The Council of the City of Palo Alto rnet on this date at 7:30 p.m.
with Mayor Dias presiding.
Present: Arnold, Beahrs, Berwald, Clark, Comstock
(arrived 7:39 p. m.), Dias, Gallagher, Pearson
(arrived 7:32 p.m.), Spaeth (arrived 7:35 p.m.),
Wheatley
Absent: Cooley
Human Relations Council
Councilman Berwald asked that his progress report as liaison
member to the Palo Alto Human Relations Council be deferred,
noting that the PAHRC will report at the next regular Council
meeting. In reply to question, he stated that he did not wish to
have the item appear on the Agenda again at a later date. There
were no objections.
California Avenue Area Parking Proiect No. 65-9 (CTMiR 171)
MOTION: Councilman Beahrs ntroduced the following resolution
and moved, seconded by Wheatley, its adoption:
Resolution No. 4061 entitled "A Resolution of Preliminary
Determinati . n and of Intention to Make Changes and Modify
California Avenue Area Parking Project No. 65-9."
The resolution was adopted on the following roll call vote:
Ayes: Arnold, Beahrs, Berwald, Clark, Gallagher, Pearson,
Spaeth, Wheatley
Noes: Dias
County Housing Authority - Rent Supplement Program
Leland D. Stephenson, 1742 McBain, San Jose, the Deputy County
Counsel of Santa Clara County assigned as Advisor to the County
Housing Authority, described in detail the operations of the rent
supplement program, its history, membership and scope of the
present program, noting that it operates under the federal Depart-
ment of Housing and Urban Development, but requires a local
approval to do so by counties and cities. He ,added that in the
absence of Donald Kjelstrup, Executive Secretary of the Santa
Clara County Housing Authority, he was acting for him as advocate
and urged the City to participate in the program.

Lengthy discussion followed and Mr. Stephenson replied to general
questions from the Council concerning financing, eligibility require-
ments for prospective participating tenants and landlords, number
of units likely to be assigned to Palo Alto, priority system in regard
to tenants, and also answered questions regarding specific examples.
(Councilman Berwe 1d left at 8:50 p.m. and did not return.)
Mrs. Ruth Anderson, 420 Suzanne, Palo Alto, urged support of the
rent supplernent program.
MOTION: Councilman Comstock introduced the following resolution
and moved, and it was duly seconded, its adoption:
Resolution No. 4062 entitled "Resolution of the Council of the
City of Palo Alto Approving Operation, Subject to Conditions,
of Santa Clara Housing Authority in City of Palo Alto Under
Section 23 of the United States Housing Act of 19 37, as
Amended"
AMENDMENT: Councilman Beahrs moved that (1) the consent of
the City of Palo Alto shall be demerl withdrawn if the rate of delin-
quency in rental payments under the program as operated by the
County Housing Authority exceeds five percent; (2) that the City of
Palo Alto will not share in any of the costs of said program; and
(3) that there be established a minimum residence requirement of
at least one year within the City for applicants (tenants) to qualify
for housing within the limits of the City of Palo Alto.
The amendment failed for laci;. of a second.
AMENDMENT: Councilman Wheatley moved, seconded by �.►allagh er,

(Councilman Comstock left at 9:00 p.m. and did not return.)

AMENDMENT: Mayor Dias moved, seconded by Beahrs, that a pro-
vision that all rental units operated under the program shall meet
and comply with all Pak) Alto Municipal Code provisions, relative
to building and health standards, in existence at the time the initial
lease is executed.
- The amendment carried unanimously by voice vote.
AMENDMENT: Mayor Dias moved, seconded by Beahrs, that the
Housing Authority not operate within the City Limits of the City of
Palo Alto unless and until the vacancy factor in rental units within
the City exceeds three percent.
The amendment failed by majority voice vote.
