September 13, 1971
The City Council of the City of Palo Alto met on this date at 7:30 p.m. in
a mauler meeting with Mayor Comstock presiding.
Present: Berwald, Comstock, Dias, Henderson, Norton, Pearson, Rosenbaum
Absent: Beahrs, Clark
Mayor Comstock welcomed twelve students from Cubberley "Alternative" High
School, attending their first Council meeting with their teacher,
Jim Warford, who explained that the students were here "to see government
in action."
Mayor Comstock announcr'd that in view of the League of California Cities
Conference to be held in San Francisco September 26.29, the City
Council meeting of 9!27/71 will be cancelled.
Public Hearin&

Mayor Comstock declared the Public Hearing open.
City Manager Noreen confirmed that co written protests had been received.
No one from the audience wiahing to speak to this item, Mayor Comstock
declared the Public gearing closed.
Councilmen Pearson requested that the record show that her husband's
company, Pearson Electronics, owns property within the District under
d is cuss ion.
City Attorney Stone confirmed that no conflict of interest exists in
connection with this property ownership.
MOTION: Councilman berwald introduced the following ordinance and moved,
seconded by Henderson, its approval for first reading:
"AN ORDINANCE .AMENDING SECTION 12.16.020 OF CHAPTER 12.16, TITLE 12
OF THE PALO ALTO MUNICIPAL CODE BY ESTABLISHING UNDERGROUND
UTILITY DISTRICT NO. 14" (second reading 10/4/71)
The ordinance was approved for first reading by unanimous voice vote.
Joint Peters Agreement for

Mayor Comstock asked City Manager Noreen to report.

City Manager Morgan drew Council's attention to the Joint Exercise of
Powers Agreement which was placed before them this evening calling for creation
of the Regions'. Criminal Justice Planning Board. He summarized the contents
of the Agreement and responded to questions from Council on this subject.
Mayor Comstock recognized Jeff Youdelman, who had requested to speak
to this subject.
Jeff Youdelman, 720 Waverley, said that he would decline to comment.
MOTION: Councilman Berwrsld introduced the following resolution ;ind
moved, seconded by Norton, its adoption:
RESOLUTION NO. 4504, ENTITLED "RESOLUTION OF THE CITY OF PALO
ALTO ENDORSING AND ADOPTING THE REGIONAL CRIMINAL PLANNING
BOARD CONCEPT AND AUTHORIZING EXFCUrTION OF JOINT EXERCISE
OF POWERS AGRgE} ENT TO CREATE SANTA CLARA COUNTY REGIONAL
CRT.MINAL JUSTICE PLANNING BOARD"
The resolution was adopted on a unanimous voice vote.

MOTION: Councilman Dias introduced the following ordinance and moved,
seconded by Comstock, its approval for first reading:
ORDINANCE OF THE COUNCIL OF THE CITY OF PALO ALTO AMENDING
SECTIONS 2.24.140, 5.20.230(b) and 22.04.150(a) OF THE PALO
ALTO MUNICIPAL CODE TO PERMIT USE OF THE PALO ALTO MUSE
DISPOSAL AREA IN FOOTHILLS PARK BY NON-RESIDENT, REGULAR,
OR PART-TIME CITY EMPLOYEES AND TO INCREASE TEMPORARY
DISABILITY PANTS (second reading 10/4/71)
The ordinance was approved for first reading on a unanimous voice vote.
MOTION Councilman Henderson introduced the following resolution and
moved, seconded by Dias, its adoption:
RESOLUTION NO. 4505, ENTITLED "RESOLUTION OF THE COUNCIL OF THE
CITY OF PALO ALTO AUTHORIZING THEAPPTICATION OF RESIDENTS' FEES FOR
ALL REGULAR OR PART-TIME EMPLOYEES OY THE CITY OF PALO ALTO
FOR ACTIVITIES UNDER THE ADMINISTRATION OF THE DEPARTMENT
OF COMMUNITY SERVICES"
The resolution was adopted on a unanimous voice vote.

Mayor Comstock asked City Manager ?Morgan to report.
City Manager Morgan introduced Fire Chief William Korff and said that
Chief Korff would make a presentation to the Council identifying the
duties of the Pire Department.

Chief Korff gave a complete report on the duties and activities of the
Fire Department, using slides tc illustrate his presentation.
Members of the Council raised questions to which Chief Korff responded.
Mayor Comstock, on behalf of the City Council, thanked City Mager
Morgan and Chief Korff for the excellent presentation.
San Jose -Pala Alta Transit Authority
Mayor Comstock asked Councilman Rosenbaum to report,
Councilman Rosenbaum stated that the Transit Authority Board met on
September 10 and it was agreed that each of the participating cities
would appoint a Citizen's Advisory Committee. He requested
that Council cr citizenawho might wish to suggest names of organizations
or individuals for Palo Alto's Advisory Committee, submit rimes to
Councilman Dias or himself. He added that the membership of these
committees would be advised to the Board at its next meeting on
September 23rd.
Mayor Comstock announced thatCouncil would adjourn to Executive
Session, at request of the City Attorney.
The Council met in Executive Session from 9:15 p.m. to 9:55 p.m.
Oral Communications
Olive -West Meadow Traffic Study
Walter Davenport, 4050 Park Boulevard, member of the Ad Hoc Com-
mittee on Olive and West Meadow traffic, requested a report from
the City Manager on what has been done in this area to help
ameliorate the problem since the Council .meting of August 9,
1971, and what is planed in terms of a long-term study.
City Manager l4organ stated emergency meaauree were imple-
mented immediately following Council's actions at the meeting of
August 9. Further studies to provide a long term solution
are under :onaideration and would be presented to Council
soon. He _added that it has become clear that the minimum
period of ninety days for such a study would not be
sufficient.
2. Land Use -- Historical Structures
Johnson C. Montgomery, 950 University, spoke on the subleet of
land
la use _ and in particular referred to property at 930 University
Avenue, which be urged Council to designate as an historical
structure.
3. Establishment of a Residential motorcycle Park
Randall Espinosa, 2657 Cowper Street, Palo Alto, appealed in
behalf of motorcycl: operators for the establishment of a City
operated residential motorcycle park.
