WHEREAS, Ordinanc e No. 1417, ad opt ed August 25, 1952, as ame nded by Resolution No . 3000, adopted M ay 12, 1958, and Resolution No. 4064 adopted Janua ry 22, 1968 established a P -C zone distr ict for certain property in the vi cinity of the westerly cor ner of M iddlefield Road and San Antoni o Road, as more fully desc ribed in Resolution No . 64 of the Planning Commission of the City of Palo Alto dat ed Ap ril 24, 1968, and the exhibits a ttached there to, said Resolution No. 64 and its exhibits being colle ctively a tta che d hereto as Exhibit "A"; and WHEREAS, the Council of the City of Palo Alto, b as ed up on the findings a nd recommen da tions in the aforementioned Pl anning Commission Reso lutio n, wishe s to ame nd the de velopment pl an established by the afor ementioned ordinance and resolutions to permit the removal of existin g service statio n facilities and the c onstr uc tion of a mode rn landscaped ser vice sta tio n on the pr operties known as 699 San Antonio Road and 4176 Middle- field Road, subjec t to certain conditions to protec t the abutting prope rties; NOW , THEREFORE, the Council of the City of Palo Alto does RESOLVE as follows: SECTION 1. That the P -C deve lopment plan, as adopted by Or dina nce No . 1417 and as previo usly amended by Resolutions No. 3000 and 4064, is hereby furthe r a mende d in ac cor dance with the provisions set for th more fully in Exhibit "A", subject to the followin g co nditions: - 1 - a) Building locati on, dim ensions, setbacks and archi- tect ure shall be substantially as sh ow n on the approved Development Plan. b) Fenc es and l andscaping shall be s ubstantially as sh own on th e appr oved De velopment Plan with the addition of scree ni ng trees alo ng the s outherly and westerly pr operty li nes. c) The refuse area shall be screened from view of the abutting apartment development. d) Lightin g shall be designed and install ed so as n ot to c ause distraction or ha zard to vehicular traffic . e} The fr ee sta nding sign shall be as sh own on the ap- prove d Develo pment Plan. Other signs shall be limited to those proposed in the application. f) All oper atio ns sha ll be co nducted within an encl osed building, exc ept servicing of vehicles with gas, oil, a ir and wa ter. The Subjec t Pro perty: The subject pro per ty is the existi ng g asoli ne se rvice st ation on the westerly corner of San Antonio Avenue and Middlefield Road and the a djacen t unimproved par cel know n as 4176 Middlefield Roa d which was added to the service st ation use in Ja nua ry, i968 by City Co uncil Reso lution No . 4064. The su bject property totals approximately 22,487 sq uare feet in area with a frontage of approximately 111 f eet on San Antonio Avenue and 160 feet on Middlefield Road. II. Adja cent Proper ty: On the nor th, on the oppo site side of Middlefield Road is a gasoline service station in the P -C District. On the east, on the o ppo site side of San An tonio Avenu e, is ano ther ga solin e service statio n zoned P -C. The Propos al: The Richfield Divisio n of the Atlantic -Richfield Co mpany proposes to r aze the presen t service sta tion an d re con struct in accordance with the pro posed Develo pment Plan a ttache d to this report. A rustic -type steel bu ildin g with simulate d lap siding and simulated bo ard and batte n siding with so me brick veneer is proposed. The ro of would be a lo x pitch composition roo f. A canopy will ex ten d from the bu ildin g to within 22 feet of the Middlefield Road proper ty line. A free-sta nding c ano py with a setbac k of 20 feet will cover the pump island on the Sa n Anto nio Ave nue side of the pro per ty. The ar chitectur e of the canopies is no t indica ted on the plan s. The building is approx imately 18 fee t high and the building and canopies cove r approximately 17 per cent of the lot. The lubrica tion ba ys wo uld face the rea r property line. The bu ilding is propo sed to be 8 feet from the in terior sidelin e with an enclo sed trash are a betwe en the building Ind the side- lin e. The windowless rear walls of the adjacent apartments face the s ervice sta tio n on this side. It is the Staff's opinion that the plan s co uld be greatly impro ved, as follows: 1. Landsca ping: Plant tr ees in se lecte d lo catio ns to comple ment the rustic archite cture of the building. Sugge sted are two trees in the planter adjacen t to the side walk on Middle field Roa d; a tr ee in an islan d in the ex pa nse of aspha lt between the double pump islands and the rea r t. _,perty line strategically place d to a llo w a utomo bile cir culation; two trees in the planter a dja cent to the sidewalk on San Anton io Avenue with this pla nting island re du ce d in width to allow the pump isla nd to be moved to ward San Antonio Ave nue to allo w widenin g of the 6 -foot planting a re a on the interior sideline ba ck near the bu ilding to allow two trees in that ar ea. 2. Lightin g: Replace the finger -like fixtures with electro liers of be tter design . Ex tend the 8 -foo t fenc e from the jog in the in ter ior sideline to the rear co rner and thence to within 24 fe et of Middlefield Road where - u pon the fence height would be r edu ced to 6 feet a nd continue to within 16 feet of Middle - field Road at which po in t the fenc e would be r educed to a height of 3 feet and co ntin ue to the Middle field Roa d property lin e. 68-ZC-6 -- page 3 4-19-68 The Richfield Company representative was contacted in respect to the pr oposed changes and indicated they would ev aluate the Staff's prop osals and try to i ncorporate as many as possible int o their pl ans pri or to the Commission meeti ng. IV. Conclusion: The pr oposed Developm ent Plan, with the changes suggested, will be a substantial improvem ent over the e xisting de vel opment, both functionally a nd aesth etically. It is suggested that the Plan- n ing Commission recomm end approval of this Ch ange of Development Plar. (in corporating th e Staff's rec ommend atio ns) with tb! f ollow- in g co nditions: A. (68-ZC-6) The Plan nin g Officer requ este d the record to show that the Notice of Pu blic Hearin g had bee n published and mailed as required by the Zoning Ordinance, that the eviden ce of publication a nd Certificate of Mailing w ere on file, and that the report of the Pl anning Officer had been mailed to the applican t an d Commissio ners, was availabl e at the en- trance, an d was made part of the re cord by reference. The Plann in g Officer reviewed his report of April 19 which rec ommended approv al of -the application. He commended Richfield C omp any on their coopera tion in discu ssion s with him and the inclusion of staff sugges- tion s. He referred to the revise d develo pment plan and pointed to i n- corpora ted chan ge s in lightin g, plan tin gs, planters, etc. Ur, said he recognized the ne ed for the station to be no ticed an d identifi ed and noted its location on an indu strial type street and said he did not, therefo re, in dica te trees in such a way to o bscure the ir o peratio n. He said he did wish to de scribe a rather radica l su gge stion of his which had not be en inco rporated into the plan . In wo rkin g with the normal turn ing pa ttern of au tos to the lube bays, par kin g are a and pumps in this particular site, he said he fou nd that auto s did not tra vel ov er a portion of the blac ktop. He suggested that it co uld make a big difference in the aesthetic impact of the station if they dev eloped an islan d with a tree, such as a pine tree, in the middle of the asphalt are a. He said he person ally like d the idea a nd thought it would make for a rather nice feature over the pro sa ic type of dev elop- ment. He r ecogn ized this might ca use a haza rd and said he did not know whether any gas station ha d do ne this or would be willin g to accept such a euggestion. Chairma n Stro mquist declared the pu blic hearing o pen. S. F. Van Kirk, real estate representative of Richfield Division of Atlantic Richfield Co mpan y, spoke on beha lf of the a pplic an t. He -said the Lo s An geles office had agreed to compliance "with ju st abo ut eve ry- thing with the ex ception of the radical tree. " He explained the prob- tem of trees blocking o ut the identity of the bu ildin g in a ddition to the hazard to pedestrian s and traffic moving in an d ou t. He tho ught this would be the mo st beautiful station in Pa lo Alto an d added that it wa s the most expensive service station in their 1968 budget. Commissioner Giosso asked for c larifica tion of the us e of the trash area and how this would be hidden from v iew in that on o ne of the pla ns it did not seem to be en tirely roofed. yf !i(i{Ej -- 411 4-24-68 Mr. Van Kirk said the trash bin area w as used for w aste towels, tires, empty oil cans a nd so f orth to be picked up weekly. He was sure the tr ash area would be hidden from view . No one else wishi ng to speak, Chairman Stromquist decl ared the p ublic hea ring closed. Co mmissioner Gordon expressed concern for pr otecting the abutting a partment dwellers from the spill light a nd view and s aid th at while she appr eciated efforts th us far it would be desirable to have more screening trees in the neighborh ood of 20-25 feet in h eight i ncl uding evergree n tree planting to affo rd such protection as well as to alle- v iate the la rge expanse of asphalt. She supported the Planning Offi- cer's suggestio n of a tree isla nd and suggested another c onceivable spot out of the line of traffic to cast sh ad ows and softe n the c orner of the bu ildin g. Commissioner Gio sso felt that in a l ot of this size with the existing turning ra dius such a planting would create s h az ard. Commissioner Brenner repeated the concern for screening the trash area from view of the a partmen ts. Cha irman Stromquist a ske d Mr. Van Kirk for further clarific ation since in o ne plan there see med to be an o penin g betwee n the wall and the r oof ex posing the riew from abov e. Mr. Va n Kirk said that he did not have en gineering det ail but assum ed this may have occ urred due to the placement of the building to locate lube bays in the ba ck. He said he was willing to commit the compa ny to co verir, the tra sh area and pro tectin g it fro m view of the apartme nt dev elopments.
