Approval of Minutes
The Minutes of the Council meeting of October 23, 1967 were
approved.

(The Council recessed from 7:32 to 8:05 p. rn. into executive ses-
sion to consider the Mayor's recommendation to fill a vacancy on
the Palo Alto Human Relations Council)
Mayor Dias announced the appointment of Dr. John H. Zenger, Vice
President of Syntex Corporation, to fill the existing vacancy on the
PAHRC would be recommended to the Fair Employment Practices
Commission for confirmation.
Mayor Dias also announced thet an invitation has been sent to San
Mateo and Santa Clara Counties and to nine neighboring cities to
attend a meeting at the Palo Alto City Hall at 4:00 p.m. on Tuesday,
November 21 to explore the possibility of setting up a regional
human relations council,

MOTION: Councilman Clark moved, seconded by Wheatley, that
the Council overrule the recommendation of the Planning Commission
to deny the appeal of Mrs. Louise Trozeil from the decision of the
Assistant Zoning Administrator denyu t the application: for a variance
to allow the location and construction of an addition with a front set-
back of 16 feet, 8 inches, where 20 feet are otherwise required and
a building cooerage of approximately 37.4 percent of the lot whew'
35 percent is otherwise permitted at 540 Nevada Avenue, sone dis-
trict R-1 and grant the variance.
(NOTE. Figures correctedby applicant to request
extension of 20 inches with 36.9 percent building coverage)
Discussion followed and Planning Officer Fourcroy outlined the
reasoning behind his and the Planning Commission's decision not to
grant the variance as requested.
Mrs. Louise Troxell, 540 Nevada Avenue, Palo Alto, spoke in favor
of the motion.

Willow Road Committee Report
Councilman Pearson outlined the report of the Willow Road Com-
mittee and presented Mr, Paul Bay.
Paul Bay, consulting engineer, Wilbur Smith & Associates, Inc.,
presented the Willow Road Design Study prepared by his company at
the request of the Willow Road Committee and referred to wall charts
of the alternatives considered. Mr, Bay also replied to questions

Ed Kagi, landscape designer, Sasaki, Walker Assocates, described
landscaping recommended for Alternate A as presented by Mr. Bay.
MOTION: Councilman Pearson moved, and it was duly seconded,
that: (1) Palo Alto Cc until endorse design plan A-1 for that section
of Willow Road from Middlefield Road to El Camino Real;
(2) that the Willow Road Committee be continued and proceed
with design studies and detailed cost estimates as pertin-
ent to each City on a cooperative basis;

system of streets and obtain State approval of such addition;
(4) Palo Alto staff in cooperation with the Menlo Park staff
prepare the necessary applications for financing to the
Public Utilities Commission, the Division of Highways,
the two counties, the Flood Control District, and the
Corps of Engineers.
Discussion followed and City Manager Morgan replied to questions
concerning details which might he required in such applications ant.

MOTION: Councilman Cooley moved, and it was duly seconded, to
continue the matter.
AMENDMENT: Mayor Dias moved, seconded by Cooley, that the
'Willow Road study be specifically turned over to the traffic consult-
ant to evaluate its potential as a traffic carrier for Palo Alto. At
the request of Councilman Comstock, and with the permission of her
second, . Mayor Dias added that her amendment would include subse-
quent referral of the study to the Planning Coreanis$ion and the Public
Works Comsrdittee.

MOTION: Councilman Arnold introduced the following resolution
and moved, seconded by Beahrs, its adoption:
Resolution No. 4042 entitled "Resolution Determining Unpaid
Assessments and Providing for Issuance of Bonds"
The resolution was adopted unanimously by voice vote.
City Manager Morgan reported a low bid cif 4. 72238 ,percent in con-
nection with the sale of bonds in regard to Project 64-1 had been
submitted by Robert E. Schweser Company of California, Ltd.

adoption of the following ordinance:
Ordinance No. Z389 entitled "Ordinance of the Council of the
City of Falo Alto Setting Forth Teehn cal Amendments to the
Pao Alto Muniwipal Code Adopted August 14, 3967"

adoption of the seven ordinances relating to amendments to the Sign
Ordinance.
MOTION: Councilman Wheatley moved, seconded by Gallagher,
that these ordinances not he approved for second reading but be re-
ferred back to the Planning and Procedures Committee for rehear-
ing of the items.
Virgil McNabb, representative of Western Oil & Gas, 609 South
Grand, Los Angeles, spoke in favor of the motion to refer.
William Anderson, Jr. , attorney for Rickey's, Dinah's, and Rick's,
Palo Alto, spoke in favor of the motion to refer.
Joseph Ehrlich, 4225 Park, Chamber of Commerce chairman of the
Area Beautification Committee, spoke in favor of the motion to refer.
Howard Swinehart, 3925 Bibbits, Palo Alto, spoke against referral
of the ordinance relating to height of roof signs.
At the request of Councilman Comstock, Mayor Dias agreed to a
separate vote on the motion to refer on each of the proposed ordi-
nances.

City eager Morgan presented his report of October Z5, 1967 re-
gardiug the Palo Alta -Stanford Hospital Center containing a summary
of possible courses of action with reference to the Hospital.
MOTION: Councilman Cooley moved, seconded by Beahrs, that
the staff be instructed to draft formal letters to Stanford University
and the Palo Alto Clinic indicating Council interest in Option Number
Three in the City Manager's report of October 25 and request their
consideration of this course of action.
MOTION: Councilman Berwald moved, seconded by Wheatley, to
refer the report to the Finance Committee.
AMENDMENT: Councilman Comstock moved that representatives
of Pal.) Alto practicing physicians, the Clinic and Stanford Univer-
sity as well as our representatives and the Hospital Board be invited
to the Timms- %es Committee eti to make their views known.
Councilman Berwald, with the consent of his second, accepted the

SUBSTITUTE MOTION: Councilman Cooley moved, seconded by
Wheatley, to refer the report to a hospital study committee to con-
sist of the members of the Finance Committee plus two other mem-
-)ers of the Council to be appointed by the Mayor, the committee's
responsibility to be to study and report to Council on policy regard-
ing the hospital.
The substitute motion carried b y majority voice vote with Council -
mom Clark abstaining.
Hoover Park Exyansion Program (CMR 109)
MOTION: Councilman Carnstock moved, seconded by Beahrs, to
exercise the option in connection with the expansion of Hoover Park
and complete the acquisition of the parcel.
The motion carried unanimously by voice vote.
1967 Gas Tax Legislation and Amended Budget
(Councilman Cooley left at 11:30 p.m.)
MOTION: Councilman Clark introduced the following resolution and
moved, seconded by Wheatley, its adoption:
Resolution No. 4044 entitled "Resolution of the Council of
the City of Palo Alto Adopting and Submitting a Budget for
Expenditure of Funds Allocated from the State Highway Fund
to Cities"
The resolution was adopted unanimously by voice vote.
Say ands Athletic Center - Architectural Services (CMR 114)
MOTION: Councilman Pearson_rnovd; d -it -mss & seconded,
that the C tlieWs ria+ Abe Mayor to execute the contract with
Daniel, Mann, Johnson and Mendenhall on behalf of the City for
architectural services in connection with the Bayl*nda Athletic Cen-
ter.
The motion carried unanimously by voice vote.

Councilman Arnold requested permission to take up out of order the
item relating to adoption of an official City flag. There .were no ob -

MOTION: :Councilman Gallagher moved, seconded by Comstock, to
adopt as the official City flag the one presented to the Council by the
City Manager's office and to express the City's appreciation to Palo
Alto's "Betsy Ross", Mrs. Christa Gupton.

California Avenue Area Parkin, (CMR 115)
MOTION: Councilman Arnold introduced the following resolution
and moved, seconded by Beahrs, its adoption:
Resolution No. 4045 entitled "Resolution of the Council of the
City of Palo Alto Amending Resolution 2971 to Modify Parkin;
Restrictions on Certain City -Owned Parking Lots in the Cali-
fornia Avenue Business District"

City Manager Morgan presented his progress report of November 2

MOTION: Councilman Arnold moved, seconded by Beahrs, that the
staff be given authorization to proceed in accordance with the report.
