The Council of the City of Palo Alto met on this date at 7:32 p.m.
with Mayor Dias presiding.
Present: Arnold, Beahrs, Berwald, Clirk, Comstock (ar-
rived 7:45 p.m.), Dias, Gallagher, Pearson,
Spaeth, Wheatley
Absent: Cooley

Councilman Wheatley asked that the Minutes of July 17 be corrected
on page 261 to show his vote as "no" in connection with the motion
regarding the street name change on Page Mill Road.
The Minutes of July 17, 1967 were approved as corrected.
Co icilman Pearson requested that en page 268: of the lb[ifnutes`of
July 24 she not be recorded as voting against the amendment concern-
ing civic center expansion, and on page 271 she asked that under "Oral
Communications" the statement made by Tom Pase<ell be expanded to
include that he meant to look at the newer method of design for 6AK'V
Cross Loop Connectioe.
The Minutes of July 24, 1967 were approved with the changes requested.

ins on the addition and amendments to the General Plan arid asked that the record show such addition and amendments have been certi-
fied to the City Council by Resolution No. 51 of Juice 7, 1967 of the
Planning Commission. She also asked that the record show that
notice of time and place of the hearing has been published in the
manner provided by law and declared the hearing open.
No member of the audience wishing to speak, the hearing was de-
co ;gyred closed.

with the State and Leslie Salt.
The motion failed for lack of a second.

and moved, seconded by Arnold, its; adoption:

Resolution No. 4017 entitled "Resolution of the Council of the
City of Palo Alto Making Additions and Amendments to the
General Plan as Certified tp the City Council by Resolution
No. 51 of the Planning Commission Adopted on June 7, 1967
for the Baylands (Three Finger Lake).
AMENDMENT: Councilman Arnold moved, seconded by Heahrs,.
that on page 47b. of the amendxnerzt to the General Plan the words
"portion now pending" be. deleted.
The amendment carried unanimously by voice vote.
The resolution as amended carried unanimously by voice Vote.
Old Fire Station No. 2 -
onang and roposed Usae as Teen Center
Michael Barker, Assistant Planing Officer, outlined the recom-
mendation of the Planning Coiaunission that the toning of Old Fire
Station No. 2 remain P -F and the Commission's Suggestion that con-
sideration -be given to its use as a teen center.
MOTION: Mayor Dias moved, seconded by Arnold, that no change
be made in the zoning pending staff report on various offers for use
of the Fire Station, and receipt of a report from a teenage advisory
committee to be eaetablished.
AMENDMENT: Councilman Comstock moved. and it was duly seconded,
to refer both reports to the Public Works Committee when they are re-
ceived,.
The amendment carried unanimously by voice vote.

the Old Fire Station No. 2 fe_

Sue Moore, 4283 Susanne, Palo Alto, spoke in favor of use of the
Old Fire Station No. 2 for a teen center.
Dan Dais, 510 .Jefferson, Palo Alto, spoke in favor of use of the
Old Fire Station No. 2 for a teen center and presented a copy of a
possible charter.
William A. Yngraham, 1975 Bryant, Palo Alto, spoke in favor of the
use of Old Fire Station No. 2 for a teen center.
Sarah Webster, 1160 Bryant, Palo Alto, Chairman off the Youth Cen-
ter at Jordan Junior High. spoke in favor of use of the Old Fire
Station No. 2 for a teen center.
C. H. Nielson, 3123 South Court, Palo Alto, spoke in favor of use of
Old Fire Station No. 2 for a teen center.
Debbie Allen, 747 Center, Palo Alto, spoke in favor of use of Old
Fire Station No. 2 for a teen center.
Mark Cohen, 1750 Bryant, Palo Alto, spoke in favor of use of Old
Fire Station No. 2 for a teen center.
Discussion followed concerning need for a teen center such as dee-
scribed by the speakers, suitability of the Old Fire Station for such
a center, responsibility for operation and maintenance for a center,
whether the Station could meet building and health codes requirements
and the cost to do so, State requirements regarding professional con-
tractors in a publicfacility, the facilities and activities already pro-
vided by the City for teenagers, the loss of income to the City from
rental to a prospective tenant and the anticipated amounts for con-
tinuing operation and maintenance.
AMENDMENT: Councilman Gallagher moved, seconded by Beaht'a,
that the Teenage Advisory Committee be requested to explore the
current teenage programs which areprovided by the Recreation Cen-
ter with a view toward eliminating those not being used or felt to be
impractical and recommending any others they see fit.
Discussion followed concerning the current City -School reevaluation
program regarding recreational facilities, and the propriety of the
Planning Commission making any recommendation regarding use of
the Old Fire Station.
The amendment failed by majority voice vote.
AMENDMENT: Councilman Pearson moved that the teenagers be
allowed to use Old Fire Station No. 2 for a trial period of three
months and statistics compiled on its operation by them given study.
The amendment failed for lack of a second.
Discussion continued conserrung thi structure's condition, and is re-
ply to question, City Attorney Hildebrand stated that all city property
is under control of the City Manager so that no building could be
turned over to teenagers to operate.
Dr. Edward P. Fewer, 885 Marshall Drive. Palo Alto owner of
multiple housing unit next to Fire House, spoke in favor of a well -
supervised teen center located in an area acceptable to adjacent
residents and against use of Old Fire Station No. 2 as a teen center.
Melvin Cohen, 1750 Bryant, spoke in favor of use of Old Fire Statlan
No. 2 for a teen center.
AMENDMENT: Councilman Spaeth moved, seconded by Beahra, that
the Teenage Adviiory Committee report be returned to the Public
Works Committee within 90 days and the staff report on various
offers also be returned to the Public Works Committee within 90 a. ya.
The amendment carried unanimously by 'voice vote. -

Assistant Planning Officer Barker outlined the Planning Commission
recommendation regarding a change of district of property in the
vic,nity of Fabian Way, East Charleston Road and San Antonio Avenue
and regarding aanendrnent of the Zoning Ordinance.
Planning Commission Chairman Stro nquist and Assistant Zoning
Administrator Glanville replied to question concerning height limita-
tions in the area under consideration.
Bernard Mahon, 3215 Nathan Way, Palo Alto, spoke in opposition to
the Planning Commission recommendation.
Arthur Rule, 152 Twin Oaks Drive, Los Gatos, ownero of the two
buildings in the 4000 block of Fabian Way and owner with Mr. and
Mrs. Kenneth Lombard of other property in the area, spoke in favor
cf the Planning Commission recommendation.
Mrs. Kaplan, 3998 Bibbita, stated her approval of the City improve-
ment of the southeast entrance to Palo Alto.
MOTION: ComaciinIan Arnold introduced the following ordinance and
moved, seconded by Wheatley, its approval for first reading:
Ordinance of the Council of the City of Palo Alto Amending
Ordinance No. 1324, the Zoning Ordinance. by Amending

Adjacent to M-1 or M-2 Districts.
AMENDMENT: Councilman Comstock moved, seconded by Berwald,
that Site and Design Control requirements be included in Sections 2
and 7 of the proposed ordinance.
The amendment carried on the following roil call vote:

Noes: Arnold, Clark, Spaeth. Wheatley
AMENDMENT: Councilman Comstock moved, seconded by Berwald,
that Section 3 of the proposed ordinance be deleted.
The amendment carried by majority voice vote.
AMENDMENT: Councilman Wheatley moved, seconded by Berwald,
that in Section 4, Paragraph (b) "forty" be changed to "fifty", that
in the third line "six feet" be changed to "ten feet" and in Paragraph
(c) "forty" be changed to "fifty"; and also that in Section 8, Para-
graphs (b) and (c) be altered to prevent any conflicts within the
ordinance.
The amendment carried unanimously by voice vote.
AMENDMENT: Councilman Berwald moved, seconde i by Gallagher,
that in Section 2, in the first paragraph "and increasing such width
in the amount of two feet for each ten feet of building height in excess
of forty feet up to a znaxirnum of sixteen feet" be added; and that the
same phrase be added to Section 7.
The amendment failed l,y majority voice vote.

Planning Commissioner Brenner outlined the .Panning Commission
recommendation.
MOTION: Councilman Pearson moved, seconded by Coniatack, the
recommendation of the Planning Commission to request the Flood _
C ou rorDistr ct to act for Palo Alto in concert with its San Mateo
counterpart to make a feasibility study of applicability of upstream
soil and water conservation plane which would have potential appli-
cation under Small Watershed rotection and Flood Prevention Act,
PL S66,Soil Conservation Service of the U. S.D.A.
The motion carried unanimously by voice vote.

Councilman Berwati reported that the report of the Technical Ad-
visory Committee regarding reconstruction of Page Miil Road which
was approved by the City Council of Palo Alto had been sent by the
Transportation Polley Committee to the Board of Supervisors for
approval. Re announced that the August 9 meeting of the Committee
Iwo been canceled pending reports from the technical staff.

Regional Conference on South B Pollution
MOTION: Mayor Dias moved, seconded by Berwald, that the Council
reaffirm its previous stand that water pollution is a regional problem
and in addition, that we urge other jurisdictions to follow Palo Alto's
example to coordinate their planning for a higher degree of purified
effluence.
The motion carried unanimously by voice vote.
Preliminary Soil Report
MC:T`ON: Councilman Arnold rnoved, seconded by Comstock, the
adoption of the following ordinance:
Ordinance No. 2366 entitled "Ordinance of the Council of the
City of Palo Alto Amending Ordinance No. 1316, the Sub-
division Ordinance, to Require a Preliminary Soil Report."

Development of Faber Tract

MO TION: Councilman Wheatley introduced the following ordinance
and moved, seconded by Clark, its approval for first reading:
Ordinance of the Council of the City of Palo Alto Approving
and Adopting a Plan for the Development of the Faber Tract,
Being a Portion of Byxbee Park and the City -owned Baylands.

Gordon Tillson. partner of Jones- Therm-Tillson, engineer for the
California Avenue Parking Project No. 65-9, outlined the plans for
the garage and introduced Mr. Roth, architect for the Project.
Mr. Roth presented slides of existing parking structures and of
drawings considered for the California Avenue structure.
MOTION: Councilman Wheatley introduced 44 following resolution
and moved, seconded by Arnold, its adoption:
Resolution No. 4018 entitled "Resolution of Preliminary -
Approval of Engineer's Plan."

Discussion followed and Mr. Jones replied to questions concerting
the informal layout being presented for information before the sched-
uled public hearing on August 21, 1967.
Robert Riley, Property Manager for Stanford University, 293
California Avenue, Palo Alto, requested information concerning the
amount of assessment, and Mr. Jones replied to his question.
Ed Valencia, Route 1, Box 31, San Martin, California, owner of
building at 2435/41 Birch Street, Palo Alto, spoke in favor of the
project and requested a definition of commercial property.
