Palo Alto, California January 3, 1966 Pursuant to the provisions of Section 2. 101 of the Palo Alto Munici- pal Co,:_e, a special meeting of the City Council of the City of Palo Alto was called to transact the following business: a. Coi sideratior;. of the resignation of the City Manager. b. Adoption of a resolution entitled: "Resolution of Intention of the Council of the City of Palo Alto to Appoint a City Manager." c. K thod of recruitment and appointment of a successor to Mr. Keithley. Notice calling the special meeting signed by Mayor Edward S. Arnold was mailed to the Council December 22, 1965 and is on file in the office of the City Clerk. Mayor Arnold convened the meeting at 7:30 p.m. Present: Arnold, Beahrs, Comstock, Cooley, Debs, Dias, Flint (7:35 p.m.), Rohr:;, Rus (7:33 p. rn. ) Sher, Woodward, Worthington. Absent: Pearson. Mayor Arnold announced that, in accordance with Counci- :elision (see page 79 of the minutes of December 13, 1965), a tape recorder had been installed on a loan basis, and that it was important for those speaking to be recognize.i by the Chair so their voices would be identified ou the tape. The Mayor announced he would proceed to conduct a public meeting unless there were objections. Hearing none, he read G :e special meeting notice and referred to the letter of resignation received from City Manager Jerome Keithley, the resignation to be effective Janu- ary 11, 1966. Councilman Rohrs moved, and it was duly seconded and carried unanimously, that the Council accept with regret the resignation of the City Manager of the City of Palo Alto. Councilman Dias moved the introduction and adoption of Resolution No. 3863 entitled "Resolution of Intention of the Council of the City .af Palo Alto to Appoint a City Manager." The motion was seconded by Rus and the resolution was passe(' unanimously on a voice vote. (Councilman Flint arrived at the meeting during the discussion that followed.) 95 1/3/65 Councilman Worthington had distributed to the Council a memoran- dum dated December, 30, 1965 entitled "Procedure fur Recruiting City Manager" which is on file in the office of the City Clerk. The Council then dis'-ussed the method of recruitment and appointment of a successor to Mr. Keithley. On motion of Cooley, seconded by Rohrs and carried on the follow - 'rig roll call.vote, the Council was declared adjourned at 8:20 p.m. Ayes: Arnold, Beahrs, Comstock, Cooley, Dias, Rohrs, Rus, Woodward.
