The Council of the City of Palo Alto met on this date at 8:00 p. rn.
in an adjourned meeting from July 17, 1967 with Mayor Dias presiding.
Present: Beahrs, Berwald, Clark, Comstock, Dias,

Black Mountain Soil Conservation District
NOMMISMINIMICE
Planning Officer Fourcroy stated that he had attended the meeting
referred to in the letter of June 15 from the Black Mountain Soil
Conservation District and that no action is necessary.
Four Wa - Stop Signs - Loma Verde/Cow er
MOTION: Councilman Wheatley moved, seconded by Gallagher, to
refer the letter of June 19, 1967 from Mrs, Donald Lorentz requesting
consideraticn of the installation of four-way stop signs at the inter-
section of Lorna Verde and Cowper to the staff for str;dy with the
traffic engineer to report back,
The motion carried unanimously by voice vote.
Chamber of Commerce Area Plannin - Buildin Moratorium
MOTION: Councilman Pearson moved, seconded by Wheatley, to
file the letter of June 12, 1967 received from e Palo -Alto Ci tuber -
of commerce requesting that if the City plans to reexamine specific
coning requirements called for in the General Plan that the Area
Planning Committee of the Chamber be permitted to study the pro-
blenns and submit findings for consideration by the Council.
The motion carried unanimously by voice vote.
Operation of County Housing Authority
MOTION: Councilman Pearson moved, seconded by Comstock, to
refer the letter of June 23, 1967 from the Santa Clara County Housing.
Authority regarding operation of a County Housing Authority to the
Planning and procedures Committee to await the staff report.
Mrs, Ruth Andersen, 4240 Suzanne, Palo Alto, urged the Council
to permit the Housing Authority to operate a lease -subsidy program
ii. Palo Alto.
The motion carried unanimously by voice vote.
Refuse Rates Review
MOTION: Councilman Pearson moved, seconded by Clark, that the
refuse rates be reviewed by the Finance Committee.
The motion carried by majority voice vote.
Review Zonin in Downtown Area
MOTION: Councilman Pearson moved, seconded by Clark, that the
Planning Coremiseion review the remainder of the M-1 and M-2 and
Commercial zoned areas in the downtown section south of the new
civic center site to Embarcadero.
The motion carried unanimously by voice vote.
California Avenue Parke District Pro`ect 65-9
MOTION: Councilman 'heady moved, seconded by Beahrs, to file
the letter from the California Avenue Area Development Association,
Inc. urging the Council to proceed with the Parking District Project
No. 65-9 in light of the Council's action on July 17.
The notion carried unanimously by voice vote.
Paved Parkixr� Lots
MOTION: Councilman Beahrs moved, seconded by Gallagher, to
file the letter of July 7; 1967 from the First Christian Church, re-
questing an extension be granted for compliance with Ordinance
No. 2274 regarding resurfacing of the parking lot since an extension
has already been set until January 1968.
The motion carried unanimously by voice vote.
Council Chamber Plan - New Civic Center
MOTION: Councilma:aWheatly moved, seconded by Beaters, to hold
the letter of July 3 from Mrs. R. Dreisbach regarding plans for the
new Council Chambers until the item concerning the Civic Center on
the next Agenda (July 24, 1967) is considered.
The motion carried unanimously by voice vote.
Palo Alto General Plan
MOTION: Councilman Comstock moved, seconded by Berwald, to
refer to the Planning Commission the letter from Dr. and Mrs. R. H.
Dreisbach dated July 3, 1967 regarding review of the General Plan
for consideration along with their review.

Tree Ordinance
MOTION: Councilman Pearsonmoved, and it was duly seconded,
that the tree ordinance letter written by Katherine Stedman in 1959
be referred to the Planning and Procedures Committee.

MOTION: Councilman Beahr a moved, on behalf of the Planning and
Procedures Committee, that the Council accept with no action the items
returned by the Committee concerning park policy review, member-
eLip iv the San Franciequito Creek Flood Control Committee, the
zoning of property of W. L. Youmans, "in lieu" tax funds and rela-
tionships with other agencies in connection, with flood control develop-
ments.
The motion carried by majority voice vote.
NAACP -CORE Presentation
Councilman Beahrs, on behalf of the Planning and Procedures Com-
mittee; announced that the presentation of NAACP -CORE will be
taken up at the Committee meeting on August 8 and that the signers
of the presentation will be so notified.
in response to discussion, Mayor Dias stated she would request the
Fair Employment Practices Comrnissa.orx to send a representative to
attend the meeting since the presentation concerned the Palo Alto Human
Relations Council.
Setbacks from Creeks
MOTION: Councilman Comstock moved, seconded by Bvahrs , the
adoption of the following ordinance:
Ordinance No. 2364 entitled "Ordinance of the Council
of the City of Palo Alto Amending Ordinance No. 1324,
the Zoning Ordinance, by Adding Subsection (g) to Section
22. 07 Requiring Setbacks from Creeks."
The ordinance was adopted unanimously by voice vote.

adoption of the following ordinance:
Ordinance No. 2365 entitled "Ordinance of the Council of
the City of Palo Alto Amending Section 3. 02 of Ordinance
No. 1324, the Zoning Ordinance, Changing the Zoning of
Certain Property Known as 1766 Embarcadero Road
from .,-M:D to P -C."
The ordinance was adopted on the following roll call vote:

Palo Alto Municipal Code - Recodification
City Attorney Hildebrand stated provision exists for the adoption of
the Palo Alto Municipal Code (1967) together with the adoption by
reference of certain secondary codes to be made by ordinance and
providing for a public hearing.
MOTION: Councilman Wheatley i•,atroduced the followang ordinance
and moved, seconded by Beahrs, its epproval for firet reading, and
also that the public hearing be set for August 14, 1967:
"Ordinance of the Council of the .City of Palo Alto Adopting
the Palo Alto Municipal Code (1967 Edition), a Recodifi-
cation, Together with the Following Secondary Codes
Therein Adopted by Reference, to wit: "Uniform Fire
Code,"; "Uniform Building Code": "Uniform Plumbing
Code"; "1959 National Electrical Code"; Save and Except
those Portions of tiie Preceding Secondary Codes as are
Deleted, Modified or Amended by Provisions of Said
Recodificd Code; Prescribing Certain Penalties f'r the
Violation of the Provisions Thereof; and Repealing the
Palo Alto Municipal Code and Certain Other Ordinances
Set Forth Herein."
The ordinance was approved and the hearing set unanimously by
voice vote.
Civic Center - Loss&'Term Ea

City Manager Morgan referred to the architect's contract in con.
nection with the new civic center regarding compliance with the
section of the contract providing for expansion of the building by
the additional two floor: to the top of the building at a later date.

expansion of the building which could be incorporated into the structure
at the present time. allowing for long term expansion, but doing this
work in part at present construction costs to avoid more expensive
alteration costs and the disruption of the building later.
John Hill, project architect from Edward O. Stone, Inc. , asked to
be permitted to expand the building with roughed -in apace now instead
of adding floors at the top later. Mr. Hill presented slides showing
various elevations of the civic center incorporating his recommendations.
Discussion followed and Mr. Morgan and Mr. Hill replied to questions
concerning the probable time when expansion would be netided based
on population projections, the comparison of the total square footage
of expansion provided by the contract versus that in the proposed plan•
and tha availability of finds of expansion is to be provided for now.
MOTION: CouncUman Beahrs moved, seconded by G-ail.agher, that
the concept presented in Plan A be approved in principle. permltt1ug
the architect to proceed with plans to provide a future nxaessanfne
floor, additional space on the penthouse level and adding three
additional feet to the height of the building.

AMENDMENT: Councilman Wheatley moved, seconded by Beahrs,
to add that the staff report on the final design and cost estimates
included in the expansion concept and that they proceed with the
design of one additional floor as an alternative.
AMENDMENT TO THE AMENDMENT: Councilman Comstock moved,
seconded by Pearson, that the architect also be directed to prepare
as an alternative plans and cost figures for a structure embodying
none of the increases.
Discussion followed and in reply to question, Mr. Hill stated t'tiat
such additional detailed plans and cost estimates would coat approxi-
mately $15-20, O00. 00.
The amendment to the amendment failed by majority voice vote.

asked to be recorded as voting no.

MOTION: Councilman Comstock moved, seconded by Pearson, that
plans for the Council Chamber design be sent to the Public Works
Conrunittee for study along with the letter received from Mrs. Dreis-
bach held from the Agenda of July 17 for consideration at this tirne.

—Proposed S+ttirtn Dreivage Prc]ect - San Francisquito Creek Diversion
City Manager Morgan referred to his report of July 19 regarding the
San Francisquito Creek storm drainage diversion project, and to a
wall chart depicting the alternatives presented in the report.
Lyle Hoag of Brown & Caldwell replied to questions from the Council
regarding the possible alternative., stating a preference for Alter-
nates I and II.
Joseph Violettee 95 Crescent Drive, Palo Alto, suggested going ahead
with Alternate IV whether or not there are other improvements to the
Creek.
Harry Brown, Chairman of the Flood Action Committee, of the San
Francisqu.ito Creeks flood Control Committee, ream a statement of the
Committee's opposition to diverting say water into San Francisquito
Creek at this time.
Joins B. Lomax, 854 Miranda Green, Palo Alto, stated he is #n favor
of the Project but gofers that water be discharged below Bayshore
as in Alternate IV and recommends requesting a firm price estimate
on that Alternate from the engineer.
Robert Boomer, 515 East Crescent Drive, Palo Alto, President of the
University Avenue and Crescent Park Association, stated his Asso-
ciation is opposed to Alternates I and II and recommends IV be consi-
dered in greater detail.
Arthur Ogilvy, 948 Embarcadero Road, Palo Alto, outlined flood
control activities_ in connection with soil eoneery tiiiu in other areas
and suggested Black Mountain Soil Conservation District might look
into the matter.
Howard Dienger, 1090 Amarillo, Palo Alto, urged the Council to
expedi.te any interim plan which would relieve the flood situation for
those getting street runoff.
C. J. Myers, 1863 Edgewood, Palo Alto, stated his opposition to
directing water to San Francisquito Creek.
Thomas Passe11, 3825 Louis Road, Palo Alto, reported on his dis-
cussion with the Army Corps of. Engineers regarding flood control.
MOTION: Councilman Pearson moved, seconded by 3eahrs, that
(1) the City staff and Brown and Caldwel'_, be directed to procee4t
with the development of a detailed engineering cost analysis of the
construction and easement acquisition costs of Alternates 1, LI and IV
proposed by the Consulting Engineer; (2) a final decision as to the
point of discharge into the creek not be made until the study has been
completed; (3) that storm water flow into the creek from the point
of discharge be restricted to the initial 100 cfs until major improve-
ments are underway or completed in San Francisquito Creek; (4) that
a precise time schedule for the constr ection of the approved Alternate
not, be implemented until such time as the Santa Clara County Flood
Control District has completed its interim irr,; ovemrents to San
Francisquito Creek.
The motion carried unani nously► by voice vote.
MOTION: Councilman Pearson moved, seconded by Beaters, that the
staff be directed to investigate Rock Creek and the other area men-
tioned (by Mr. Ogilvy) with the possibility of similar cooperation of
the Black Mountain Soil Conservation District.
Discussion followed and Mr. Morgan indicated that as part of the
Flood Control District, the City should direct the County's attention
to thee:e soil conservation projects in other areas and ask for their
potential application to San Francisquito Creek flood control.
ADDITION TO MOTION: Councilman Pearson added, with the consent
of her second, that the Santa Clara County Flood Control District's
attention be called to these studies and a statement from them be re-
queeted as to heir application for San Francisquito Creek and also that
"staff" be changed. to "Manning Com ission in the motion as originally
presented.
The motion as changed carried by majority voice vote.
Requirements for 60KY Cross Loop Connctione

City Manager Morgan referred to his report of July 20 on the re-
quirements for the 60KV cross loop connection - overhead versus
underground and to wall charts depicting the proposed installation.
Chief Electr=.cal Engineer Boeza replied to questions concerning
details of thy: project.
'ACTION: Mayor Dias moved, seconded by Beahrs, that the Council
authorize the project and direct the staff v uroeeed with the develop-
ment of engineering studies, plans and specifications for an under-
ground installation.
The motion carried unanimously by voice vote.
EI Camino Real 'idenis. Project No. 64-1
MOTION: Councilman Berwald introduced the following resolution
and moved, seconded by Beahrs, its adoption:
Resolution No. 4016 entitled "A Resolution Ordering Correction
of Assessments - E' Camino Real Widening Project No. 64-1."
The resolution was adopted unanimously by voice vote.
Buildin
Relocation and Dernolition Project No. 66-11
MOTION: Councihr.an Beahrs rrgoved, seconded by Berwald, that
the low bid of Anderson Brothers in the amount of $11,297.00 for
the, relocation of one bui ding_and demolitions of another to clear the
site for Rinconada Park expansion be accepted.
The motion carried unanimously by voice vote.
District Deal ations - Industrial Districts
Councilman Berwald withdrew from the Agenda his item regarding
application of "D" district designation and outer provisions in the
industrial districts adjacent to resident district,.
Written Communications
Award Program
City Manager Morgan referred to the letter dated July 10,
1967 from the Coast Valleys Chapter of the American institute

of Architects requesting nominations for its "Community
Design Award Program. Mr. Morgan stated that Foothills
Park would be submitted as an entry and requested that
suggestions as to other outstanding City projects be addressed
to him for submission as entries.
