RESOLUTION NO. 4103
RESOLUTION OF THE COUNCIL OF THE CITY OF PALO TO
CALLING FOR THE ESTABLISHMENT OF A LOCAL CONCILIATION
COUNCIL IN SANTA CLARA COUNTY FOR THE PURPOSE OF
DEALING WITH HUMAN RELATIONS PROBLEMS
WHEREAS, the Council of the City of Palo Alto is deeply
con cerne d with the problems fac ed by the City of Palo Alto and
su rrounding communities in th e field of human rel ati ons, and
WHEREAS, this council e.nd the cou ncils of s urr ounding com-
mu nities have recognized that th ese probl ems ar e not confined
within the bo unda rie s of any one city or co unty, a nd
WHEREAS, we are a wa re of the limited p ers onn el a nd b udget
made availa ble to the Fa ir Employment Pr actice s Commission (FEPC),
as establis hed in the State Legis lature's program, and
W HERE AS, we are cogn izant that the FEPC was established
by the Sta te Legislature to implement the state p rogram in the
field of human relations , an d
WHEREAS, we are aware of the man y contributions which a
human relations council ca n make to
(a ) allevia te concerns before they beco me pr oblems of
the FEPC,
(b) co ordinate community effo rts in this field, and
(c) to pr omo te the o bje ctives of the State Legis lature
in esta blishing the FEPC,
NOW, THEREFORE, the Counc il of the City of Palo Alto do es
hereby RESOLVE as fo llo ws:
SECTION 1. That we hereby reques t the Board of Super visors
of the County of Sa nta Clara to request the FEPC to es tablish a
loca l conciliation council fo r the Cou nty of Santa Cla ra purs uant
to Section 1419(h) of the La bor Co de , a nd to invest said c on-
c iliation cou nc il with the power to dea l with any eimilar body
that may be established in th e County of Sa n Mateo with rega rd
to c ommon pr oblems in the fi eld of human r elati ons. Liaison
and coop eration b etween the two co unty conciliation co un cils is to
be established at the earli est possible time .
SECT/ON 2. Th at said conciliatio n council be emp owered
with the autho rity, pursua nt to Section 1419(h) of the Labo r Code,.
to deal with the full range of problems, incl uding th e f uncti on-
ing, on a no n-partisan a nd non-p olitic al basis, as an advi so ry
bo dy to the FEPC, to assist the FEPC in c reating widespr ead
awarene ss of the e xistence and p urpose of the Fai r Employment
Practices Act and Fair Housing Act, and to aid in pr om oti ng
general public acceptance and practice of the principles of
equa l opportun ity, go od will an d cooper ation am ong th e groups
a nd eleme nts of the pcpula tio n and to hold joint c ounty c on-
ciliation council hearings or s tudies as need ed and to publici ze
the findings. Spec ific fields of study should i nclud e, in the
co ntext of human r elations, the su bjects of employment, housi ng,
health, e duc ation a nd recrea tion.
SECTION 3. That sa id conc iliatio n cou ncil shall be called
the San ta Clara Cou nty Hu man Re lations Coun cil and that it be
composed of one c oun cilman from eac h c ity, and one me mber of
ea ch r eco gnized community council in the County, toge ther with
one supervisor appoin ted by the Boar d of Super visors, with a
quoru m to be rune -third of the membe rship. Sa id Cou nc il sha ll
elec t a chairman and vice chairman from its members hip, e s-
tablish subcommittees from among its membership as the n eed
arises, a nd is to r eceive _: the support of su fficient staff, a nd
is to co nduct re gular mee tings at least monthly.
SECTION 4. That the San ta Clara Cou nty Human Relatio ns
Cou ncil be financ ed by an appropriation to be ma de by the Board
of Supervisor s of Santa Clara County, which appropriation sha ll
take into c'gnizance an a nnua l budget to be drawn up and pr epa red

by the Sa nt a Clara C ounty Hum an Relations Council . Special
programs m ay be financed totally or on a sharing basis with the
jurisdiction i nvolved in th at speci al progr am.
SECTION 5. The City Clerk is he reby dire cted to tr ansmit a
ce rtified copy of this resolution to the B oa rd of Supervisors of
the County of Santa Cl ara, the FEPC, and to th e City Cou ncil of
each city in the County of Santa Clara.
