with Mayor Wheatley presiding.
Present: Arnold, Beahrs, flerwald, Clark, Comstock, Dias,
Norton, Pearson. Spaeth, Wheatley
Absent: Gallagher
Council Meeting Place
MOTION: Mayor Wheatley moved, duly se,:onded, to adjourn the
meeting to Gunn High School Auditorium at 8:00 p. rn. of this date.
The motion carried unanimously by voice vote.
The Council reconvened at Gunn High School Auditorium at 8:00 p. rn.

Mayor Wheatley announced that the Counc:i1 would meet as a Com-
mittee of the Whole on Thursday, August 6, 1970 at 7:30 p.m. at
Gunn High School Auditorium to continue the discussion of various
aspects of the subject of Housing and, hopefully, to conclude the
hearings on the subject of housing.
Mayor Wheatley called to the attention of all interested persons the
new ruling that all legislation to be put on the November ballot for the
General Election must be submitted on or before August 21st.

The Council minutes of July 13 stand approved as read.
The Council minutes of hay 20 st oorrc_t as follows:
Page 361, line 13: add "nor in Stanford's General Plan and asked
approval for requesting the change of such designation.
Page 362, line 14: Eiersenberg should be corrected to read
Herzenberg.

Parking Authori
MOTION: Councilman Arnold introduced the following ordinance and
moved. seconded by Beahrs, its approval for second reading:
Ordinance No. 2571 entitled "An Ordinance of the City of Palo
Alto, California, Amending the Palo Alto Municipal Cods by
Adding Section 13.1Z. 080 to Title 13 thereof, Declaring Need
for Parking Authority to Function in the City of Palo Alto, Pre-
scribi'ag its Name, Organization, Purposes, Powers, Opera-
tion Management and Financing." (first reading 7/20/70)
In response to questions from Council, City Manager Morgan defined
this ordinance as an enabling ordinance with no commitment upon
passage unless Council itself makes such a comzetitiiient.
MOTION. Mayor Wheatley moved, duly seconded, to hear from the
public even though there is a motion before the fioor.
The motion carried unanimously by voice vote.
Barbara Lee, 154 Bryant Street, spoke in opposition to this ordinance
for a parking authority and also in opposition to the Bryant Street
Project.
Felix Little, 943 Scott Street, spoke in opposition to the, BE y 9nt
Street Project.
Barry Roth, President, California Avenue Association, spoke in
favor of the ordinance. and the Bryant Street Project.
The ordinance was adopted by the following roll call vote:
Ayes: Arnold, Beahrs, Berwald, Clark, Dias, Norton, Spaeth,
Wheatley
Noes: Comstock, Pearson

MOTION: Mayor Wheatley moved, duly seconded, to hear from the
public at this time.
The motion carried on a unanimous voice vote.
Dorothy Reed, League of Women Voters, asked the Council to defer
action on this :ratter until the housing problem has been resolved.

Tim Gadus, 895 Wit, asked the Courcil to consider using the old
City Hall as a child care center for working parents.

MOTION: Councilman Clark moved, seconded by Berwald, to direct
staff to call for bids for construction of the final plans for Phase I
of the Community Cultural Center plus Add Alternatives Nos. 1
through 5, staff to report back to Council after receipt of such bids.
The motion carried on a unanimous voice vote.
Irrigation S ystem IrnRrc•-iements
Rinconad:a Park Project rTo. 69-36
MOTION: Councilman Arnold moved, seconded by Comstock, that
the Mayor be authorized to execute a rontract with Dennis R. Gibson
and Company of Palo Alto to perform various irrigation system
improvements in the amount of $':2, 575.
The motion carried on a unanimous voice vote.
Miscellaneous Park Walkways Renovation
Project No. 69-37 (CMR:600:0)
MOTION: Councilman Comstock moved, seconded by Beahrs, that
all bids for Bid Item 1 be reject.d and that the Mayor be authorized
to execute a contract with Wenrick and Associates in the amount of
$9, 360 (Item Alternate A) for renovating certain existing walkways
in the Cifyts park system.
The motion carried on a unanim.3us voice vote.
"Downtown"
Councilman Berwald moved, seconded try Comstock, that a design
study of the downtown area as contemplated by Councilran' B erwald' s
letter of Italy 2, be referred to the Planning and Procedures Com-
mittee and the recommendations of that committee be brought back
to the Council.
MOTION: Councilman Comstock moved, seconded by Clark, to hear
from the public although there is a motion before the floor.
The motion carried by unar_i*nous voice vote.
Jeffrey SIOINNOMIP, 117 ttnive t ba, :c, (x mxnswer to Mayor Wheatley,
advised he has no other local address) spoke against the Bryant Street
Project and other high rise financial projects in the City.
Ellen Wilson, Colorado Avenue, spoke against the Bryant Street
Project.
Crystal Gar age, Downtown Palo Alto, Inc., urged the Council to
approve Councilman Ber waid's proposal fora design study of clowutuwa.

Barry Roth, 445 Sherman, asked the Council to study Central Palo Alto.
Kent Hutchings, 376 Addison Avenue, asked the Council to stop the
deniolition of low cost housing, free political prisoners, and silence
the police.
Richard Schwsrinsberger, 2056 Amherst, urged improvement of
human relations.
CLARIFICATION: In response to questions from Council, Council-
man Berwald stated it is the intent of his motion that the referral
to the Planning and Procedures Committee is not for them to make
the study or get into the study but to come back to the Council with
scow n endiatioil as to whether the Council wants the study.
MOTION: Councilman Spaeth moved, duly seconded, to table the
motion.
The motion to table was defeated by the following roll call vote:
Ayes: Arnold, Clark, Comstock, Dias, Spaeth
Noes: l3eahrs, Berwald, Norton, Pearson, Wheatley

The Council recessed at 9:30 p.m.
Location of Council Meetings
MOTION: Councilman Spaeth, seconded by Pearson, moved to direct
staff to prepare an o dinance to provide the Mayor and the Council
with a majority vote to change the place of Council meetings upon
twenty four hours notice.
The motion carried unanimously by voice vote.
11:00 O'clock Curfew
MOTION: Mayor Wheatley moved, duly seconded, to hear from the
public.
Tim Gallus, 11? University, spoke in opposition to the sound ordinance.
Kent Hutchings, 376 Addison, spoke of racism and used obscenity.
Mayor Wheatley directed that the microphone be turned off.

POINT OF ORDER; Councilman Arnold stated that a number of
those persons present were interested in other items on the agenda
but that Council were unable to hear or to conduct any business due
to the disruption, and he would move to adjourn the meeting if the
disruption should continue.
Mayor Wheatley announced the Council would only hear from those
persons recognized by the chair,
Jim Schoc , no address given, spoke in opposition to the sound
ordinance.
Bob Cullenbine, 2875 Ramona Street, spoke in opposition to the
sound ordinance.
Wayne Moore, 117 University Avenue, spoke in opposition to the
sound ordinance.
MOTION: Councilman Pearson introduced the following ordinance
and moved, seconded by Comstock its adoption:
"Ordinance of the Council of the City of Palo Alto Repealing
Section 9. 12.010 of the Palo Alto Municipal Code Regulating
the Use of Loudspeakers and Declaring an Emergency"
AMENDMENT: Councilman Arnold moved, duly seconded, to amend
ordinance
nce by deleting the word "the" in the first sentence of
the v: �:z�za�z:6.- ..,
section 1(a) and substitute the word "some."
The amendment carried by a majority voice vote.
The ordinance was defeated by the following roll call vote:
Ayes: Comstock, Pearson
Noes: Arnold, Beahra, Berwald, Clark, Dias, Norton, Spaeth,
Wheatley
MOTION: Councilman Arnold moved, duly seconded, to adjourn the
meeting until 7:30 p.m. Monday, August 10, 1970.
The meeting adjourned at 11:10 pain.
