The Council of the City of Palo Alto met on this date at 7:30 p. m.
with Mayor Arnold presiding.
Present: Arnold, Beahrs, Berwald, Clark, Comstock, Dias,
Gallagher, Norton, Pearson, Wheatley
Absent: Spaeth
Approval of Minute s - October 27, 1969
Councilman Pearson requested that on page 111 of the Minutes of
October 27 regarding the vote on the motion concerning the Down-
town Neighborhood, that her "No" vote be recorded on the rrxotion
rather than on the preceding amendment, thus correcting the record
to indicate the motion carried by majority voice vote with Council-

The Minutes of October 27, 1969 were then approved as corrected.
Annual Financial Re ort - 1968-69
MOTION: Councilman Berwald moved, on behalf of the Finance
Committee, that the 1968-69 Annual Financial Report as audited be
accepted.
The motion: carried unanimously by voice vote.
Change of P -C District - 1791 Arastradero Road
MOTION: Councilman Norton introduced the following resolution and
moved, and it was duly seconded, its adoption:
Resolution No. 4308 entitled "Resolution of the Council of the
City of Palo Alto Amending the Development Plan Approved by

Frank Lee Criot, Jr. , attorney representing the applicant, American
Institutes for Research, requested the six month limitation for com-
pletion be extended to nine months so that construction could begin
after the rainy season.

MOTION: Councilman Clark moved, seconded by Pearson, to con-
tinue consideration of the Planning Commission recommendation re-
garding the application of Bay Area Industrial Corporation for a
change of district to the next regular meeting (November 17, 1969)
as requested by the applicant.

Division of Parcel A of the Parcel Map recorded in Book 254 of
Parcel Maps at page 1 (84. 5 acres of property located —in -the -Stan-
ford Industrial Park, L -M-.3 A -R, and n -A areas, between Page
Mill Expressway, Foothill Fotpressway, Hillview Avenue and Aras-
tradero Road) pursuant to Section 11535 (a) of the State Subdivisions
Map Act and Section 21.16 of the Palo Alto Municipal Code.
Councilman Gallagher stated for the record that he is employed by
Stanford University, but is not employed in the Office of Land Devel-
opment from which the matter before the Council originated, that it
is not a contractual matter and that he has been advised no conflict
of interest exists,
Vice Mayor Wheatley stated for the record that he had voted con-
cerning the Tentative Subdivision Map submitted previously on the
matter now before the Council, after making the statement at that
time that he intended to pursue a contract in the subject area. Vice
Mayor Wheatley advised that there is a strong pusaibility now that
his company might,abtain a contract, and he has been advised by
City Attorney Hildebrand that because of this change of status he
should now abstain from part cipation in the discussion and voting
on the matter.
CHANGE OF MOTION: In accordance with the suggestion of Director
of Planning and Community Development Fourcroy, Mayor Arnold,
with the consent of his second, changed his motion to approve the:
Final Subdivision Map of Tract No. 4781 - Stanford Industrial Park.
The motion as changed then carried by majority voice vote, with
Vice Mayor Wheatley abstaining.

MOTION: Councilman Beah7s moved, seconded by Berwald, to up-
hold the Planning Commission recommendation and approve the ap-
plication of Carl A. Holvick Company on behalf of Raymond G. Handley
for site and design control approval at 2595 East Bayshore Road,
Zone District L -M -D, subject to the following conditions:
€. provision for irrigating all planted areas shall be made in
accordance with Section 18. 88. 12O(b) 3 of the Zoning Ordinance.
2. landscaping shall be maintained and replaced as necessary.
3. the applicant shall ootain the necessary encroachment
pe rrnit.

MOTION: Councilman Pearson moved, seconded by Wheatley, to up-
hold the recommendation/r of the Planning Commission and approve the
application of McCandless & PreFitif a for a Miscellaneous Division
of Land of 5. 27 acres, 4 lots, located at the end of a street known
as Executive Way being a portion of Rancho Rir.con de San Francis -
quit° subject to the following conditions:
1. each lot shall have a minimum net acreage of one full acre.
2. dedication, of "Executive Way" extension.
3. construction of compiete public improvements of "Executive
Way."
4, all utilities, including electric: power and telephone lines
shall be constructed underground,
5. furnishing of evidence of payment of all payable City and
County taxes.
6. granting of public utilities easement as shown on the map.
7. recording of the final parcel map.

Santa Clara County Planning Policy Committee-
-Airport Study Committee
Councilman Clark, representative to the Planning Policy Committee,
advised that at the request of the City of San Jose that body has ap-
pointed an Airport Study Committee which is to report back to the
Executive Committee by November 20. Councilman Clark reported
that several alternate courses of action are open and that he suggests
that no action be taken regarding an airport until all information
being developed in the federally funded two -stage BASAR report is
complete in 1972. He invited written comments from Council mem-
bers which he could pass on to the Planning Policy Committee.
Foothills Density Standards
Councilman Berwald requested consent to bring up out of order at
this time the item relating to a pro poe - ' - - ' ` - '

There were no objections.
MOTION: Councilman Berwald rn ved, seconded by ldeahrs, to con-
tinue consideration of the proposed resolution supporting density
standards in the foothills to the meeting of November 24, 1969.
The motion carried by majority voice vote.

Mayor Arnold advised that Lawrence Livingston, of Livingston and
Blayney, would present the first report of the Foothills Environ-
mental Design Study being conducted by that organization. Mayor
Arnold asked the Council and staff to move to the seats reserved
for them in the audience during the presentation.
Mr. Livingston read most of the 58 page Report No. 1 using colored
slides of graphs, charts and landscape to illustrate his talk.
David Pelt presented the portion of the report concerning various
views from Vista Point in Foothills Park and views of the area from
downtown Palo Alto. Mr. Pelt eased slide* and charts depicting the
views he described.
(The Council recessed from 9:45 to 10:00 p.m.)
Council members returned to their Council chairs and Mr. Livingston
joined them for the purpose of responding to questions.

Mrs. Nonette Hanko, representing the Palo Alto Civic League,
thanked the staff for supplying the Civic League with an advance
copy of Report No. 1. Mrs. Hanko urged that preservation of
existing land be the object of the report, recommended that a re-
presentative of Livingston and Blayney be present at the planned
Palo Alto/Los Altos Hills study meeting and that a copy of the Mid
Peninsula. Foothills Planning Report be furnished to the consultant.
'Vice Mayor Wheatley askod that a correction be made on page 25 of
Report No. 1 to indicate that Willow Expressway will be financed by
the State rather than by the City as stated in the report.
Councilman Dias asked that a correction be made on rage 5 of Report
No. __1_toindicate that the City paid approximately $186, 000 for Clark
Park which ries not given to the City by Dr. Esther Clark as indi-
cated in the report.

the Planning commission,- abtked for an exp!anation of the statements
on page 43 of the report regarding Macadero Channel and was ad-
vised by Mr. Livingston that the statements in the report are correct
effective October 1969.
William Bloorn, 216 Walter Hays, Palo Alto, member of the Plan-
ning Commission, asked that the arithmetic on page 47 regarding
rate of sale of lots be corrected. Mr. Livingston advised the 20 -
year period indicated should be corrected to approximately a 48 -
year period.
City Manager Morgan advised that Report No. 2 is expected within
about 30 days at which time Council action may be required.
Renovation of 1313 Newell. Road (CMR:351:9)
Councilman Gallagher recommended that in addition to renovating
the present City Hall for use as an arts center that the portion of
the building- pesently including the Personnel. Office, the Treasurer's
Office; the Controller's Office and the Lunchroom be developed for
use as a youth center, and that an arts commission be established to
assist the arts director and a youth commission to plan events for
youth.
Mtge Dof5thy Nichols, 1325 Emerson, Palo Alto, music and drama
reviewer for the PALO ALTO TIMES, urged the Council to proceed
with the renovation of the building fora' -.arts center as` recommended
by the 1967 Citizens Advieor.y Committee on the Future Uses of the
Euistir.g City Hall and Site and as approves) by the Council earlier
this year. Miss Nichols advised that there are no age restrictions
anticipated on any of the programs to be presented in the arts center
and teenagers and other children are expected to participate.

Morton E. Lichtman, 3911 Grove Street, Palo Alto, urged the Council
to proceed with renovation of the building as an arts center as rec-
ommended by the Citizens Committee and approved by the Council
previously. Mr. Lichtman advised that members of the 1967 Com-
mittee had met recently to review their recommendation and still
find it valid today.
George Crane, 1852 Bret Harte, Palo Alto, President of Council of
the Arts, Palo Alto, (CAPA) urged the Council to proceed with reno-
vation of the building as an arts center, aas._pretrioualy recommended
and approved a,ud advised that CAPA has no restriction on the age of
participants.
Willard Smith, 140 Walter !la -es, Palo Alto, member- of the Plan-
_; g Commission, but speaking as a private citizen, urged the. Council
to give consideration to using a portion of thebuilding as -- -
center of a type that , s _L with _.__ �� __.,L incompatible vvYtn an arts center.
Bob Chalmers, 4502 Adobe Place, Palo Alto, urged the Council to
proceed with renovation of the building as an arts center as previ-
oesly recommended and approved and observed that both the Stern
Teen Center and the Mitchell Park Recreation facility are developing
new teenage programs which will be available before renovation can
begin on 1313 Newell Road.
Miss Sarah Webster, Palo Alto, Chairman of the 1967 Teenage Ad-
visory Committee, advised that only three of the original Committee
members still live in. Palo Alto, that she is enthusiastic about an
arts center, but believes consideration should be given to a drop -in
center for social activities on Friday and Saturday nights, with sepa-
rate programs for junior and senior high school students.
Mrs. Gertrude Nelligan, 11.39 Channititg, Palo Alto, whose teenage
son and his friends operate "The Bahrn", a teenage club, advised
she supports an arts center, but is also interested in using a portion
of the building for a teens center.
William Flateley, 479 O'Keefe, East, Palo Alto, endorsed Miss
Nichols' statement and urged the City to obtain the professional
services of a theatre consultant if any theatre use is to be made of
the building.
Lernyel Arnirian, 553 Patricia,, Palo Alto, si!(%Qyfi'st= ii that the needs
of youth and of art are not contradictory 4n.d that an arts center can
include youth in its programs.
Miss Carol Wright, Mountain View, suggested that it is not necessary
to divide arts and teenagers, since certain types of teen activity fit
into an arts program.
Mrs. Paul H. Reinhardt, 1565 Edgewood Drive, Palo Alto, supported
Miss Wright, and urged estabiiahment of a committee to work with

the architect which would include at least two teenagers, one of whom
would be college age, and possibly seven other persons representing
the various arts to be represented in the building. Mrs. Reinhardt
suggested the use of temporary buildings for a youth center, possibly
located in the area next to the Main Library.

community.
Discussion followed and the speakers replied to question.e directed
to some of them by the Council concerning whether or a portion
of 1313 Newell Road should or ^r:u L e tieveted to t enagers as a
drop -in wwicn the rest of the building being used for an arts
center.
MOTION: Councilman Gallagher moved, seconded by Comstock,
that the Council authorize the Mayor to execute a contract on its
behalf with Corwin Booth and Associated Architects for the conver-
sion of the City Hall into a community cultural center to include both
an arts center and a youth center and that the program presented to
the architect for the use of the building reflect the recommendation
of the arts director or an arts commission and that of a youth com-
mission.
AMENDMENT: Councilman Dias rroved, seconded by Clark, to de--
tete everything in the motion following "community cultural center".

MOTION: Councilman Pearson Moved; and it was duly seconded,
that the May or be directed to appoint a temporary committee com-
passed of three members of the art group (per their recommendation)
and three other persons, two teenagers and one young adult, specifi-
cally over 1# and under 30, at large from the community; this com-
mittee to work with the'archttect, art director, and Community Ser-
vices Department to insure the development of an arts center and
youth center which sheets the current attitudes and needs inherent in
the modern and traditional art area.

to continue to the next meeting the item relating to referring to the
Planning Commission the rezoning of the top of Coyote Hill (Stanford
