The Council of the City of Palo Alto rnet on this date at 7:30 p. rn,
with Mayor Arnold presiding.
Prese L!' Arnold, Beahrs, Clark. Comstock, ri,a Norton (arrived 7:40 p. m.), Pearson, Spaeth, Wheatley
Approval of Minutes of October 20, i969
Councilman Gallagher requested that in his proposed amendment on
page 107 of the Minutes of October 20 that "on the petitions then be-
fore it" be inserted before "be deleted". There were no objections.
Councilman Gallagher requested that on page -101 of the -Minutes of
October 20 in Vice Mayor Wheatley's motion that "duplications" be
substituted for "modifications". There were no objections.
The Minutes of the Council Meeting of October 20, 1969 were then
approved with the requested addition and change.
NCR Computer Rental Agreement
MOTION: Councilman Spaeth moved, on behalf of the Finance Com-
mittee, that:
1. Council approve the con outer rental agreement as
proposed, subject to legal review to insure that the
agreement contains the representations contained
in the report of the City Controller of October 3,
1969;
2. the City Manager and the City Controller be re-
quested to consult. and develop jointly a planned
program which assures optimum effective use of
the computer for the benefit of all departments of
the City.
(Councilman Norton arrived at 7:40 p.m.)
In response to the request of Councilman Beahrs, City Attorney
Hildebrand and City Controller Mitchell agreed to clarify with NCR
the City's responsibility in regard to damage to the computer from
external internal causes.
The Motion carried unanimously iy voice vote.

Stanford Lands - Zoning of Coyote Hill
Ir. response to the request of Mayor Arnold, Planning Commission
Chairman Giosso and Director of Planning and Community Develop-
ment Fourcroy described the factors considered by the Planning
Commission in arriving at their unanimous recommendation that all
of Coyote Hill be rezoned from L -M:5 to A -C with the exception of
the area occupied by the Stanford Medical School/Syntex facility.--- ----
Vice Mayor Wheatley stated for the record that he has requested of

Councilman Gallagher stated for the record that while he is cafe em-
ployee of Stanford University, he works in the area of married stu-
dent housing and not in the area of the University fron-i which zoning
matters are handled and that no contract matter involving expansion
or sale of land is involved in the matter before the Council.
MOTION: Councilman Norton moved, seconded by Comstock, to
refer the Planning Commission recommendation of a change of dis-
trict of Stanford University Lands known as Coyote Hill in the vicinity
of Hillview Avenue and Arastradero Road from L -M:5 to A -C to the
Planning and Procedures Committee.
Lengthy discussion followed and Mr. Fourcroy, Mr. Hildebrand, and
Mr. Giosso responded to questions concerning the history of the
smatter, the deadline for receipt of funds for construction of the pro-
posed facility, the location of the proposed facility in relation to the
land contours, its visibility from other areas, and the meaning of the
"academic reserve" designation given to the land by Stanford and the
City's ability to superimpose zoning on land so designated.
MOTION: Mayor Arnold moved, seconded by Beahrs, to hear from
the applicant although there is a motion'hefore the Council.
The motion carried unanimously by voice vote.
Floyd Smith, Manager of Real Estate for Stanford University, outlined
the history of the proposed facility, described the construction to
take place and the unique needs of the facility in regard to large buffer
zeroes. s Bier red to the City's setback and road access requirements,
and urged the Council to approve the zoning recommended by the
Planning Commission in order that construction of the facility might
commence in time to meet the deadline imposed by the National Health
Institute and obtain the funds presently allocated by NII-I to the project.
Mr, Smith then responded to questions from Council members con-
cerning the proposed facility.

Further- discussion followed and Mr. Fourcroy and Mr. Hildebrand
replied to questions concerning the possibility of imposition of rP-C
zoning where it is not requested by the applicant, Stanford's position
in regard to pioceed'ng with the project in the event the Planning
Commission rezoning recommendation is rejected, and the possible
addition of the "D" designation to the L -M:5 zoning.
The motion to refer then `ailed on the following roll call vote:

MOTION: Mayor Arnold introduced the following ordinance and
moved, seconded by Dias, its approval for first reading:
"Ordinance of the Council of the City of Palo Alto Amending_
Section 18. 08. 040 of the Pal^ Alto
the Zoning of Certain Property Known as Coyote Hill in the
Vicinity of Hillview Avenue and Arastradero Road from L -M:5
to A -C"
Mrs. Nonette Hauko, Palo Alto Civic League, urged that the matter
be continued pending a request to Stanford University to submit an
application for P -C zoning of the area in question. Mrs. Hanks
read a letter she had received from President Pitzer concerning
development of Stanford lands.
AMENDMENT: Councilman Comstock moved, seconded by Pearson,
that Exhibit A of the proposed ordinance be changed to increase the
A -C zoning proposed by seven acres and the n -lap be reconstructed
to reflect this change.
CLARIFICATION: Councilman Comstock advised that it is the intent
of his amendment that the southern boundary is to be moved closer
to the buildings and the western boundary is also to be moved closer
to the facility. and frontage on Road A might be decreased.
MODIFICATION: Following the statement of Mr. Boyd Smith that
the proposed changes would cause the facility to be in violation of
the City's - setback and street access requirements, Councilman
Colanztoek, with the consent of his second, modified his amendment
so that the facility would have the minimum side and rearyard set-
backs for L -M:5 zoning - that is, approximately ten acres for the
facility includir.3 the required 40 -foot setbacks.
AMENDMENT RESTATED: At the suggestion of Councilman Wheatley
and with the consent of his second, Councilman Comstock agreed to
restate the motion to reduce the size of the project to ten acres and
move the southern and western boundary lines so as not to violate
setback requirements.
The amendment carried unanimously.

Human Relations Commission
Ray L. Wilbur, Jr. , Chairman, Human Retationb (Tomrnission, pre-
sented the Commission's request that the number of members on the
f-HRC be increas,!d from five to sever_.
MOTION: Mayor Arnold introduced the following ordinance and
moved, seconded by Spaeth, its approval for first reading:
"Ordinance of the Council of the City of Palo Alto Amending
Chapter Z. 22 of the Palo Alto Municipal Code (Human Re-
lations Commission)"
The ordinance was approved for first reading unanimously by voice
vote.
New Street Names
MOTION: Councilman Beahrs moved, seconded by Gallagher, the
adoption of the following ordinance:
Ordinance No. 2535 entitled "Ordinance of the Council of the
City of Palo Alto Establishing the Nacres of the Following Streets:
Coyote Hill Road, Deer Creek Road, Laura Lane, Forest Court,
Ernharcadero Road, Elwell Court, Oak Hill Avenue, Mesa Ave-
nue, Manuela Court, Manuela Way, Old Trace Road and Old
Adobe Road" (first reading 10/Z0/69)_
The ordinance was adopted unanimously by voice vote.
Downtown Beautification Pilot Project

Frank L. Crist, Jr. , representing Downtown Palo Alto, Inc. advised
that his organization had negotiated with two contractors and had re-
ceived bids of approximately $23, 000 on a slightly modified Downtown

Beautification Pilot Project. Mr. Crist requested that the City con-
tribute the $6, 000 previously designated for the City administered
project for ;vhich bids had been rejected. Mr. Crist replied to
questions from Council members and staff regarding the proposed
project and was advised that the City cannot participate in the project
in the manner which Mr. Crist requests, but City staff will continue
to work with Downtown Palo Alto, Inc. in arriving at a rautualiy
acceptable project.
