August 24, 1970
The Council of the City of Palo Alto met on this date with Mayor
Wheatley presiding.
Present: Arnold, Berwald, Clark, Dias (arrived 7:45 p. m.
Gallagher, Norton (arrived 7:45 p.m.), Pearson,
Wheatley
Absent: Ileahrs, Comstock, Spaeth

Councilman Clark requested that on page 370 of the August 10 minutes
the spellii-g be corrected from Mary Pottrell to Mary Cottrell..
The Minutes of August 10, 1970 were approved as corrected.

MOTION: Councilman Pearson moved, seconded by Gallagher, to
endorse the recoenmendation of the Committee of thc: Whole and refer
to the 'ii i1i w Road Committee the matter of handling residences to
be demolished for the Willow Expressway.
The motion carried unanimously on a voice vote.
Housing - Model Lease
MOTION: Councilman Gallagher moved, seconded by Pearson, to
endorse the recommendation of the Committee of the Whole to direct
staff to prepare and return to Council for review a model lease and
in doing this staff to draw on the services of the Housing Corporation,
Human Relations Commission, Palo Alto Real Estate Board, among
others.
In response to questions, Assistant City Manager Sipel stated staff
would prepare a draft and refer it to the Chairman of the particular
orrniaation for comments.
The motion carried unanimously on a voice vote.

Housing - Alto Housing Corporation
Councilman Clark noted for the record he would abstain from dis-
cussion or voting on this item.
MOTION: Councilman Pearson moved, seconded by Norton, to
endorse the recommendation of the Committee of the Whole and
refer the following questions to the Palo Alto Housing Corporation
who will report back to the Committee of the Whole with specific
answers and recommendations:
a. Must a replacement unit be actually existing g prior to
demolition of the old unit?
b. Must the new unit be on the actual site of the old unit or
may it be elsewhere? If elsewhere, is there a specific
geographical limitation in which it must be built?
c. May the developer be permitted to make a rent subsidy to
the displaced tenant in order that that person may move
into higher rent.I housing in another area'?
d. May the developer make a payment equivalent to the sore-
st= uction cost and possible loss to the developer of the
low and moderate income unit, such payment to be made
_to an entity engaged in the business of erecting low to
moderate incorne- houbiirsg (i. e. , Housing Authority)?
e. 1s ti City willing to offer some relief to the developer
(and his new tenants, who will ultimately pay the coact)
of the requirement such as this? Such relief could include
a higher density than otherwise permitted, or similar
devices.
f. Should the City make such requirement as a condition of
rezoning, use permit or approval of planned community
development?
The motion carried unanimously on a voice vote.
Mrs. Sarah Johnson asked how one could speak to the Housing Cor-
poration and Mayor Wheatley advised she could address a letter to
the Council who would see that it was referred to the Housing Cor-
poration or she could contact any of the Housing Corporation mem-
bers individually.

MOTION: Councilman Arnold moved, seconded by Pearson, to
endorse the Committee of the Whole recommendation to direct staff
to prepare a report on rehabiliatioi of wooden structures in Fire
Zone No. 1 and method of financing and imolw°'nentine rerr+w."+•+a

Temporary Suszeneion ofof Service

MOTION: Council?nan Arnold moved, seconded by Gallagher, to
direct staff to appear before the Public Utilities Commission hearings
in support of service at Palo Alto airport, but not in support of any
particular carrier seeking certification; staff also directed to file
appropriate documents with the Civil Aeronautics Board opposing
SFO Helicopters' request that only temporary certification be granted
to any carrier authorized to operate on SFO's former route.
The motion carried unanimously on a voice vote.
