The Council of the City of Palo Alto met on this date in a regular
meeting with Mayor Jack R. Wheatley presiding:
Present: Arnold, Beahrs, Derwald, Clark, Comstock, Dias,
Gallagher, Spaeth, Wheatley
Absent: Norton, Pearson

Mayo: Wheatley welcorned Miss Elizabeth Coppin's fourth grade class
from Lorna r'ista School.
Approval of the Minutes of November 9, 1970
Councilman Coms€ock --requested that the- record show he left the Cham-
bers for a portion of the Livingston & Blayney discussion and action,
and consideration of the Classification Study and the Municipal Service
Center.
Councilman Clark requested that page 455, line 7, the name McCabe
be changed to read McKaig.
There were no objections to the additions or corrections.
The Minutes of November 9, 1970 were approved with additions and
corrections.
lime -Babcock Fire Protection Study

MOTION: Councilman Arnold, on behalf of the Finance Committee,
moved, to approve implementation of the short
range fire protection improvement program recommended -in the Gage-
Babcock Fire Protection Study which would solidify the City's current
Class 3 rating by directing staff to include the following projects in
the 1971-76 Capital Improvement Program:
1. Installation of a 12 inch water mall% in Stanford
Shopping Center
2. Installation of additional fire hydrants
3. Relocation of -fire atarrn equipment to the Civic Center

4. Installation of additional fire alarm boxes
5. renple* entation of the fire training center project
The motion carried by unanimous voice vote.
MOTION: Ccuncilrnan Arnold, on behalf of the Finance Committee,
moved, that the longer term program proposed See Page
by Gage -Babcock which would improve the City's fire rating to Class 2 480
by supplementing Fire Department ma -power be kept under staff sur-
veillance.
The motion carried, by unanimous voice vote.
Mid-Peninsule Citizens for Fair Housi-om
Industrial Subscription Service Contract
MOTION: Councilman Berwald, on behalf of the Human Relations
Commission, moved, seconded Beahrs, to prepare a contract
with the Mid -Peninsula Citizens for Fair Housing for their industrial
Subscription Service in the amount of $100 per month for 12 months,
said contract to be approved by the City Manager, City Attorney, and
Chairman of the Human Relations Commission, and to authorize the
Mayor to execute the contract on behalf of the City.
Dr. John Zenger, Chairman of the Human -Relations Commission,
described the various aspects of the service and the proposed contract.
City Attorney Stone suggested that the Mid -Peninsula Citizens for
Fair Housing act as an independent agent under the terms of the contract.
Mr. Howard Lewis, representative of the Mid -Peninsula Citizens for
Fi it Housing, stated it would be in the best interests of the City for the
Mid -Peninsula Citizens for Fair Housing to fulfill the terrne of the con-
tract as an independent agent.
AMENDMENT: Councilman Berwald moved, seconded by Comstock,
to amend the motion that the contract be prepared and returned to the
Council for approval before execution by the Mayor.
The amendment carried by unanimous voice vote.
The motion as amended carried by the following roll call vote:
Ayes: Arnold, Beahra, lerwald, Clark, Comstock, Gallagher,
Spaeth, Wheatley

Transportation Policy Committee Report
MOTION: Councilrrsan. Comstock moved, seconded by Gallagher, to
continue this item until the next Council meeting.
The motion carried by unanimous voice vote.
Ballot - Special Referendum
Election 7: -Bryant Street Project
Mayor Wheatley announced the appointrnent of Councilman Norton and
Councilman Spaeth to prepare the argument for the Proposition to
ai pear on the ballots of the Special Referendum Election on the Bryant
Street Project.

MOTION Councilman Spaeth introduced the following ordinance and
moved ily seconded, its approval for first reading:

Mayor Wheatley "asked if there were objections to hearing from the
public at this tune although there is a r otion before the Council.
There were no objections.
Gerson Bakar, 2280 Powell Street, San Francisco, expressed regret
over the misunderstanding he felt had occurred with regard to the
operation of the laundry pick-up facility in operation at the Oak Creek
Apartrne'-ts.
Murray Riski.., 1560 Willow Road, Honorary Mayor of the Oak Creek
Apartments, spoke on behalf of the 350 signers of the petition presented
to the Planning ComMisiiiorn requesting permission to operate a deli-
catessen from Section 1 (j) of the proposed ordinance.
AMENDMENT: Councilman Dias moved to amend the motion to remove
the word "delicatessen" from Section 1 (j).

The motion to approve the ordinance for first reading carried by the
following roll call vote:

Human Relations Cornnnis sion
Progress:Report
Councilman Perwald, Council liaison to the Human Relations Com-
mission, reported on the effective performance of the Chairman and
the Commission and urged Council members' interest and support.
Mid -Peninsula Citizen, for Fair Hoisin -
Industrial Subscription Services Contract
MOTION: Mayor Wheatley moved, seconded by Arnold, to reconsid,:r

Mayor Wheatley turned the Chair over to Councilman Arnold.
Mayor Wheatley and Vice Mayor Gallagher left the Charr.berF at
9:45 p. rn.
Stanford Lands - Coyote
Hills Land Division
MOTION: .uncilman Arnold moved, duly seconded, to continue the
item relating to the Coyote Hills Land Division until December 14th.
The motion carried by unanimous voice vote.
Mayor Wheatley and Vice Mayor Gallagher returned to the Chambers
at 9:50 p.m.
Oral Connnunications
1. Eimer G. Hibbs, 3112 Maddux Drive, reported activies of
the street cleaning machines on Sunday in his neighborhood,
and inquired if this was standard practice involving overtL e,
City Manager Morgan reported there was definite cost control over
this operation. It had been determined that time and trouble were
avoided by removing the leaves from the streets before the rains
cage and the leaves clogged the sewers, posing serious problems.
2. Jack McKenzie, 280 Washington Avenue, spoke on behalf of
the prisoners of war and urged citizens to join a letter writing
campaign commencing the first week of December which would
endeavor to enlist every rnan, woman and child to write a
letter_to the delegate at the Paris peace talcs. Letters should
be addressed to North Vietnamese Delegates;

Mr. McKenafe also urged citizens to use the new stamp edition
dedicated to the Prisoners of War which would be issued on
November 24, especially for all Christmas wiling.
Councilman Arnold requested that these addresses be included in the
official }':#notes of the Council Meeting a November 16, 1970,

3. Sherman Thursten, 927 Dennis Drive, spoke on behalf of the
Oak Creek Apartment complex and Mr. Gerson Bakar, and
in favor of the ordinance ..flowing certain accessory commer-
cial service uses in the R-4 District with a use permit.
