July 13, 1970
The Council of the City of Palo Alto met on this date in an adjourned
meeting of July 6, 1970 at 7:30 p.m.
Present: Arnold, Beahrs, Berwald, Clark, Comstock (arrived
8:45 p.m.), Dias, Gallagher, Norton, Pearson,
Spaeth, Wheatley
Absent: None
Mayor Wheatley read the motion before the Council:
-Councilman Comstock moved, seconded by Pearson, to refer
the matter of low-moderate--cast-housing to the Planning Corn-
mission for a complete review and develop alert of a policy
action considering material proposed here on July 6 along
with other concepts; subsequent Council action in referral
to reflect Planning Commission recommendations."
MOTION: Councilman Berwald moved, seconded by Norton,
from the public although there is a ,notion on the floor.
The motion was approved by unanimous voice vote.

Jerry Ford, 436 Palo Alto Avenue, Temporary Chairman of the
East Palo Alto Tenants Union, read a list of demands regarding
low cost housing and stated that the City would be burned if demands
are not net.
Jean Hobson, 656 Channing, Palo Alto Tenants 'anion, urged the
Council to assist those recently evicted.
Mrs. William Cane, 636 Webster Street, read a prepared state-
ment from the Palo Alto Tenants Union concerning families evicted.
Bob Cullenbine, 2875 Ramona Street, spoke on low cost housing
being torn down and not being replaced.
John Logan. 653 Horner, read a letter from Mid -Peninsula Com-
munity House urging that a special meeting on housing be held in
early August.

Citizen, 367 Addison Street, read a prepared statement on evictions
and low cost housing.
D. G. Larson, 2459 Greer Road, spoke against subsidizing low cost
housing.
Bruce Brandt, 434 Addison Avenue, read a statement from the First
Presbyterian Church urging Council to actively attempt to solve the
problems of low cost housing.
Dr. Rodney Beard, 542 Alvarado Road, representing the Senior Co-
ordinating Committee of Palo Alto, spoke in favor of proceeding
slowly with re -zoning and peotection of older people in their homes.
Joe Woodard, 365 Wilton Avenue, spoke in favor of low income housing.
Jan C. Siren, 380 Curtner Avenue, spoke about overcrowded condi-
tions and against further business being built to bring in more people.
Charles Noble, 117 University, spoke in favor of moving the meeting
to a larger facility.
MOTION WITHDRAWN: Councilman Comstock, with the consent of
his second, withdrew the motion on the floor for referral.
MOTION: Councilman Spaeth moved that a Committee of the Whole
meeting be called by the Mayor at such place as convenient for the
perposc of considering the entire subject of sow/moderate income
housing.
Janet Wiess, 376 Addison, spoke against continuing the subject to
another meeting.
(The Council recessed from 8:45 p.m. to 9:00 p.m, )
Due to a disturbance in the Chambers Mayor Wheatley directed City
Attorney Stone to read the following section from Section 403 of the
California Penal Code:
"The public business of this city must go forward in an orderly
and democratic manner allowing for those who have business
before the Council to speak without the harrassment and dis-
ruption by others."

MOTION WITHDRAWN: Councilman Spaeth withdrew his 'notion.
MOTION: Councilman Arnold moved, seconded by Dias, the matter
of lowimoderate income housing be referred to the Committee of the
Whole meeting to take place on July 27, 1970. This.meeting will be
held in lieu of the regular meeting of the Council of this night. C -

includes location to be in a place of considerable size so that those
wishing to speak will be able to do so, location at the discretion of
the Mayor.
MOTIC►N RESTATED: Councilman Arnold with the consent of his
second restated the motion that the matter of low/moderate income
housing to be considered at a Special Meeting of the Committee of
the Whole to take place on July 27, this meeting to be held in place
of the regular meeting with the location to be announced by the Mayor.
AMENDMENT: Councilman Arnold moved, seconded by Spaeth, re-
questing staff to provide Council in the interim with analysis and
comment on the Mountain View Housing Element as co:'apared with
that of Palo Alto and to report on the state and federal relocation
provisions,
The amendment carried on an unanimous voice vote.
AMENDMENT: Councilman Pearson moved, seconded by Comstock,
that the City, staff be directed tc- draft an ordinance which would re-
quire a private developer to provide for low income housing to total
houses removed or a dernolition tax an any low income houses he
attempted to demolish.
AMENDMENT RESTATED: Cou lcihn n Pearson with consent of her
second retated the motion to direct staff to prepare a report on the pos-
s3bility of'a demolition .t a x for a developer who intends to demolish
low income houses and also a report on types of ordinances that
could be drafted which would require developers of properties to
provide low income housing equivalent to the total number of housing
units removed.
The amendment carried unanimously.
AMENDMENT: Councilman Pearson moved to amend the motion to
direct the staff to report on the establishment of a housing fund,
establishment of a land bank, how'. this is done in other cities and
whether it has worked anywhere else, also show costs to the City
of Palo Alto,

meeting at 9:40 p.m.
