The Council of the City of Palo Alto met in regular ses-
sion on this date at 7:30 p.m. with Mayor Cooley presiding. Roll
call as follows: -
Present: Cathcart, Cooley, k'Aasterday, Fisher, =.envy, Jordan,
Miller, Peterson, Roller, Snyder, Swain, Thoits. Vail.
Absent: Mosher, Wing.
The minutes of the regular meeting of January 13, 1919,
were read and approved as read.

A communication was received fro= the Board of Public
Safety requesting that .the Council appropriate S100.00 to the
incidental fund of the fire department.
Vail moved that :.100.00 be appropriated from the unex-
pended balance in the general fund to the incidental fund of the
fire department. The motion was seconded by Roller and passed by
unanimous vote on roll call.
Sewer Asynrcri,a.tion: Action Deferree.
A communication was received from the Board of Public
Works, asking that $2,000.00 be appropriated for rebaading a por-
tion of the outfall sewer.
Thoits moved that the matter be referred to the next
budget co: puttee with a- favorable recommendation. The motion was
seconded by Vail and passed.

A report was received from the Board. of Public Works
recommending that. the Council take action to provide a sewer sys-
tem.for South Palo Alto. The report was accepted and ordered
filed.

A communication was received from the Board of Pudic
Works stating that the city has been paying for careent used at
the jitney station, and recommending that g

against the tenants of the station.
On motion of Peterson and Vail the recommendation was
approved.

Chaix•aar Vail of Committee #2 made a report on thec pro-
posed laundry ordinance referred to this committee. :recommending
that action on said ordinance be delayed. The report t was accept-
ed.

Chairman Swain of Committee #; submitted a report in re-
latioza to the appointment of a purchasing agent and to making cer-
tain changes in the accounting system in the a udi to:. ' s office and
the meter reading department, .reeommsnding tha such appointment
and changes be made. ' The report was accompanied by a report made
to the committee by P.O.Coode, certified accountant.

Report of Snecia1 Committee.
Mr.. Swain, chairman of the special committee named to
investigate the question of the annexation of Mayfield to Palo.
Alto, submitted a report reviewing the proposition and finding
that such annexation -would not be advisable at the present time,
oat suggesting that should Mayfield vote in favor of annexation
then the question would be submitted to the voters of Palo Alto
for determination. Accompanying the report was a report from the
City Engineer embodying a full survey of the ce r.ditions existing
in Mayfield,
On motion of Miller and. Thoits the report was accepted
and. the recommendations approved.
Hearing Pori none, .
This being the time for the hearing of the application
of the San Jose -Palo Alto Transportation Co. for a permit to use
the streets of Palo Alto, the Clerk reported that he had received
-a telephone message asking that action be delayed pending the fil-
ing of a new application. On motion of Vail and Peterson the ap-
plication was laid on the table.

A report of the City Engineer to the Board of -Public

Works, transmitted to the Council by said Board, on a proposed
sanitary sever system for South Palo Alto was adopted on motion
of Thoits and Swain by unanimous vote.
Resolution (Sewer 3ondsj Adoµcted.
A resolution, recommended to the City Council by the
Board of Public Works by a resolution passed Feb. 10, 1919, and
attached to said resolution, entitled, "Resolution Determining •
that the Publie Interest and the Public Necessity demand certain
Public Municipal improvements in and for the City of Palo Alto,
the cost of which will be too Greats to be Paid out of the Ordi-
nary Income and Revenue of the City, to wit, the Acquisition, con-
struction and completion of a Sanitary Sewer System for the Ter-
ritory Annexed to said City on December 17, 1917," was introduced
and read and on motion of Thoits, seconded by Swain, w;.,s passed by
unanimous vote on roll cn11.

An ordinance, entitled "An Ond,inance of the City of Palo
Alto Relating to the Appointment, Powers and Duties of a City
Purchasing Agent and Amending Section_ 2, of Article IV of Codified
Ordinance #1 of the City of Palo Alto," was introduced and read
and on motion of Peterson and Jordan was passed as an emergency
ordinance by unanimous vote on roll call.

The Council reconvened in regular session and the mat-
ter of the recommendation to the Mayor of the special committee
appointed by the Mayer to investigate the police department was
taken up.
Peterson and Miller moved that the Council consider said
report.
Thoaas and Jordan moved as a substitute that the matter
be left in the hands of the Board of Public Safety with a request
to act as soon as possible.
Swain raised a point of order and moved that the Council
proceed to the regular order of business, and it was so ordered.
The following motion, made by Swain and seconded by -'aster-
day, was passed, Peterson not voting:
"That the Board of Public Safety be requested to take ac-
tion as soon as possible on the report of the special committee
placed in its hands by the Mayor."
On motion of Vail,- duly seconded, the Council adjourned
to. Saturday, February 15, 1919, at $ p.m.
