RESOLUTION NO. 4126
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO ALTO
ADOPTING A COMPENSATION PLAN
(Effective July 1, 1968)
The Council of the City of P alo Alto do es RESOLVE as
follo ws:
SECTION 1, Pursuant to the pr ovisions of Section 12 of
Article III of the Cha rter of the City of Palo Alto, the Com-
pensation Pla n, as set fo rth in EX HIBIT A attached hereto and
made a part hereof, is hereby adopted .
SECTION 2. The Compensation Pl an shall be administ ered
by the City Ma nager in a ccor dance with the Me rit System R ules
a nd Regula tions, pro vided that the Council shall administer
the Compensation Plan for the City Assessor, City Att orn ey,
City Cler k, City Contr oller a nd City Manager.
SECTION 3. The Compensa tio n Pla n shall become effective
July 1, 1968 and shall c ontinue in e ffect until amended or
re voked by the Council.
SECTION 4. This r esolution supersede s Resolution 4008
and a ll amendments there of.

COMPENSATION PLAN FOR THE CITY OF PALO ALTO
SECTION 1. SALARY RANGES
There ar e two types of salary ranges in the Compe nsation
Plan , the classified Salary Ranges and the Admi nistrative Sal ary
Ran ges, and their bi-weekly equivalents, as set forth in this se ction .
For the purpose of merit salary advan cement, the following ar e the
steps a nd time interva ls which shall apply to the Classified Salary
Ranges, except as other wise provided:
Ste s Time Inte rval
A Begin ning rate.
B After 6 mon ths on next low er step.
C After 1 year on text low er step.
D After 1 yea r on next lower step.
E After 1 yea r on n ext low er step.
In administer ing this pla n, the C.D.} Manager is authori zed
to make appoin tmen ts to , or e stablish emplo yees on , a ny one of the
steps indicated above if in his opinion it would be difficult to ob-
ta in or retain qua lifie d per sonnel.
Administrative Sa la ry Ran ge s are formulated with a minimum
a nd maximum within which the City Manager is authorized to e sta blish
a salar y at an y point within the range.
Sa lar ies paid to personn el in either the Classifie d or the
Admin istra tive Ra nge s shall be a dmin:stered in ac co rda nce with the
Compensation Plan, the Merit System Rules a nd Regu lations, a nd such
administrative procedur es as may be issue d by the City Mana ger from
time to time for purpose of c la rifica tio n an d interpreta tion.
Payment of salar ie s set forth in this Compe nsatio n Plan
sha ll be made in acco rdan ce with the Ta ble of Bi-wee kly Equ ivalents
base d upo n a yea r, fo r co mpen sation purpose s, of 364 da ys, pursuant
to the bi-weekly pay perio ds pro vide d by the Mer it System Rules and
Regula tion s.

SECTION 2. SPECIAL COMPENSATION
A. Annual Adjustment -
Each empl oyee holding a reg ular f ull-tim e appointm ent in the muni ci-
pal serv ice on or before July fi rst and co ntin ues su ch status through th e
first day of the first pay period in December shall on December 20 of
each year re ceive, in addition to th e s ala ry prescribed herei n, a salary
adjustmen t e qual to one pe rcent of th e e mployee's cu rrent annual s alary
prora ted to r eflect int er rupted servic e or appoi ntme nt from January 1
thro ugh July 1 of the cu rrent y ear.
B. Holida ys a nd Overtime
Co mpen sa tio n for overtime and h olid ays sh all be in confo rma nc e
with the Merit System Rules and Regul ati ons and Administr ative Directives
issued fo r the purpose of c larificption and i nterpretation.
C. Standby Compen satio n

first two an d one-ha lf hours per day. In the event time is r equired
beyond two and o ne-ha lf hou rs in o ne day, an a ddition al $6.00 will be
