The Council of the City of Palo Alto :yet on this date
at 8 p.m., pursuant to adjournment of 1:arch 11, 1918, with Mayor
Cooley presiding. Roll cell a.z follows:

The minutes of the meetings of February 12, 1918, and
of March 11, 1918, were read and approved as read.
Appointment ofProtective Officer Asked.
Mrs. Edith W. Maddux addressed the Council on behalf of
the War Council of tre Y.W.C.A. , the Civic League, the Parent
Teachers' Association, the School Board and other organizations,
asking, that the Council authorize the appointment of a woman pro-
tective officer on the local police force. Yrs. Alien of the
Woman's County Council of Defense spoke in support of the req eet.
On motion of Snyder (h.J.) .) and Vail the request was
referred to .;oramittee #2 and the Bo tr'a of Public Safety to inves-
tigate and report.
Letter from Edward Ack1e .
A letter from Edward Ackley in relation to E.F.'+ eisshaar
was on motion of Jordan and :.liner referred to the :3oard of Public
Works.

The request of _A:. h. 43hr±sten: ern for a permit to erect
a business building on Bryant Street in Block 21 was on motion
of Vail and. Peterson referred to the City Planning Commission.-
Report of Coeeeit wee -4: Wage Increases.
A report was received from. Committee #4 recommendingg
that the recommendation of the i3oa.'rc of Public Works that sal-
aries of power plant employee end others be increased be laid
over until the beginning of the next fiscal year.
Vail and Thoits moved that the report be approved.
After discussion the motion vas loot on roll call by the follow-
ing vote:
Ayes: Jordan, Snyder (3.0.) Swain, Thoits, Vail.
Noes: Cooley, henry. Miller, Peterson, Snyder ('H. .)
Appropriation for Motcro\cle: :referred,
The recommendation of the Board of Public Safety that an
appropriation of 3360 be made for the purchase of a motorcycle for
the police department was referred. to Committee f4 on motion of
Vail and R'enry.

A report was received from the Board of Public Worke
recommending the enactment of an ordinance a copy of which ac-
companied the report, entitled "An Ordinance of the City of Palo
Alto Relating to Garbage, Waste Matter and Manure."
The ordinance was given first reading and on motion of
Vail and Snyder (J+.0,) was referred to Committee 2.
Pickwick Stages: hearin s Post oned.
This being the date set for .w hearing of the app icati4"
of the Pickwick Stages for a permit to use the streets of Palo
Alto in its auto bus business, the Clerk read a telegram from a
representative of said corporation askin that the date of the

Adjournment to March 18 1.918.
Vail moved that when the Council adjourns it adjourn to
ionday, March 18 , 1918, ay 8 p.m. The motion was seconded by
Peterson and passed.
Claims Allowed.
On motion of Vail and Peterson the follower , claims ap-
proved by Committee #5 were -allowed and warrants authorized in
sent of the same, by unanimous vote on roll call:

On motion of Vail and Peterson the =aymert of the initial
preeium of $1229.58 to. the State Compensation Insurance Fund. d. on the
policy carried by the City was authorized by unanimoue vote on roll
call.
Resia;nation of Officials.
The resignation of E. P. ;eelev as a member of the City
Council was received. On motion of Vail and Jordan the resignation
was accepted with an expression of appreciation of the valuable
service Mr. Lesley has rendered the City.
The- resignation of the Rev. F. E. Morgen as a. member of
the City Planning Commission wsa accepted with an expression of ap-
preciation of his services to Palo Alto.
Petition for Lights Granted.
F. M. Armstrong requested that the city furnish h free
lights for an evangelist's tent to be placed on University Avenue
in Block 20,
Jordan moved that water and light be furn i he d free to
such tent. The motion was seconded by Peterson and passed o n .

ed to make changes in the installation of telephones in the City
