The Council of the City of Palo Alto met on this date in an adjourned
meeting of January 11, 1971, with Mayor Wheatley presiding:

organizing authority through joint powers for the establishment of
a Peninsula Regional Park as consistent with the ABAG regioea1
plan.
Councilman Norton described the activities and progress of a group
of concerned citizens who are taking steps to form a regional park
district under the State law established in 1939 for the East Bay
Park District,
City Manager Morgan advised the Council they had a contract with
Livingston and B1ayr_ey to complete studies of effectuation and im-
plementation for preserving the foothill lands as open space, and
since that report had not yet been received any action on this matter
rri.i.ght be premature.
Willow Road Expressway
Councilman Comstock requested the Mayor to recognize a group of
citizens .oncerned with the proposed Willow Road Expacea a .
The Mayor recognized the public at this time.
Jay Allan Eisen, Legal Aid Society of San Mateo County, presented
a statement expressing concern over the displacement of many resi-
dents in Sar, Mateo County by the construction of the proposed Willow
Road Expressway. He urged the Councils of Palo Alto and Menlo
Parr to adopt a resolution to be sent to the State Highway Co.i::.iiies:ion
which would request that the road not be built unless the affected
housing would be replaced.

Ida Morris, 140 Baywood Road, Menlo Park, spoke in protest
against the Willow Road Expressway and introduced a film strip
which the residents along the proposed expressway route had
produced.
Guy Burton, 5 Cotton Place, spoke in protest to the Willow Road
Expressway, stating there was no available housing for re -location.
Caroline Wood, 453 Concord Drive, spoke of general concern over
bay area pollution and expressed the opinion that construction of
the proposed Willow Road Expressway would increase pollution in
this area.
Dave Ra.nsame, 414 Willow Avenue, Menlo Park, spoke in protest
of the Willow Road Expressway and stated the housing aspects of
the problem are very acute.
Councilman Norton arrived at 8:55 p.m.)
Oral Communications
John Hargis, 152 Emerson, expressed disappointment that
none of the Councilmen had made an effort to speak with him
concerning the Willow Road Expressway and asked why the
citizens of Palo Alto were not being given the_ opportunity t
vote on the issue.
Z. Mirni Webber, 261 Webster, spoke in protest against the
Willow Road Expressway and stated it had been stopped
before by a law suit brought by citizens of Menlo Park.

Site and Design Control
3939 Fabian Way
Planning Commissioner Gordon advised the Council the Planning
Commission had unanimously recommended approval for Y,he request,
but had some reservations about the 80' height of the base.
Director of Planning a i Community Development Fourcroy stated
that the applicant had rised that when the necessar1 tests had
been made on the bas' he base would be removed, and the site
restored ro employee Parking.
In response to questions from Council, Planning i omsiaisioner-
Gordon advised that Site and Design Control applications do not
require public hearings.
Mayor Wheatley asked if there were objections to hearing from the
applicant.
There were no objections.
Harold Avery, Facilities Manager, Philco Ford, stated that the
antenna base will be virtually invisible since it is located between
two buildings, and that Philco-Ford had not made an effort to advise
the nearby residents because of this fact.
MOTION: Councilman Dias moved, seconded by Clark, to uphold
the recommendation of the Planning Commission to approve the
application of Philco--Ford Corporation for Site and Design Control
approval for the construction of an antenna base at 3939 Fabian Way;
Zone district D-1-5-10.
The motion carried by unanimous voice vote.
Appreciation to Jess A. Nichols

MOTION: Councilman Dias introduced the following resolution and
moved, seconded by Gallagher, its approval for adoption:
Resolution No. 1449 entitled "Resolution of the Council of the
City of Palo Alto Expressing Appreciation for the Long and
i-aithfui Service of Jess A. Nichols."
The resolution was adopted by unanimous voice vote.

MOTION: Councilman Dias moved, seconded by Gallagher, to file
without protest the application for a "Club" License, Palo Alto
Office Center Men's Club.
The motion carried by unanimous voice vote.

table this item.
