Mayor Cooley presiding Roll call as follows:

The City Attorney made statement the
relation to
paving proceedings recently started and as to the question of he7_
ing the work done under a different procedure. Be.

The Mayor made a report on interviews with bond buyers
as to the proceedings under which the
bonds would have the greater
market value.
Vail moved.that Ind.er the new proceedings Lincoln Avenue
be paved from Alma street to Middlefield Road. The motion was
seconded by Miller and passed.
t Thoits and Cathcart moved that the entire question of
paving be referred to Committee #1 to report and the motion was
passed.
Proposed Deed to City of Lots
H. W. Simkins addressed the Council in regard to the
question of providing a hone for the family of J.Balfor. li
the said
contributions were sufficient e
e e to purchase lots 11 and 12 in
Block 89 and the committee had. agreed to such purchase and pro-
posed to raise sufficient finds to build a cottage thereon. He
asked the city to accept a deed to this property to c:e held in
trust.

Thoits moved that it is the sense of the C ours; 1 that
the City accept the trust as outlined. subject to the approval of
the city attorney, The motion was seconded by Fisher and passed.

Rev. Walter "Lays of the Eigh School Board addressed the
Council, askirg that an endorsement be given to certain bills
before the State legislature.
On motion of Peterson and Vail the following resolution
was passed by unanimous vote:
"Resolved: That the Council of the City of Palo Alto
request that the representatives in the State Legislature from
the Twenty-eighth Se natoria.l District and the Forty-fifth As-
sembly District use their utmoe`•t influence

in favor of the enactment of Senate Bill No. y

Council remaining in open session.
H.W.Simkins denied the correctness of the ".estmony to
the effect that he had been notifed that the house at 524 2rerson
street was under surveillance.
City Engineer, stated that a cc,n unica-
tion from an officer of Camp Fremont relative to the arrest of a
soldier for violating a city ordinance was not in accordance with
the facts and was absolutely incorrect.
Chairman Peterson stated that he would furnish copies of
the testimony taken before the committee to be filed with the
City Clerk.
