The City Council of the City of Palo Alto met on this date at 9:45 p.m.
in a Special meting for the purpose of holding an Executive Session
to discuss personnel matters with Mayor Comstock presiding.
Present: Beahra, Berwald, Clark, Comstock, Henderson, Norton,
Pearson, l.osenbaum, Seman

The Council reconvened at 10:17 p.m. in the Council Chambers. Mayor
Comstock announced that the City Council in Executive Session made
two Planning Commission appointments by unanimous decision for the
full four-year terms beginning August 1, 1972:
Mrs. Frances H. Brenner, 10 Phillips Road, Palo Alto
for a term ending July 31, 1976
Mr. George Coy, 535 Ramona Street, Palo Alto
for a terra ending July 31, 1976
Councilman Berwald requested the record show that without any preju-
dice of one of the appointments he had dissented from the appoint-
ment of Mr. Cody.

The City Council of the City of Palo Alto set on this date at 7:35 p.m.
in a regular meeting w'sth Mayor Comstock presiding.
Present: Mehra, 8eervald, Clark, Comstock, Henderson, Norton

Councilman Henderson referred to Page 236, first paragraph on this
page, and said he believed that these remarks were made by Councilman
Beaehrs, and the minutes should so state.
MOTION: Mayor Comstock moved, seconded by Pearson, that the minutes
of July 24 be approved ac corrected.
The motion passed on a unanimous voice vote.

Mayor Comstock noted that a verbatim transcript of the item concerning
Open Space is on file in the City Clerk's office.
Councilwoman Pearson referred to Page 258, the item concerning the
Animal Services Program. She requested that the following be inserted
after the title of the crdinance: "Councilwoman Pearson expressed strong
indignation regarding the obvious and blatant opposition by the Veterin-
arian Medical Association to the City -owned .spay and neuter clinic. She
further felt it would be insulting to anyone who might want to take
savantage of the City's spay end neuter facilities to be required, ass
advocated by the Veterinary Medical Society, to prove oneself poor,
elderly, etc. The only way to do this would be by the use of an income
tax statement. She further noted that the present veterinary foe* for
spaying one smell dog would begin at fifty dollars and one cat at
forty dollars, which is eatrmmely exorbitant."
Councilman Henderson also requested that his statement of 7/31/72 be
added • to Page 258 following the statement mks by Councilwoman. Pe vrean.

vetterinarianh to support the City's epsy and neuter clinic end specific-
ally criticised the demand by the veteer1nariaas . that use of the City's
services be based upon need in terse of the income, age, and health
of the pet owner."
On Page 256, fifth paragraph, second line, Council*sa Henderson noted
au error and asked that the word `:not" be removed so that this phrase
