" Governor, the Legislature, and the Director of the Department of
Water leaourcea of the State of California to allocate auf ficient
monies in the State budget for the construction of Stage I of the
South lay Aqueduct Projects and for the acquisition of rights of
way for that portion of the South Bay Aqueduct Project from the
termination,of Stage I to the Airpoint Reservoir in Santa Clara
County.

Whereas, the City Engineer has received a. letter dated April 9, 1959
from L. J. Brundige t Manager, San Jose Division, Pacific Gas and Electric
Company seeking the City's preliminary authorization for the expenditure o!
$8, 500. 00 for purposes more particularly set forth in said letter, a copy of
whii::h is affixed hereto and incorporated herein and,
Whereas, the City Engineer c9nsiders it desirable that the Council state
its position to the effect that it ap'Proves in principle to the said proposal, pend-
ing negotiation of minor d ... tails and reducing to written contract form.
Now. therefore, it is hi~reby resolved that the City agrees in principle
to the payment of the sum of noi: to exceed $8, 500. 00 as its share of said pro-
ject, subject to the negotiatlOn of details of said agreement and reducing thereof

7:30 p. m. of said day, :l..n the Cou.ncil Chambers in the City Hall .
in the City of Palo Alto, County of Santa Clara, State of California,
is hereby fixed as the time and place when and where any person
owning real property within the uninhabited territory above des-
cribed and proposed to be annexed to the City of Palo Alto and
having any objectious to the proposed annexation may appear before
the Council of the City of Palo Alto and show cause why such un-
inhabited territory should not be so annexed to said City of Palo
Alto. Such protest must bt:-in writing, may be filed at any time
before the hour set for hearing objections to the proposed annexa-
tion, and shall state the name or names of the owner or owners of
prokJerty affected and the description and area of such property in'
general terms.
Section 4. The City Clerk of the City of Palo Alto is hereby
authorized and directed to cause a copy af this resolution to be
published at least twice~ but not oftener· than once a week, in the
Palo Alto Times, a newspaper of general circulation published in
said City of Palo Alto, the city to which it is proposed to annex
the aforesaid territory, and alao in the Sa.n Jos.~ Poat-Record,
a newspaper of general circulation published outsid-:-the City of
Palo Alto but in the County of Santa Clara, California, the county
in which is located the territory proposed to be annexed to the
city, said publication to be complete at least twenty days prior to
the date set for the hearing.
And the said City Clerk is further authorized and directec! to
cause written notice of such proposed annexation to be mailed to
each person to whom land within the territory proposed to be
annexed is assessed in the last equalized county assessment roll

A RESOLUTION OF THE COUNCIL OF THE
CITY OF PALO ALTO RECOMMENDING DESIGN
STANDARDS FOR JUNIPERO SERRA FREEWAY
WHEREAS, since the advent of the "freeway" in California,
the San Francisco Bay Area, and especially the Peninsula, t~1ere
has been an ever-growing concern of many of our citizens over
the absence of a truly creative and aesthetically satisfying
relationship between the r.'r<~P..~lflY arid thE' land forms .~rid communi i.:1 characteristics through which it traverses, and
WHEREAS, examples such as Bayshore, Embarcadero, and other
freeways have set a formidably alarming backdrop for the (ie :>ign
of Junipero Serra, a ·freeway which will pass through the most
outstandingly beautiful sectipn of our Peninsula, and
. WHEREAS, the· apparent implications of th~s were of such
magnitude that .the format·ion of a Freeway Design Committee was
.sp~mtaneously initi.ated by·citizens from the three Peninsula
counties of Santa Clara, SanMateo, and San Francisco, and the
formation of the Peninsula Highway. Policy Committee.,· composed
of County Supe:tvisors and City Cou·.1cilmen has been consumn'lated .
. This .Committee· has met and has adop.ted the following cri te:ria
as worthy objectives for the design and execution of the Junipero
Ser:ra Freeway: . ' 1. That. the natural beauty of the area wherein the
freeway is located is fully preserved.
' . 2. That the freeway be desig'ned·to follow· the natural·
contour of the ground' as much as practicable and
yet maintain grades and.standards for maximum
safety of driving.
3. That th~ median area and widths of right-of-.>Jay
vary in width to meet the unusual topographic
conditions and to avoid drastic cuts and fills
which will mar the natural terrain.
4. That the project be landscaped with native plant
materials which will obliterate construction
grading as much as possible, screen off areas of
incompatible use and effect other arrangement
of planting in the interest of safe driving.
S. That all grade separations, bridges, and other
structures be designed to achieve an excellenc~
of aesthetic appearance and that they be built
of such materials which will blend appropriately
with the landscape.
WHEREAS, it is our belief that the State Highway Design
engineers and the Bureau of Public Roads officials of the
Federal Government desire this high excellence of design,
NOW, THEREFORE, BE IT RESOLVED, that the City Council

A RESOLUTION DECLARING REAL PROPERTY SURPLUS TO
THE CITY'S NEEDS AND AUTHORIZING S~LE THEREOF TO
THE COUNTY OF SANTA CLARA
The Council of the City of Palo Alto resolves:
Section 1. The following described property is hereby declared
surplus to the needs of the City and its sale to the County of Santa
Clara is hereby authorized for th~ price of $74,700.00:
All that certain real property situated in the
City of Palo Alto, County of Santa Clara, State
of California, more particularly described as follows:
BEGINNING at the point of intersection of the South-
westerly line of Park Boulevard (formerly Third Street)
as said Boulevard exists sixty feet in width, with the
Southeasterly line of Sherman Avenue (40 feet wide);
thence running Southeasterly along said line of Park
Boulevc1rd 260. 00 feet to a point on the Northwesterly
line of Grant Avenue (60 feet wide); thence Southwesterly
along said line of Grant Avenue 191.57 feet to the most
.southerly corner of Lot 88 as shown upon thot certain
Map ent1tled "Mayfi.eld, as surveyed for W. J?aul, Esqr."
which Map was filed for record in the Offic•• 0£ the
Recorder of the County of Santa Clara, State of California,
on July 9, 1867 in Volume "C" of Miscellaneous Records, at
page. 641; thence Northwesterly, along the Southwesterly
linesof Lots 88 and 87 as shown upon said Map, 260 feet
to the most Westerly corner of said Lot 87, said last
named corner being also a point upon the above mentioned
line of Sherman Avenue; thence Northeasterly along said

A RESOLUTION URGING A FAVORABLE VOTE ON THE
FOOTHILL LAND ACQUISITION AT THE ELECTION OF
MAY 12., 1959
The Council of the City of Palo Alto resolves:
Section 1. This Council has on December 8, 1958, unanimously adopted its
resolution authorizing the execution o! the contract with Dr. and Mrs. Lee for the
acquisition of certain Foothill lands which will be voted upon by the people of the
City at the election of May l?., 1959.
Section 2. The !acts which the Council then considered and now considers to
make this a most attractive transaction for the City are:
1. The acquisition and development of a mountain-type park has been
included in the City's General Plan since 1955. In 1958 the City Council
reaffirmed this policy and established as a guide that the land acquired
for a City mountain pal'k be located m an area not more than one hour's
drive from the City.
2. The City Attorney advised and the Seller's attorneys concurred that the
contract was entered into under powers granted to us b'/ the Constitution
of the State of California and the Charter of the City of Palo Alto,
3 .. Qualified real estate appraisers, bankers, realtors, land developers,
civil engineers a.nd others whose opinions regarding land values are
realistic and respected have advised the City Council that the land has
a value far in excess o! that which the seller has established. As a
further indication of this fact, informal offers well in excess of the
purchase price have been made to thE" owner and to members of the City
Sta!£. The cost of acquiring this land and the improvements thereon has
been set at $1, Z94, 000 to be paid over a perio'd of seven years, interest
free.
4 .• The purpose of acquiring this land is to preserve 'a. beautiful natural
area where a foothill park and nature conservatory can be maintained
for the people of this City. All of this land and more m the same
general area is now in the City of Palo Alto, having been annexed on
February 13, 1959. Municipal services of all types, including
utilities at the expense of the p1·operty owners and in conformance with
City po bey, will be extended to this area as soon as practico.l and as
demands so require. The fact that the City has a park in this are.'l will
have little or no effe~t upon this program of extending services. In
fact, if a large area is allowed to remain basically in its natural state
the cost of services will be considerably less than if the entire area
were to be developed with homes. The claim by the opponents of this
program that ~he purchase of the foothill lands will result ui: the
.expenditure of millions of dollars for utility development is completely
w'ithout basis.
s. The City of Pa lo Alto and the County of Santa Clara have an obligation
to preserve as much open land as possible for the future enjoyment of
the people of this area. This i! our pa:r.k, to be developed and managed
as we desire!, supplementing an already outstanding system of neighbor-
hood and district parks and· other rect'eation facilities known and
admired throughout the nation.

people of this City so desire, the development of this park can be kept

a water supply arid· unique structures, including a Japanese Tea House
and garden and a magnificent stable,
7. The Pal·o Alto City Council. is ·not :J·anning a part of this area for real'
estate subdivisi•ln and speculatio:<. The only statements rega'!'ding this
matter have been made to .illust:~ai:~ the option which the people of this
City have shou.ld they decide in the future that a portion of this land
should be· released, · Should the.re eve.r be any release cf portions of
this land, the peo.ple of' this C;t;y will be the sole beneficiaries.
8. Th.e acquisition of thui land by the City of Palo Alto. has been the most
publicized single e,vent i~ the 1:'10dern history 0£ this C'ity, The Superior
Court of. .the State of California has ~uled that this matter is an·
appropriate one for· the ·people of this City to decide throµgh their
ballots. . · · · ·

WHEREAS, in the opinion of this Council, a better price
for the bonds in the above project will not be obtained by their
being offered at public sale, and the public interest and economy
will be served hereby;
NOW, THEREFORE, IT IS HEREBY ORDERED, as follows:
l. That the bonds in the amount of $18,662.97 issued
pursuant to Re.solution cf Intentiou No. 3060 adopted by this
Council on December 22, 1958, be, and they are hereby, ordered
.;:.,ld to the City of Pai.,o Alto for the par amount thereof without
accrued interest to the date of delivery, said bonds to bear
incerest at the rate of 4% from their date to their respective
dates of maturity.
2. That a warrant be issued by said City for said amount
and that said bonds be retained by the City Treasurer for the

AUTBOllIZING DISPOSITION OF THE PROPDTY TO PACIFIC GAS AND ELECTRIC COMPANY.
The Council of the City of Palo Alto does resolv~ as follows:
Section l. Since 1931 the City of Palo Alto has been a party
to a contract for the joint use of poles between the City, the
Pacific Gas and Electric Company and the Pacific Telephone and
Telegraph Company providing for joint ownership of utility. poles
where jointly used.
Section 2. A 1/3 interest in 14 55-foot poles and a % interest
ln 3 55~foot poles together with a 1/3 interest in l 8-inch expansion
anchor, all of said facilities being located on Alma. Street between
Charleston and San Antonio Roads, Palo J~to are hereby declared
surplus to the needs of the City.
!!£.tion 3. The Council hereby finds and determines that the
sale of such interest by bidding procedure would serve no useful
purpose. Mo one other than Pacific Gas and Electric Company is
in any position to buy or use such interest.
Section 4. The City Manager is hereby authorized to execute
a Bill of Sale to Pacific Gas & Electric Company to the property
described above in substantial c:n.npliance with the form submitted
herewith and hereby approved.
