Councilman Beahrs, as Chairman of

the Council authorize the City Manager to negotiate with Mr. Sarnbuceto . . '
for the acquisition of the property bordered by Clemo Avenue,
Mabe
Avenue and Arastradero, designated as Site A, including the residencels
with frontage on Maybell Avenue, Councilman Zweng seconded the.
motion.
Maya Woodward announced he had received letters from Mrs. _Irwin
Roth, Mr. and Mrs. Paul M. Hogan, and Mrs.
Ralph ub which
commended the Council' for their interest in the property land expressed
the hope the Council would proceed with the acquisition; that just
before the meeting_ tonight, he was handed a letter signed by Giacomo,
and .Rosa Saen,buceto,, dated January 25, 1965, which he read opposing the proposed; purchase. A discussion followed on the possibili y of
the Council exercising eminent domain which would require a resolu-
tion of the Council, and; a review was made of the annexation history
of this area to' the City.
The motion authorizing the City Manager to negotiate carried unani-
mously by a voice vote.
Final Subdivision Map - Clarence F. Minnerl

A report was received from the Planning Comznissio.n unanirnously
recommending adoption of a resolution approving the Final Subdivision
Map for Tract No. 3928, Briarwood., being a portion of ;,,,ot 8 of the
J. 3. Morris Company's Subdivision of the M. S. Louck's Tract,
subject to:
(a) Granting easements as marked in red on the rnap, and
(b) Changing the narme of the, stub street from Briarwood Court
to Hemlock Court.
Planning Officer, Fo'zrcroy indicated the Final Subdivision. Map was
substantially identical to the approved tentative subdivision map,
including all cbartges as recommended.
Councilman' Byxbee zntroduced:Resolution No. 3794 entitled "Reso-
lution of he Conci of the City of Palo Alto Approving the Final
Map of Tract No. 3928 and moved that the Council adopt the r esolu--
tion and approve the Final Subdivision Map in accordance with the
Planning Con mission's findings. The nation was seconded by Rohs
and carried unanimously.
Appointment of City Clerk
Mayor Woodward announced the Council had met in executive session
to discuss filling the position of City Clerk, which was left vacant in
August with the resignation of Gail Davis, and that it was determined'
to appoint Mrs. Shirley Kilgore as City Clerk, at a salary of $666 per
month, and ` a range of $666 - $918.
Vice Mayor Arnold moved.,. and it was duly seconded and carried unani"-
mously,that the Council appoint Mrs. Kilgore City Clerk, effective -
January 1, 1965.
Civic Center
Councilman Zweng introduced Resolution No. 3795 entitled "Resolution
of the Council of,, the City of Palo Alto Designating Precincts and Naming
Election .Officers for the Special Election to be Held on March 2, 1.965"
and moved. its -adoption. The motion was seconded by Beahr. s , and; after.
discussion of the twenty precincts which are located in school polling
places selected, by the Registrar of Voters, the resolution was
adopted unanimously.
Oregon -Page Mill Expressway
Maintenance Agreement
Assistant City Manager Morgan observed that copies of the maintenance
agreement had been distributed to the Council, called attention to
Exhibit A of the- agreement mounted on the wall, and recommended
approval of the agreement so the maintenance responsibilities of the
County and City would be established.
Councilman Porter moved that the Council approve the agreement with
Santa Clara County on the maintenance of the Oregon -Page Mill Express-
way and that the Mayor be authorized and directe to execute the agree-
ment. The motion was seconded by Beahrs and carried unanimously'
on a voice vote.
Traffic Signs, - California Avenue
City Manager Keithley reviewed his memorandum to the Council dated
January 21• which reported in detail on the staff study of stop signs on
California Avenue between .Alma. Street and Middlefield Road. Since
the Traffic Engineer ➢iad'found that only 50 per cent of the traffic
necessitated a four-way stop at Waverley and California Streets, he.
had proposed four alternatives, and noted that Plan. D, requiring three:
stops on California,. afforded more regulation.
'Mayor Woodward said that Cuy Wallick, chairman of the neighborhood
group, had been taken ill but asked the Mayor to announce that the

Assistant -City Manager Morgan read the City Manager's mernorandurn
to the Council datedJanuary 20, 1965 which pointed out that Section
2107.5 of the -Streets and Highways Code provided funds to be used
exclusively: for engineering costa and administrative expenses: with,
respect to City streets, and recommended adoption of the annual
resolution,

1965, wherein the.vote to appropriate $176, 000 from the Hospital
Improvement Fund failed to acquire the eight votes needed to pass the
resolution: He therefore introduced Resolution No. 3798 entitled
"Resolution of the Council -of the City of Palo Alto Appropriating Funds
for Equipment and Activation -of the Palo Alto Hospital and Authorizing
Interfund_ Loan" and that the Council adopt the resolution author-
izing an appropriation of:$.176,552,00.
Councilman Zweng called': the Council's attention to Resolution No. 3693
which approved the program to refinish the old hospital and moved an
axnendnment that the Council approve the expenditure of $361,000. ` The
Chair ruled this was a eubstitute motion and it was seconded by Rohrs.

direct the staff to make a study of gas service in the Foothills area.
