The Council of the City of Palo Alto met on this date in Special
Meeting at 7:30 p.m. with Mayor Arnold presiding.
Present: Arnold, Berwald, Clarke Gallagher, Norton, Pearson,
Wheatley
Absent: Beahrs, Comstock, Dias, Spaeth
Hearing - Housin& Element
Mayor Arnold declared open the Hearing to consider amending the
General Plan by the addition of a housing element, as certified to
the City Council by Resolution No. 88 of the Planning Commission,
adopted on July 10, 1969.
City Clerk Klamrn advised that notice of the Hearing was published
in the PALO ALTO TIMES on September, 4, 1969 and an affidavit of
publication is on file in the Clerk's office.
Director of Planning and Community Development Folrrcroy presented
the matter on behalf of the Planning Commission advising that the
State has provided for a housing element to be included in the General
Plan, but that the one proposed by the Planning Commission will
not necessarily be the final action on the matter as it is anticipated
there will be a county wide plan eventually.
M: s. Dorothy Reed, President of the League of Women Voters, spoke
in support of the inclusion of a housing element in the General Plan,
urged that assistance be given to any persons displaced by City pro-
jects and that housing for all economic segments of the community
be encouraged.
Mrs. Chapman Young, 549 West Crescent, Palo Alto, Mid Peninsula
Citizens for - air Housing urged the City to adopt a housing element
in the General Plan and asked that emphasis be given to the fact that
discrimination on the basis of race with regard to sale or rental of
property is illegal.
MOTION: Councilman Norton introduced the following resolution
and rnoved, seconded by Arnold, its adoption:
Resolution No. 4302 entitled "Resolution of the Council of the
City of Palo Alto Amending the General Plan by the Addition of
a Housing Element as Certified to the City Council by Resolution
No. 88 of the Planning Commission Adopted on July 30, 1969."
AMENDMENT: Vice Mayor Wheatley moved, seconded by Arnold,
that on page 30k of the Exhibit under 3. of Regional Coordination
that the Palo Alto Housing Corporation be added to the list and placed
first.

The amendment carried unanimously by voice vote.
Discussion followed and Mr. Fourcroy replied to questions concern-
ing details expressed in the Exhibit.
AMENDMENT: Councilman Berwald roved, seconded by Wheatley,
that on page 30j, item e. "low and moderate income" be substituted
for "low and moderate cost."
The amendment carried unanimously by voice vote.
The resolution as amended then carried on the following r o11 call
vote;
Ayes: Arnold, Berwald, Clark, Gallagher, Norton, Pearson,
Wheatley
Noes: None
Presentation of Golf Trophy
Jim Saitta, Palo Alto Men's Club, presented the Annual Palo Alto
Men's Club - City Council and Staff golf tournament trophy to Mayor
Arnold, noting that the plate has been engraved to show the Council
anc: Staff ha.'e won it in 1969 for the first time during the three years
the tournament has been held.
Mayor Arnold thanked Mr. Sait.ta for the trophy, stating it would be
displayed at the City Hail.
Cot nciLnan Clark also thanked Mr. Saitta and the Palo Alto Men's
Club r;n behalf of the City team for setting up the tournament and
for their hospitality.
Joint Study Session - Comprehensive
Transport�►tion ]Panning Program
Following Council action in connection with the Hearing c n the Housing
Element for which the Special Meeting was called, the Planning Com-
mission jrsined the Council for a joint study session of the Comprehen-
sive Transportation Planning Program - Final Report. Minutes of the
joint study sesaior+are reported separately as they are not appropri .te
for inclusion ire the Council Minutes Book which is maintained forthe
purpose of recording Council action.
Adjournment
There being no further business, the Council adjourned at 10:40 p. ray.
