The Council of the City of Palo Alto met on this date at 7:33 p. m.
with Mayor Arnold presiding.
Present: Arnold, Beahrs, Berwald, Clark, Comstock,
Dias, Gallagher, Gullixson, Pearson, Spaeth
(arrived 7:35 p.m), Wheatley
Absent: None
Approval of Minutes
The I'4inutes of the .special Council meeting of July 1, 1968 were
approved.
The Minutes of the adjourned Council meeting of June 24, 1968
were approved.
Councilman Clark requested that on page 159 of the Minutes of
the Council meeting of July 1 the following be added to his motion
regarding the naming of Geng Road: "after a well-known family
who are the former owners of the property on which the road is
located."
There were no objections.
Vice Mayor Dias requested that on page 159 the paragraph re-
lating to the Bryant Street Project be more specifically identified.
City Manager Morgan replied that no official project number has
been assigned to the proposal, but the entire block could be
identified in connection with this proposed project involving the City
and the Bank of America. The project is proposed for the
block bounded by Bryant Street/Florence Avenue/Lytton Street/

amona"Avenue.
There were no objections to designating the block.
The Minutes of the regular meeting of July 1, 1968 were approved.

Juana Briones Park Plan
MOTION: Councilman Comstock moved, and it was duly seconded,
the adoption of the following ordinance:
Ordinan. a No. 2446 entitled "Ordinance of the Council of
the City of Palo Alto Approving and Adopting a Plan for the
_Development of Juana Briones Park, Project No. 65-2"

The ordinance was adopted on the following roll call vote:
Ayes: Arnold, Beahrs, Berwald, Clark, Comstock, Dias,

Thanksgivings Day Holiday
MOTION: Councilman Comstock moved, seconded by Pearson,
the adoption of the following ordinance:
Ordinance No. 2447 entitled "Ordinance of the Council of the
City of Palo Alto Amending Section 2. 08. 100 of the Palo
Alto Municipal Code to Designate the Day Following Thanks-
giving Day A Holiday" (first reading 7/1/68)
The ordinance was adopted unanimously by voice vote.
Earthquake and Geological Hazards St' (CMR:001:9)
MOTION: Councilman Berwald moved, seconded by Wheatley,
to approve the City Manager's recommendation that an engineering
geoiogitA be employed on a consulting basi, to give direction and
recommendation to the City of Palo Alto on matters of environ-
mental planning and development and on adrninistretion of
existing or new control legislation and that one of his first
assignments be to define and recommend the amount and type of
cooperative effort Palo Alto should undertake with Portola Valley
AMENDMENT: Vice Mayor Dias moved, and it was duly seconded,
that the last part of the motion referring to the first assignment
of the. consultant be stricken.
The amendment carried unanimously by voice vote.
The motion as amended carried unanimously by voice vote.
Old Trace Road Project No. 6.4-4
Mayor Arnold reminded the Council that the public portion of the
hearing on the Old Trace Road Project No. 64-4 had been c' ed
or. 3tne 24 when the mater was continued to this date, and tre-
fore, no further statements from the public are expected to t
heard at this time. He added that the hearing would now be devoted
to discussion by Councilmen of the total Project, to specific de-
tails of the Project and proposed amendments to it.
MOTION: Councilman Spaeth moved, seconded by Wheatley, that
the City Engineer be directed to revise his report and bring
details back. to the Council containing the following amendments;
Reduce the street right-of-way required on:
I lanueta Avenue from 60' to 50' providing a 32' street, curb
to-cura, .and a.five foot easement on either aide of the street
fur utilities purposes and possible future path or
sidewalk.
Oakhill and Mesa Avenues a 40' right-of-way providing
a 30' street, curb to curb, and a five foot easement on either
side of the street for utilities purposes and possible future
path or sidewalk.
Robb Road would remain unchanged.
The un-manned cul-de-sac would remain unchanged.
Old Trace Road and the access road to Esther Clark Park
at 40' right-of-way providing a 30' street, curb to curb,
and a five foot easement on either side of the street for
utilities purposes and possible future path or sidewalk.
Manuela Court and the cul-de-sac off Old Trace Road would
be a 34' right-of-way providing a 24' street, curb to curb,
with a five foot easement on either side of the street for
utilities purposes and possible future path or sidewalk.
Emergency roads connecting cul-de-sacs would be retained
serving their dual purpose and would have a 23' right-of-way
with a 15' area graded with base pavement improvements and
an 8' utilities easement.
Lengthy discussion followed and City Manager Morgan, Bond
Counsel Jones, City Engineer Witbeck, Chief of Light and Power
Bosza, Planning Officer .Fourcroy, Property Appraiser Doyle„
and Assistant Fire Chief :(orpf responded to questions concerning
details of the project and the possible results of the proposed
amendment.
(The Council recessed from 9:30 to 9:47 p.m.)
AMENDMENT: Councilman Pearson moved, seconded by Com-
stock, that" (1) on Manuela Avenue the 32' curb to curb width
be deleted and 28' substituted; (2) on Oak Hill .Avenue the 30'
curb to curb width be deleted and 28' substituted; and (3) on
Old Trace Road and the access road to Clark Park the 30' curb
to curb width be deleted and 28' substituted.
At the request of Councilman Berwald, Mayor Arnold ruled that
the Council would vote on each part of the motion separately.
Part (1) of the a,nnendment failed by majority voice vote.
SUBSTITUTE AMENDMENT: Councilman Berwald moved,
seconded by Spaeth, that on Oak Hill Avenue the right-of-way be
34' and the curb to curb width 24',
The substitute amendment carried on the following roll call vote:
Ayes: Berwald, Clark, Comstock, Gullixion, Pearson.
Spaeth, Wheatley
Noes: Arncld, Bear rs._ Dias. Gallagher

Part (3) of the amendment then failed by majority voice vote.
AMENDMENT: Councilman Pearson moved, seconded by Com-
)' stock, that in regard to Esther Clark Park Drive the City bear
i 60% of the right-of-way acquisition coats and further bear 50% of the
construction cost with the residents to pay the balance of 40% and
50% respectively.
MOTION: Councilman Spaeth moved, and it was duly seconded,
to hear from the gentlemen in the audience who wished to speak.
The motion failed on the following roll call vote:
Ayes: Comstock, Gallagher, Pearson, Spaeth
Noes: Arnold, Beahrs, Berwald, Clark, Dias, Oullixsor.;
Wheatley
The amendment failed on the following roll call vote:
Ayes: Beahrs, Comstock, Pearson

AMENDMENT: Councilman Pearson moved, seconded by Com-
stock, that the use of mercury vapor lights on aluminum starLdards
'with mast arms be eliminated and lights similar to those to be used
in the Green Acres II underground utilities project be used and
the savings be distributed throughout the Old Trace Road
assessment district.
The amendment carried unanimously by voice vote.
_--AMENDMENT: Councilman Pearson moved, seconded by Com-
stock, that in each instance where the main motion refers to
"possible future path or sidewalk" the following be substituted:
"and equestrian and pedestrian paths, and that these paths would
not be paved."
The amendment carried by majority voice votf.
AMENDMENT: Councilman Pearson moved, leconded by Com-
stock, that staff be directed to preserve the major irreplaceable
trees which fall in the right-of-way as is done in downtown Palo
Alto.
CHANGE OF AMENDMENT: With the consent pf her second,
Councilman Pearson deleted "irreplaceableJe fr4rn the motion and
substituted "stand" for "fall."
The amendment carried by majority voice vote.

AMENDMENT: Councilman Pearson moved, seconded by Comstock,
that fire roads be developed as originally recommended by the
Planning and Procedures Committee; that is, sufficient to support
fire trucks but not to be paved with asphalt.
The amendment failed on the following roll call vote:
Ayes: Clark, Comstock, Pearson, Wheatley
Noes: Arnold, Beahrs, Berwald, Dias, Gallagher,
Gullixson, Spaeth
AMENDMENT: Councilman Berwald moved, seconded by Dias,
that where curb to curb is mentioned that such curbs be rolled
concrete berm instead of verical concrete.
The motion failed by majority voice vote.
AMENDMENT: Councilman Wheatley moved, and it was duly
seconded, that the staff reconsider and study the feasibility
of an entrance to Clark Park from Fremont Road in Los Altos Hills -
The amendment failed on the following roll call vote:
Ayes: Berwald, Clark, Comstock, Wheatley
Noes: Arnold, Beahrs, Dias, Gallagher, Gultixson, Pear-
son, Spaeth
The main motion as amended then carried on the following roll
call vote:
Ayes: Arnold, Beahrs, Berwald, Clark, Comstock, Dias,
Gallagher, Gullixson, Pearson, Spaeth, Wheatley
None
Mayor Arnold then announced that further hearing o, the Old
Trace Road Project No. 64=4 would be held at a later date pending
receipt of the revised Engineer's report since the amendments
were so substantive as to require redesigning of the Project.
Preliminary Bay Plan - BCDC
Vice Mayor Dias read a statement summarizing concerns of
Palo Alto in regard to development of San Francisco Bay.
MOTION: Vice I.4ayor Dias moved, seconded by Beahrs, that the
• Preliminary Plan for San Francisco Bay be sent to the Planning
Cornznission for scrutiny as in the case of the Association of Bay
Area Governments Regional Plan; that the policy question of the
extent of authority or jurisdiction of a designated bay agency

be sent to the Planning and Procedures Committee; and that a
fetter be sent by the Mayor to the Bay Conservation and Develop-
ment Commission prior to the August lat hearing stating the
action taken tonight.
The motion carried unanimously by voice vote.
Adjournment
