HomeMy WebLinkAbout11011966403 11/1/66 City Hall Palo Alto, California November 1, 1966 The Council of the City of Palo Alto met in Special Meeting on this date at 10:44 p.m. with Mayor Dias presiding. Present: Arnold, Comstock, Cooley, Deb!, Dias, Flint, Pearson, Sher, Worthington. Absent: Beahrs, Rohrs, Rus, Woodward Association of Bay Area Governments - Goals and Organization Committee Proposal for Regional Government Mayor Dias declared that the Special Meeting was called for the purpose of considering the recommendation of the Committee of the Whole and instructing their delegate to the November 4 meeting of the General Assembly of the Association of Bay Area Governments in regard to the proposal for regional government presented by the Goals and Organization Committee. She presented the recommendation of the Committee of the Whole that the City of Palo Alto approves in principle the proposal before the Council from the Goals and Organization Committee of the Association of Bay Area Governments and recommends the follow- ing amendments: 1. that the ABAG Generr<,1 Assembly meet q'iarterly; ---z, _ +h: o e'_negivrr Seyvazre Disposal problem be included in the objectives in addition to Regional Refs is Disposal Needs, Regional Open Space and Park Needs, and Re- gional Airport System Needs; 3. that changes be rr.ade in the Executive Committee mem- bership so that such membership consists of 30 persons selected as follows: a. nine official representatives from one of the cities of each of the counties, b. nine official representatives from each of the counties, c. three members, out from each of the three largest cities in the area to be named by the city, d. nine members elected directly by the people, one /roan each of the nine counties, and that these directly elected members ai$o be members of the General Assembly. 404 11/1/66 Councilman Stier moved, and it was duly seconded, an amendment to strike part (d) of suggested amendment 3 and substitute that the nine members be elected from districts of equal population from among the nine counties. Discussion followed concerning the fact that election machinery exists on a county basis, but if regional representatives were to be elected on other than a county basis, new districts and new machinery would have to be created. The amendment failed on a show of hands vote. Councilman Worthington moved, seconded by Flint, to delete parts (c) and (d) from number 3 and replace it with six members, one from each of the six largest cities, making a total of 24 mem- bers on the Executive Corrimittee. Councilman Flint moved, seconded by Worthington, an amendment to the amendment to change it to three representatives from the three largest cities and nine additional representatives from the cities in general (total. of 30). The arreniment to the amendment ;a.iimd c.n the following roll call vote: Ayes: Debs; Flint, Sher, Worthington. Noss: Arnold, Co.natock, Cooley, Dias, Pearson. The amendment then failed on majority voice vote. Mayor Dias then restated the Committee of the Whole recommenda- tion that the City of Palo Alto approves in principle the proposal be- fore the Council from the Goals and Organization Committee of the Association of Bay Area Governments and recommends the following amendments: 1. that the ABAG General Assembly meet quarterly; 2. that the Regi4 -11 Sewage Disposal problem be included in the object4 es in addition to Regional Refuse Disposal Needs, Regional Open Space and Park Needs, and Regional Airport System Needs; 3, that changes be made in the Exectt-ve Committee member- ship so that such membership consists of 30 persons selec- ted as follows: a. nine official representatives from one of the cities of each of the counties, b. nine official representatives from each of the coun- ties, c. three members, one from each of the three: largest cities in the area to be soused by the city, 405 11/1/66 d. nine members elected directly by the people, one frot.i each of the nine counties, and that these directly elected members also be members of the General Assembly. The motion carried on the following roll call vote: Ayes: Arnold, Comstock, Cooley, Dias, Flint, Pearson, Sher, Worthington. Noes: None Abstained: Debs Councilman Arnold moved, seconded by Flint, to circularize to all members of „ General Assembly of ABAG a copy of the Co a.rcil.F s rpcomrn ndation concerning the reix., t of the Goals and Organization Committee.
