The Council of the City of Palo Alto met in regular ses-
sion on this date at 8 p.m., with Mayor S'asain presiding. Roll call
as follows:
Present: Be tec *e. Blair, Cathcart, Cooley, Easterday, Jordan,
Miller, Snyder, Swain, Thoits, Thomas, Wing.
Absent,,: Peterson, Roller, Terwilliger.
The minutes of the regular meeting of October 14, 1919,
were read and approved ae read.
ReDert of Eaineer on Pere Aa2aratus and
Action Deferred
A report 'was !read from the City Engineer on the matter of
providing for the purchase of additional apparatuo and the laying
of a cast iron water main on Talul a Avenue, referred to the Board
of Public Works and the Engineee by the Council on October 14th.
0n motion of Wing and Thoits the. matter was laid on the
table until such tixie as the question of the purchase of the Seale
water workers system by the City is eettied.
On motion of Wing. and Yd11er the Board of P:b1ic Works
was requested to begin a study and prepare plans to bring the
water sys tei of the city up to par, including fire hydrants for
annexed territory.
Preliminary Report on Openllit Alley in Block 12.
A preliminary report asap .received from the Commissioners
in the matter of opening an alley In. Block 12. Said report fixes
the value of the land.• to be taken for said improvement at $1375.
The Commissioners asked that they be given the awls yance of the
City Engineer's office and the City Attorney in completing the
work to which they were Appointed.
0n motion of Jordan,. .:Seeonded by. Cathcart, the report
was received and ordered filed and the request of the Commis-
sioners was granted.
Committee. Reports„
Committee #2 reported progress in .the matter of the or-
dinance regulating the speed of trains.
Committee #4 recozrended the enactment of an ordinance
=elating to the Community Center, referred to said committee at
the last meeting.
Committee #5 made a report recommending (1) that the two
houses on the city property in Block 13 be insured for three years
in the sum of $1500 each at a rate of $1.60 add (2) that the budget
appropriation of 3460 .for the Community Center be transferred from
the general fund to the Community Center fund.
Transfer of .Funds .A.utnorized..
On motion. of Thoits, seconded by Easterday, the
transfer of the Budget appropriation of '3460 from the general -
fund to the Community Center fund was authorized by unanimous vote
on roll call.

On motion of Miller, seconded by Bert:sc.e, the insurance
authorized of. the city houses at 438 and 440 Bryant Street in
sum of $1500 each, all voting aye on roll call, except Jordan
voted no.

Ordinance #199, entitled, *An Ordinance of the City of
Palo Alto Creating a Community Center and Commissioners to have
Charge Thereof, and Repealing Ordinances No. 180 and 190," was
given oecond reading and on motion of Thoits, seconded by Jor-
dan, was passed by unanimous vote or roll call.
Report Received.

month of September. 1919, was received and ordered filed.

On .motion of. Cooley, seconded by Bertsche, an appro-
priation to pay bine to be submitted by the Palo Alto Sand not
to exceed 1125, for the five months from December to April in-
clusive, said appropriation toy be fro the incidental fund of
the general tondo was authorized by unanimous vote on roll call.

The question of providing rooms for the driver of the
fire apparatus nearer the fire house was uro ht up and on motion
was referred to the Board of Public Safety.
Reports on Convention,
The City Clerk submitted a report on the convention of
the League of Municipalities, which was ordered filed.
Mayor Swain and Attorney Malcolm made verbal reports -gin
features of the convention proceedings.
Ordinance Amendment Pro;aose:.
An amendment to Ordinance ;,',198, which amends Ordinance
#81, was introduced, and on motion of Thoitz and Cooley was re-
ferred to Committee #2 and the City Engineer.

Mayor swain. nominated Norwood B. Smith and Prof. A. B.
Clark as members, of the City Planning Commission to fill vacancies.
0n motion of Thoits and Miller said nominations were
confirmed.

Eaaterday moved that when the Council adjourns it adjourn
to Monday, November 17, 1919, at 7:30 p.m., in the City Hall. one
motion was eeconded by Jordan and passed.
On motion of Cooley and "Miller the Council adlourned.
