The Council Of the City of Palo Alto met in regular ses-
sion on this date at 8 p.m., with Mayor Cooley presiding.
The City Clerk states that Mr. A. Y. Cathcart, appointed
Councilman at the last meeting, had taken the oath of office. The
:Ysyor welcomes Mr. Cathcart on behalf of the Council.

This -being the. time for a hearing on the application of
the Pickwick Stages for a- permit to operate on certain streets of
Palo Alto, the hearing was called. No representative of said cor-
poration appeared. On motion of Swain and Miller, said applica-
tion was laid on. the table.

This being the time set for hearing the application of
Dixon's Express for.a permit to operate on -the streets of Palo
Alto, the matter was called.. Frank 3. Blake appeared as attorney
for said company. The application was read. and on motion of Jor-
dan and. Snyder (h..%) was referred to Committee 1 to report.
Ordinance x#168 Pa:xsed
Ordinance #168, entitled "Prohibiting the Utterance or
Use of Seditious Language or of Words Tending to Disturb the
Peace" was given second reading and on motion of :Filler and Roller
x'as passed. by unanimous vote on roll call.

The report of the Department of Public Works for Febru-
ary and of the Auditor for. April were read and ordered filed.

City Attorney made a verbal report on the status of
application for a grade crossing.

Jordan moved that the recommendation of Committee #4
that X360.00 be appropriated for the purchase of a motorcycle for
the police department be approved and that said ap preprie Lion be
made from the unexpended balance in the general fund. The motion
was seconded by Thoi to and passed . by unanimous vote on roll call.

On motion of Swain and hoits the following claims were
