this date at 7:30 p.m., with Mayor Swain presiding. Roll

Report of Planninpe Commission: Zone Chan
Tne City Planning Commission submitted a report on the
petition of property owners in Blocks 4, 13 and 20, requesting that
certain property. described in said petition be included in Zone #5,
said petition having been referred to •the Commission from the City
Council, recommending that the property in question be included in
Zone #3 instead of Zone #5. The report was received and filed.

An Ordinance, entitled "An Ordinance of the City of Palo
Alto, Making Certain Amendments, Alterations and Changes in the
District Lines of "Class Three, Retail Business District," as
Classified and Set Forth in Section. 4 of the Zone Ordinance of the
City of Palo Alto, Adopted at a Regular Yeeting Fixed and Held by
the Council on the. 16th ,der of August, 918," wan introduced and
given first reading.
On motion. of Thoits, seconded by Jordan, the date for the
hearing on said proposed Zone Changes, as provided in said ordi-
nance, was set for January 12, 1;20,, at $ p.m.. , ire the Council roof
of the City Hall, and the Street Superintendent mas instructed to
post the notices of said hearing as required in said ordinance.

Ordinance #201, entitled "An Ordinance of the City of
Palo Alto Approving the Annexat io r;, of Outside Territory, Commonly
Known and Designated as 'East Palo Alto' in Accordance with the
Majority Vote in Favor of Said Annexation Cast at the Special
Election Called and Held in laid Outside Territory," .and introduced
at the adjourned regular meeting he l : on .tiovamber 17, 1919, was
given second reading and on motion of Cooley, seconded by Peterson.,
was passed by unanimous vote on roll call.
On motion of Thoits, seconded by Wine, the City Attorney
was authorized to perfect said annexation by filing the necessary
papers with the Secretary of State and the County Recorder.

An ordinance, entitled "An Ordinance of the City of Palo
Alto Amending Section 13, of Article l: of Part 2, of Codified
Ordinance #1 of the City of Palo Alto, Relating to the Assessmen
Levy and Collection of Taxes," was i ntroduded and given' first read-
ing.
Reports Received .
The report of the Department o Public Works for Cctooe
the reports of the Auditor for October and November and the -report
of the Treasurer for November were received and ordered filed.

Mrs. Edith W. Maddux, chairman of the Community Center
Commission, made a report of the activities of the Community
Center House for November. The report was received and ordered
filed.
Councilman Jordan asked whether a sign was to be placed
on the house. It was the opinion that this should be left to the
judgment of the Commission.
Claims Allowed.
A claim was presented by Mrs. M. E. Richardson for the
soldier's tax exemption for 1918-19, $9.50, and for 1919-20,
$10.50. On motion of Wing and Miller the exemption for 1919-20
was allowed, and the exemption for 1918-1.9, if the same is found
legal, by '.unanimous vote. on roll call.
On motion of Thoits and Cooley the following claims were
allowed as recommended from Committee #5, and warrants authorized
it payment of same, by unanimous vote on roll call:

Extra Clerical "zle1 Asked.
The Auditor presented a request for extra clerical help
for two weeks at the rate of $90 per month. On motion of Wing
and 3ertsche the matter was referred to Committee #5 with power
to act.
Surve o.f East Palo Alto.
On motion of Thoits and Cooley the Board of Public Works
was requested to make a survey of Nast Palo Alto, looking to the
supply of water, gas and sewers, and the attention of the City
Planning Commission was called to the development ef. the :section.
On motion of Cooley and Peterson the Council adjourned.
