with Mayor Dias presiding.

Cotazncilxxian Pearson stated that regarding pending staff assignments
reported on page 330 of the Minutes of October 2, 1967, it was her
intention to be recorded as voting no on the second amendment rather
than on the entire matter and asked the change be grade in the Minutes.
The Minutes of October 2, 1967 were approved as changed.
The Minutes of October 9, 1967 were approved.
Service Awards • Citizens Committee ou Underground Utilities
Mayor Dias thanked the members of the Citizens Committee on
Underground Utilities for their distinguished service on that Com-
mittee and the many hours of effort devoted to consideration of the
subject.

Mayor Dias welcomed the students from Oaxaca who are visiting
Palo Alto in connection with the Neighbors Abroad program. Coun-
cilman Comstock outlined the program and also welcomed the
students.
Mayor Dias presented Goodwill Ambassador awards to the students:
Marco Antonio Calleja Sanchez, Jorge Hugo Calleja Gjum11ch,
Gerardo Alfonso Calvo Castellanos, Alejandro Enrique Figueroa
and Jose Antonio Correa Arguello.

Mayor Dias congratulated the City staff on again receiving -
League of California Cities Safety Contest Award for their out-
standing record in employee safety.

MOTION: Councilman Cooley moved, on behalf of the Finance
Committee, that the Council:
1. Endorse the basic concept that the city should place all
overhead electric lines underground as a single integrated
system with the priorities suggested by the Citizens Ad-
visory Committee on Undergrounding and that not less
than $1,000,000 per year be allocated from electric
revenues for this purpose.
2. There should be ne specific commi rxent regarding com-
pletion target date or total coat.
3. That electric utility rate increases shall not be considered
necessary to financing of the undergrcunding project.
4. That the staff be authorized to develop and present to
Council plans for several underground district projects
in order to demonstrate the feasibility of the long-term
integrated undergrounding project.
5. That the demonstration taiderground district projects
will be financed by the Reserve for Underground Projects
of the Electric Fund with such funds allocated to the fol-
lowing project* on the basis noted below:—
75% of available funds or of total project costs,
whichever is the least;: to be committed for the
following two projects of general City benefit:
s. Undercrouitdiug of Pegs Mill Road from Alsraa
to the 'outhilt Ezpreeeway
b. Middlefield Road from Oregon Expressway to
San Antonio Road
25% of the available funds or of total project cost,
whichever is tie least to be committed to the fol-
lowing two projects of substantially local benefit:

That as a matter of policy those projects of general City
benefit will be financed entirely by City funds while those
projects which are not of general City benefit and where
the benefits to be realized by undergrounding are local in
nature will ! financed 75% by the City and 25% by abut-

be borne by the property owner.
7. That the staff be directed to initiate a public inforrnation
program to accompany the demonstration projects.

to add to 8 "specifications be developed by the staff of a master
plan for the whole City and be developed by a qualified consultant."

that the staff be encouraged to bring to Council requests for assis-
tance of engineering consultants, if desired.

AMENDMENT: Councilrnan Cooley moved, seconded by Pearson,
the City pay the entire cost of the undergrounding program with
the exclusion of on -site costs.

Works Committee, that the allocation of that portion of the money
expended for library site to the library appropriation and reim-
bursement of those funds in that amount be returned to the park
appropriation.

Juana Briones Park - Architectural Services
MOTION: Councilman Wheatley moved, on behalf of the Public
Works Committee, that the staff be directed to prepare a contract
for the landscape architectural services of Jack W. Buktenica for
the design of the Juana Briones Park.

MOTION: Councilman Beahrs introduced the following ordinance
and moved on behalf of the Planning and Procedures Committee

hibiting Flashing and Moving Signs."
Mrs. Robert W. Smith, owner of the Paso del Norte Motel, spoke.
in opposition to more restrictive sign requirements.
Assistant City Attorney Meany noted that section (5a) of the pro-
posed ordinance should be corrected to add "or rotation" after
"revolving", and Mayor Dias noted that the omission would be
included in the ordinance.

Gerard Van Hoven, 2344 Hanover Street, Palo Alto, representative
of the College Terrace Residents Association, spoke in favor of the
Planning Commission recommendation and filed with the City Clerk
a list of the recommendations of his Association.
T. C. Holmes, 2024 Columbia, Palo Alto, spoke in favor of the
motion.
MOTION: Councilman Berwald moved to combine consideration of
the three Planning Commission items -since they all relate to traffic.
Mayor Dias ruled that the motion before the Council took -precedence
and therefore the new rnotion is out of order.
AMENDMENT: Councilman Berwald moved to add that the antici-
pated recommendations of the City -School Traffic Committee be
referrd to staff for in -put into the Master Study.

MOTION: Councilman Arnold moved, on behalf of the Public
Facilities Naxxiing Committee, that the Council authorize the Com-
mittee to be responsible for developing a master list of names for
future streets, using as its resource members of. the Palo Alto
Historical Association and any interested citizen who wishes to
suggest names for inclusion. The list would be made available to
all developers who, hopefully, would choose from the names on
the list in the naming of their streets, or who could suggest addi-
tional names. The Committee further recommends that the list
be subject to an annual review and updating.

Humana Relatianer Council Report
Councilman Berwald reported that the resignation of Robert Keller
from the Human Relations Council had been accepted by the Fair
Employment Practices Commission arel that a vacancy rives exists
on the PAHRC. 1-ie expressed appreciation for Mr. Keller's past
services on the PAHRC.
Councilman Berwald also reported that progress is being made in
connection with a possible contract for a study by Stanfci d Research
Institute and that the Mayor is again writing to adjacent jurisdictions
pursuant to the direction in Resolution No. 4015 in connection with
attempting to set up a regional human relations council and that it
;e anticipated the eeeeting wa+1 taec place soon.
In reply to question, Councilman Berwald stAtert tier ^_z;gh
naa not been so notiiied, it is his impression that Dr. Leroy Lucas
wishes to continue to serve out his term on the PAHRC.
Arnaranta Avenue Six Month Evaluation (CMR 101)
Councilman Spaeth requested permission to consider out of order

Evaluation report. There were no objections.
City Manager Morgan outlined his report and Traffic Engineer
Noguchi replied to question from the Co';ncil regarding details of
the report.
Ross Staley, 4147 Amaranta, Palo Alta, spoke in opposition to the
recommendations of the traffic engineer that trial stop signs be
removed.
Mrs. Mary Dreisbtiach, 4090 Amaranta, Palo Alto, spoke in opposi-
tion to the recommendations of the traffic engineer also.
MOTION: Councilman Berwald moved, seconded by Beahrs, that
pending receipt of the Comprehensive Traffic Study that the present
ordinance remain in effect and the atop signs be retained.
Margaret Parker, 4070 Amaranta, Palo Alto, spoke concerning
traffic circulation in the Arnaranta area.
