The Council of the City of Palo Alto met on this date at 7:�0 p. m.
with Mayor Arnold presiding.
Present: Arnold, Beahrs, Berwald, Clark, Dias, Gallagher,
Norton, Pearson, Spaeth
Absent: Comstock, Wheatley
Be -In Study C:oi nittee Report
Councilman Gallagher presented the Be -In Study Committee Report
dated April 2, 1970.
Steve Gayle, President of the Youth Advisory Council, advised that
his group has appointed a task force to look into the report of the
City Council's Be -In Study Committee and requested delay in con-
sideration of the recommendations of the Be -In Study Committee
for two weeks pending completion of the Youth Advisory Council task
force investigation.
Discussion followed concerning the desirability of deiav_inz consid-
eration of the Cornmitteets recommer_datiork of an ordinance to pro -
the use of loudspeakers between 11 p.m., and an hour after sun-
rise and an ordinance requiring that t',roups using the parks provide
crowd monitors; whether the: Youth Advisory Council could be expected
to oppose the proposed ordinances; the desirability of looking at the
(7:ar-nn-uttee report from the point of view of Youth Advisory Council
members; the fact that both proposed ordinances require second
reading resulting in a two-week delay of final action in any case; the
prof Piety of the Youth Advisory Council making a study of a City
Council Committee's report; and the extent to which young people
have participated in the meetings conducted by the Cornrnittee.
MOTION: Councilman Spaeth moved, seconded by Clark, to continue
consideration of the recommendations of the Be-ln Study Committee
for two weeks (April 20, 1970).
The motion carried on the following roll call vote:

Resolution No. 4343 entitled "Resolution of the Council of the
City of Palo Alto Expressing Appreciation to Edith D. Holt Upon
Her Retirement"
The resolution was adopted unanimously by voice vote.
Middlefield Road Under round Conversion
Iinprovement Project No. 68-86 (CMR:494:0)
MOTION: Councilman Norton moved, seconded by Sp.ieth, that in
regard to the Middlefield Road Underground Conversion Improvement
Project No. 68-86 that the Council authorize execution of the joint
construction agreement, accept the plans and specifications and
direct the staff to request sealed proposals for the work,
The motion carried unanimously by voice vote.
Electric Utility xcise Tax -
Assembly Frill 908 (CMR:491:0)
MO`fICN: Councilman Dias introduced the following resolution and
moved, seconded by Spaeth, its adoption:
Resolution No. 4344 entitled "Resolution of the Council of the
City of Palo Alto Opposing the Enactment of Assembly Bill 908
Irn;Cosing a Tax on Municipal Sales of Electricity"
The resolution was adopted unanimously by voice vote.
Appointment of Fire Chief (CMR:493:0-B)
City Manager Morgan introduced William J. Korff, Assistant Fire
Chief, and requested approval of appointment of Mr. Korff as Fire
Chief.
MOTION: Councilman Beahrs moved, seconded by Gallagher, to
approve the appointment of William J. Korff as Fire Chief.
The motion carried unanirtl yAsly by voice vote.

MOTION: Councilman Clark introduced the following ordinance and
moved, seconded by Beahrs, its adoption:
Ordinance No. 2553 entitled "Ordinance of the Council of the City
of Palo Alto Adding Chapter 9. 60 to the Palo Alto Municipal Code
Regulating Activities on the Civic Center Block and Declaring An
Emergency"

Youth Advisory Council -
Referrals re Vandalism and Theft
MOTION: Councilman Berwald moved, seconded by Spaeth, that the
Council refer for recommendation the subiect of vandalism and theft
to the Youth Advisory Council.
The motion carried unanimously by voice vote.
Jurisdictional Coo eration re
Improvement of Water Quality
MOTION: Councilman Berwald moved, seconded by Beahrs, that the
City Attorney be authorized to prepare a resolution commending the
Beard ofSup ervisor.=-for r thei recent-action and memorializing them
to assist in the development of inter -municipal or sub -regional co-
operative efforts in improving the quality of southbay waters.
- The motion carried unanimously by voice vote.

Committee re Solid W+Vaste_Disposal
MOTION: Councilman Betwald moved, seconded by Norton, that
the Council approve establishment of a citizens advisory committee
for research on solid waste disposal.
The motion failed by majority voice vote.
Oral Communicatiors
1. Speaker (no name or address given) asked why no one had
- been recognized to speak in regard tot the ord n.ance regu-
kating activities in thi Civic Center Block (see above -
Ordinance No. 2553). Mayor Arnold explained that once a
motion is on the floor, the public cannot be heard unless
another motion to hear from the public is first made,
seconded and passed, and no such motion was made. Mayor
Arnold further informed the speaker that it is the usual
Council custom to hear from anyone wishing to speak to an
item before the Council, but that those who wish to do so
should prefersbly "notify► the Mayor or the Clerk in advance,
but Should at least indicate their desire by .standing or ap-
proacbi4,` the microphone at the appropriate time.

2. Tirn Gaddus, 943 Bryant Street, Palo Alto, warned Palo
Alto to gird itself for a new period as many people are no
longer willing to talk.
3. John Milwit; 1061 El Camino Real, Menlo Park, commented
on his negative feelings regarding the new Civic Center.
4, Jan Aarts, 561 Jackson Drive, Palo Alto, complimented
the Council on the new Civic Center and urged as many
citizens as possible to bring their families to attenu 'he
dedication ceremonies on Saturday, April 18, 19710.
(The Council recessed into executive session from 9:15 p. m. to
10:25 p.m.)
Appointment of Planning Commissioner
Mayor Arnold announced that during the executive session the Council
had approved the appointment of former Councilman Robert S. W. Cooley
to the Planning Commission to fill the unexpired terra of Planning
Commissioner A. William Bloom (term expires June 30, 1973).
Councilman Pearson requested that her "No" vote on the appointment
of Mr. Cooley be recorded.

Mayor Arnold announced that during the executive session the Council
had approved the appointment of Mrs. Kay Farish of Palo Alto as
City Clerk.- Mayor Arnold stated that Mrs. Farish's appointment
would be effective Monday, April 20, 1970 and her salary would be
$10,000 per year.
Adjournment
There being no further business, the Council adjourned at 10:30 p. m.
