The Council of the City of Palo Alto met on this date at 7:35 p.m.
with Mayor Dias presiding.
Present: Arnold, Beahrs, Cooley, Debs, Dias, Pearson,
Rohrs, Rus
Absent: Comstock, Flint, Sher, Worthington
Canvass of Votes
Mayor Dias announced that the Council would canvass the vote of the
General Consolidated Municipal Election and the Special Recall Elec-
tion, both held on May 9, 1967. She stated that she had a certified
statement from the City C12rk regarding the validity of the absent
voter billots. Mayor Dias then appointed Councilmen Arnold, Rohrs,
Cooley and Beahrs to act as th.e board to canvass the vote.
Following the canvass, Mayor Dias announced the results as follows:

Mayor Dias announced that as a result of the election, Edward
Arnold, Frances J. Dias and C. Grant Spaeth were elected to full
council terms expiring June 30, 1971; that Propositions 1, 2 and 3
had failed: and that Propositions 4 and 5 had. pawed..

Mayor Dias announced that as a result of the election Councilmen
Beabrs, Comstock and Cooley were continued in office and John J.
Berwald and William H. Clark were elected to short council terms
expiring June 30, 1969. She announced that Councilman Pearson
*vas continued in office and F. E. Gallagher and. Jack R. Wheatley
were elected to short council terms expiring June 30, 1971.
MOTION: Councilman Rohrs introduced the following resolution and
moved, seconded by Rua, its ndoptuan:
Resolution NQ. 3997 entitled "Resolution of the Council of the
City of Palo Alto Declaring the Results of the Consolidated
General Municipal Election Held on May 9„ 1967." -
At the request of Acting City Attorney Hildebrand, Councilman Rohrs
added an amendrnent to the resolution to include the vote by precinct
as set forth in attached exhibits.
The resolution was adopted on the following roll call vote:
Ayes: Arnold, Beahrs, Cooley, Debs, Dias, Pearson, Rohrs,
Rus
Noes: None
MOTION: Councilman Rohr3 introduced the following r>'solution
and moved, seconded by Rus, the adoption of the following resolution:
Resolution No. 3998 entitled "Resolution of the Council of the
City of Palo Alto Declaring the Results of the Special Recall
Election Held on May 9, 1967."
The resolution was adopted on the following roll call vote:
Ayes: Arnold, BerArs, Cooley, Debs, Dia.1, Parson, Rohrs,
Rus
Noes: None
Mayor Dias expressed the appreciation of the Council and the citizens
of Palo Alto to the outgoing councilmen for their service to the City
during their terms .in office.
Mayor Dias then announced that she had received certification from
the City Clerk that newly elected Councilmen Berwald, Clark,
Gallagher and Wheatley had filed statements of campaign expense
and had signed the oath of office and were duly qualified to take
their seats.

Mayor Dias greeted the newly elected successors to the two two-
year and two four-year unexpired council terms and requested a
roll call..

Hear - Abandonment of Portion of Grant Avenue
Mayor Dias declared the Hearing concerning the proposed vacation:
of a portion of Grant Avenue open.
City Manager Morgan reported on the background concerning the
proposed abandonment and stressed that sanitary sewer and public
utility easements were excepted from the abandonment.
Murray Luck, Annual Reviews, Inc. , 231 Grant Avenue, Palo Alto,
requested that the effective date of the abandonment be moved up
to July 15, 1967 instead of June 30.
James Pott, Director of Public Works, County of Santa Clara,
stated that he would be ple e.cd to recommend that July 30, 1967
be made the effective date.
Discussion followed as to possible County plans for Grant Avenue.
MOTION: Councilman Arnold introduced the following resolution
and moved, seconded by Beahrs, its adoption with the effective
date of July 30, 1967.
Resolution No. 3999 entitled ".Resolution of the Council of the
City of Palo Alco Ordering the Vacation of a Poi tion of Grant
A-k-enue and Reserving and Excepting from the Vacation All
Easements Therein.''
The resolution was adopted on the following roll call vote:
Ayes: Arnold, Beahrs, Berwaid, Clark, Cooley, Debs,
Dias, Gallagher, Pearson, Rohrs, Rus, Wheatley

MOTION: Councilman Arnold moved, seconded by Beahrs, to re-
ceive the report and refer it to the Finance Committee for review.
The motion carried unanimously by voice vote.

Councilman Cooley announced that Finance Committee would meet
on Tuesday, May 16 to consider: progress reports asd Jenks -
Marmon aew .gee retort, Leo ti quality control plant and
sewer service to Los Altos Hills; the report on inquiries regarding
the Hospital; electric station S; and the 1967-68 budget.

MOTION: Councilman Pearson moved, seconded by Iieahrs, that
the Downtown Park Policies 1967 Report submitted to the Planning
Coarurfission by Williams, Cook. & Mocine and distributed to the_
Council be referred to the Public Works Committee,
The motion carried unanimously by voice vote.
Acquisition of Property at Forest and Ramona

City Manager Morgan stated that he had information which would
serve as a basis for a property appraisal of the Stanford Laundry
property at the corner of Forest and Ramona.
( The Council recessed from 9:40 to 10:26 p. m. in executive
session for the purpose of reviewing the subject)
MOTION: Councilman Arnold introduced the following resolution
and moved, seconded by Beahvs, its adoption:
Resolution No. 4000 entitled "Resolution of the Council of the
City of Palo Alto Finding and Determining that the Public
Interest and Necessity of said City Require, for Public Use
for Public Buildings and Public Grounds, Certain Land Located
in the City of Palo Also, Couriy of Santa Clara, State of
California."
The resolution was adopted on the following roll call vote:
Ayes: Arnold, Beaters, Be:rwald, Clark, Cooley, Debs,
Dias, Gallagher, Pearson, Rohrs, Rua, Wheatley
Noes: None
MOTION: Councilman Arnold rrzoved, seconded by Beahrs, that
the Council direct the staff to undertake negotiations with the
property owners of the property northeasterly of the property in-
cluded in the resolution - Bryant and Forest including the first
three properties - it order to determine any possible interest in
selling on the part of the owners.
At the request of Councilman flerwald, "and southerly along
Ramona" wan inserted following "northeasterly."
The motion carried by majority voice .vote. Councilmen Reba and
Pearson requested they be recorded as voting no.

Inter -City Council - Legislative Liaison Day
Councilman Arnold announced that the Inter -City Council is spon-
soring Legislative Liaison Day in Sacramento on Wednesday, May 17
and invited all councilr.nen to attend.
Regulation re Police Cars and Ambulances

MOTION: Councilman Pearson moved, seconded by Debs, to ask
the City Manager for a report on the feasibility of outlawing police
car chases and ambulance runs in the City of Palo Alto.
Discussion followed and City Manager Morgan replied to questions
regarding current police policy regarding chases and the desir-
ability of publicizing such police procedure. Mr. Morgan further
stated that the State exercises most of the ccntrol over axnbulances.
The .notion failed by majority voice vote.
Joist Committee to Study Area Bus Service
MOTION: Councilman Pearson moved, seconded by Arnold, that
the Mayor invite the cities of Menlo Park, Mountain View, Los
Altos and Sunnyvale to participate i.n a joint committee to assess
the legal, physical, financial and people possibility of subsidizing
a direct burr systern, the committee to be composed of two coun-
cilmen from each of the cities.
The motion carried unanimously by voice vote.
Downtown Study
MOTION: Councilman Rohrs moved, secondeed_by_ Beahrs, that the
request for a progress report from the City Manager on the Down-
town Study be filed without action and that any councilman who
wishes to do so may bring it up at a later date.
The motion carried unanimously by voice vote,
Future Facilities - Palo Alto -Stanford Hospital Center
MOTION: Councilzr.n Cooley moved, seconded by Beahxs, that
the letter from the Palo Alto -Stanford Hospital Center requesting
review of future facilities be referred to the Finance Committee.
The motion carried una.nirr3ously by voice vote.

Laundry Service Contract

MOTION: Councilman Berwald moved, seconded by Rohrs, that
the letter from Palo Alto -Stanford Hospital Center regarding a
laundry service contract be referred to the Finance Committee.
The motion carried unanimously by voice vote.
Reflectoriaeatreet Signs
MOTION: Councilman Debs moved, seconded by Pearson, that
consideration be given to reflecter;.zed street signs when the
Finance Committee considers the 1967-6t; budget.
The motion failed on the fallowing roll ca.; -Dote:

Joint Committee on Flood Control
MOTION: Councilman Pearson moved, and it was duly seconded,
that the letter from Arthur Ogilvy be referred to the Joint Commit-
tee on Flood Control.
The motion carried by unanimous voice vote.
MOTION: Cau..ncilman Pearson moved that a representative be
sent to the June 1 public hearing to be held by the Water Ouality
Control Board.
City Manager Morgan stated that the staff plans to participate in
the hearing and present the Jenks sewage report.
Councilman Pearson then withdrew her motion.

There being no further business, the Council adjourned at 11:08 p.m..
