HomeMy WebLinkAboutRESO 4163• RESOLUTION NO. 4163 ORIGINAL RESOLUTIO N OF THE COUNCIL OF THE CITY OF PALO ALTO URGING DEFEAT OF ST ATE PROPOSITION NO . 9 WHEREAS, Pr opositio n 9, an initiative Constitution al am endme nt, will be on the st atewide g eneral election b all ot on Nov ember 5, 1968, and W HEREAS, Prop osition 9 is alleged to p rovide property tax relie f, and WHEREA S, Proposition 9 will not p rovide t ax reli ef of any kind, but -will r esult in a massiv e tax shift harming aged p erso ns, re nte rs and single -family homeowners, and W HEREAS, Proposition 9 would s eri ously weak en l oc al s elf- gover nment by removing the a bility of cities, counties, schools and spec ial distric ts to ade quate ly finan ce ne eded servi ces and facilities, and WHEREA S, Pr oposition 9 would also re move the ability of th e State Legislatu re to deal effectively with revenue and t axati on matters by fr eezing critically defic ient re quirements into th e Constitution, and WHEREAS, Pro position 9 will requir e substa ntial increases in state ta xes a mountin g to $4. 5 billion by 1973-74, an3 W HEREA S, Proposition 9 wo uld pro duc e a c haotic s;tua t:on thr eatening ongoing c ity, county an d school operations as well as pr eventing orderly long-ter m development, a nd W HEREA S, Proposition 9 is opposed by a r espo nsible cross - sectio n of organizations inc luding the League of Califo rn ia Citie s, the California Tea che rs Ass oc iation, the California School Boa rds Ass ociation, the Ca lifornia Congress of Pare nts and Tea chers, the California County Supervisors Associa tion, the Californ ia Taxpa yers A ssociation , and or ganize d la bor; NOW , T HEREFORE, the Counc .:i of the City of Pa lo Alto does RESOLVE as follows: - 1 - Ci y Attorn ey 1.
