggested a business with a low flux of customers'; such as a medical center. Final Subdivision..Map Tract No. 3890 Planning Officer Foiarcroy reported that the Planning C;om:nission unanimously recommended adoption of a resolution approving the final subdivision man "for Tract No. 3890, Country Club Estates, being a subdivision of the lands of Malmgren in the Rancho El Corte Mader,a.,, subject to the following conditions: (a) .
